Mayor Warkentien, Councilmembers Steele and Stone. Also present were Clerk Administrator Barnes and Attorney Kenefick. Councilmember Brown. Councilmember Steele moved, seconded by Councilmember Stone that the consent agenda be approved as presented. Motion carried unanimously. 1. Fire and Rescue Reports ~~10479 - #10979 2. Motion carried unanimously. Attorney Kenefick presented to Council for approval Ordinance 169 re- quiring numbering on all principal structures in the City of Falcon Heights. Councilmember Stone moved ,'seconded by Councilmember Steele that Ordinance 169 be adopted. Motion carried unanimously.. ORDINANCE 169 AN ORDINANCE REQUIRING PLACEMENT OF ADDRESSES ON ALL PRINCIPAL STRUCTURES WITHIN THE CITY OF FALCON HEIGHTS - - ~V~(.7 PRESENT ABSENT CONSENT AGENDA APPROVED MINUTES OF DEC. l~, 1979 APPROVET ORDINANCE 169 10~ MINUTES SPECIAL CTTY COUNCIL MEETING DECEMBER 27, 1979 PAGE 2 Clerk Administrator Barnes presented a request from the Section 8 Housing Specialist for an increase in salary to $5.00 per hour. This matter had been deferred from the September 12, 1979 meeting. Mayor Warkentien moved, seconded by Councilmember Stone that the salary for the Housing Specialist to be set at $5.00 per hour as of January 1, 1980. Upon a vote being taken the following voted "aye": Mayor Warkentien and Councilmember Stone, and the following voted "nay": Councilmember Steele. Motion carried. SECTION 8 HOUSING SPECIALIST SALARY SET AT $5.00 PER HOUR 1 Clerk Administrator Barnes requested that Council make a final decision INTERNATIONAL regarding the utilizing of International Systems, Inc. for grant assist- SYSTEMS TO $E ance. Councilmember Steele moved, seconded by Councilmember Stone that INFORMED THAT International Systems, Inc. be informed that the City of Falcon Heights THEIR SERVICES has no further interest in their program. Motion carried unanimously. ARE NOT DESIRED Attorney Kenefick presented to Council a resolution drafted for the purpose of appointing Clerk Administrator Barnes as the Responsible Authority for the City of Falcon Heights which would authorize him to administer the Data Practices Act for the City. The Responsible Authority will determine which city documents are private and which are public and then deal with persons who might want access to the documents. After some discussion Mayor Warkentien moved, seconded by Councilmember Steele that Resolution 79-29 be adopted. Motion carried unanimously. RESOLUTION 79-29 RESOLUTION 79-29 A RESOLUTION APPOINTING A RESPONSIBLE AUTHORITY AND ASSIGNING Dt1TIES UNDER THE DATA PRACTICES ACT n Clerk Administrator Barnes suggested that Council consider changing JANUARY 9,1980 the January 9, 1980 meeting date to January 8, 1980 to permit Council- MEETING DATE members to attend the January 9th Levy Limits Workshop sponsored by CHANGED TO the Association of Metropolitan Municipalities. Mayor Warkentien JANUARY 8, 1980 moved, seconded by Councilmember Steele that the January 9, 1980 meet- ing date be changed to January 8, 1980. Motion carried unanimously. Clerk Administrator Barnes requested authorization for health in- HEALTH INSURANCE surance for Maureen McGough, a Municipal Liquor Store employee. After FOR MAUREEN a discussion Council determined that no insurance should be provided MCGOUGH DEFERRED until the 90 day probation period is completed and the matter will then be reconsidered. Clerk Administrator Barnes informed Council that on February 1, 1980 there will be a cost increase for Blue Cross/Blue Shield for the city employees. The Clerk Administrator has investigated an insur- ance plan with Washington National Insurance Co. (sponsored by the League of Minnesota Cities) and in comparing costs and coverages, he determined the insurance with Washington National would cost approximately $1,000 less per year and would provide the same cov- erage as Blue Cross/Blue Shield except for better coverage on dis- ability and decreasing the life insurance from $10,000 to $5,000. Mayor Warkentien moved, seconded by Councilmember Steele that the group health insurance for city employees be changed from Blue/Cross CITY EMPLOYEE HEALTH INSURANCE TO BE OBTAINED FROM WASHINGTON NATIONAL MINUTES SPECIAL. CITY COUNCIL MEETING DECEMBER 27, 1979 PAGE 3 Blue Shield to Washington National Insurance Company through the League of Minnesota Cities effective January 1, 1980. RESOLUTION 79-30 A RESOLUTION AUTHORIZING THE MAYOR AND CLERK ADMINISTRATOR TO ENTER INTO AN AGREEMENT WITH THE LEAGUE OF MINNESOTA CITIES INSURANCE TRUST FOR GROUP HEALTH, GROUP LIFE PLAN, AND DISABILITY INCOME PLAN Clerk Administrator Barnes requested Council permit him to in- vestigate the possibility of acquiring Workmen's Compensation through the League of Minnesota Cities.. This request was granted. ~~.~:~ INSURANCE (cont.) RESOLUTION 79-30 Janet Brown, Chairperson, Park and Playground Development Committee, PARK DEVELOPMENT addressed Council requesting that the Park Development Committee be COMMITTEE REQUEST granted permission to order an x11 steel bleacher (seating capacity TO ORDER BLEACHERS 35 adults) at a cost of $818.00 plus approximately $100.00 freight. REJECTED The bleacher would be placed at the large softball field at the Falcon Heights Community Park. It was also requested that the order be placed immediately as there is to be a price increase after January 1, 1980. 1'he Conunittee had hoped for a donation by a civic minded group to cover the cost of the bleachers. This was not possible at this time but there will be attempts in the future. A discussion was held as to the disposition of current funds and the budget process. Councilmember Store moved, seconded by Mayor Warkentien that r!+e request for r_he bleacher be rejected. C1~-rlc -'administrator Barnes reported to Council that he had met with a CITY TO REQUEST re 1: r4.-sentative of the Department of Natural Resources and was informed TREE PLANTING that the DNP. would provide trees for the city at no cost (in lots of ASSISTANCE SQO, Dome seedlings, perhaps some larger). Their only requirement is FROM THE DNR teat some of the. trees be used as a windbreak. The DNR also will survey existi^~ trees zn the c~_ty and make recommendations.. The Clerk Admini- str.e.~tor recommended *_hat the City of Falcon Heights participate in the program *nrovided by the DNR. Mayor Warkentien moved, seconded by Council- member Stone that the Clerk Administrator be authorized to request tree planting assistance from the DNR at no obligation to the City of Falcon 'aeiglits. Motion carried unanimously. Attorney Kenefick informed Council he will be drafting an ordinance PARKING to correct inconsistencies in existing parking ordinances and will ORDINANCE TO incorporate a section giving the Sheriff's Department authority to BE DRAFTED tow and impound vehicles. Councilmember Steele informed Council he had contacted Dr. Woodburn UPDATE ON DOG- Arden Hills Councilmember, regarding the possibility of the City of CATCHER IN- Falcon Heights hiring the Arden Hills dogcatcher part time, and perhaps, FORMATION MINUTES ~~ SPECIAL CITY COUNCIL MEETING DECEMBER 27, 1979 PAGE 4 using that person in the maintenance department. Dr. Woodburn in- DOGCATCHER dicated that the man is a very effective dogcatcher and it was felt (cont.) that the city should consider checking into the matter further. Councilmember Steele will contact Dr. Woodburn again and request that he give Clerk Administrator Barnes further information.
