HomeMy WebLinkAboutCCMin_80Jan14_SpecialMINUTES SPECIAL CITY COUNCIL-PLANNING COMMISSION MEETING JANUARY 14, 1980 A special meeting of the Falcon Heights City Council and the Falcon Heights Planning Commision was called to order at 7:30 p.m. by Mayor Warkentien. Mayor Warkentien, Councilmembers Steele, Brown, Eggert and Larson. Plan- PRESENT ning Commission Members Elving Anderson, Harold, Nilsen, Robert Blomberg, Al Stefanson, Les Larson, Jim Bourquin, and Oksana Yonan. Also present were Clerk Administrator Barnes and Engineer Lemberg. Mike Heffron. ABSENT Mayor Warkentien explained to Council and the Planning Commission Members that the purpose of the joint meeting was to have a better understanding of what is expected of the Planning Commission and the Council and the -~ function of both units. Mayor Warkentien presented the name of Connie McGeorge, 2099 W. Hoyt, CONNIE MCGEORGF for appointment to the Human Rights Commission as recommended by the 2099 W. HOYT Commission. Councilmember Brown moved, seconded by Councilmember Steele APPOINTED TO to approve the appointment of Connie McGeorge, 2099 W. Hoyt, to fill the HUMAN RIGHTS vacancy on the Human Rights Commission, created by the expiration of the term of Florence Chambers. Motion carried unanimously. Clerk Administrator Barnes handed out data from the Clerk's Manual, which informed Council and the Planning Commission Members as to their duties and responsibilities. Planning Commission Members addressed themselves to the Comprehensive PLANNING Plan which is to be done, and it was requested that Council reconsider COMMISSION their action of April 17, 1979, and to rehire Howard Dahlgren and Associ- REQUESTS RE- ates to assist the Planning Commission in completing the report. HIRING OF PLANNER It was further suggested to Council that an "in house" planner or compar- able person be hired part or full time to assist the Clerk Administrator IN HOUSE with various duties and functions such as the Comprehensive Plan, Grants PLANNER and other areas that can not be accomplished at this time due to lack of SUGGESTED staff. Clerk Administrator Barnes reviewed the scheduling of submittal of the Comprehensive Plan and recommended the City request an extension of time. The Clerk Administrator informed Council and the Planning Commission that the Zoning Ordinance stipulates a Zoning Administrator should be appointed in order that inquiries on land use and permitted uses could be serviced and discussed with the Planning Commission. A lengthy discussion was held on this matter and the Planning Commi- ssion requested Council consider such an appointment. Councilmember Steele suggested that Council and the Planning Commission have another joint meeting with Howard Dahlgren and Associates, and possibly enter into a contract with that firm in order that the Compre- hensive Plan can be completed. ZONING ADM. DISCUSSION Councilmember Steele moved, seconded by Mayor Warkentien to direct the SPECIAL CITY COUNCIL-PLANNING COMP4ISSION MEETING JANUARY 14, 1980 PAGE 2 Clerk Administrator to contact Howard Dahlgren and Associates and attempt DAHLGP.EN & to negotiate a contract with that firm in order that they might complete ASSOCIATES the Comprehensive Plan. If a contract is negotiated the Clerk Administrator MAY BE RE- will arrange for a joint Council-Planning Commission Meeting with a rep- HIRED resentative of Howard Dahlgren and Associates. Clerk Administrator Barnes informed that Ramsey County is proposing a BIKE PATH bike path on Fairview from Larpenteur to County Road B, and that he APPROVED FOR. had requested the County provide lighting for the bike path. Ramsey FAIRVIEW, County has no funds for lighting, as the bike path is funded by federal LARPENTEUR funds, and if the City insists on lighting the County will abandon the TO B2 plans for a bike path in Falcon Heights. After some discussion the Planning Commission recommended that the bike path be approved even though Ramsey County will not provide lighting, as it was felt that.~an unlighted path would be safer than riding a bike on the street. Councilmember Eggert moved, seconded by Councilmember Larson that the bike path on Fairview, as suggested and planned by Ramsey County, be approved as recommended by the Planning Commission.
