HomeMy WebLinkAboutCCMin_80Jan23MINUTES REGULAR CITY COUNCIL MEETING JANUARY 23, 1980 A regular meeting of the Falcon Heights City Council was called to order by Mayor Warkentien at 7:30 p.m. i~ Mayor Warkentien, Councilmembers Steele, Brown, Eggert and Larson. Also present was Clerk Administrator Barnes. None. Councilmember Brown moved, seconded by Councilmember Eggert that the Consent Agenda be approved as presented. Motion carried unani- mously. 1. Minutes of the Special Council-Planning Commission Meeting of January 14, 1980 APPROVED 14, 1980 be approved as presented. Motion carried unanimously. Frank Paskewitz, 2120 W. Hoyt, representing residents in that area, presented to Council a petition •f or "No Parking 8 a.m. to 4 p.m., weekdays" on the north side of Hoyt from Folwell to Coffman. Mr. Paskewitz stated that due to cars parked on the street, the snow plow cannot completely clean the street, thus narrowing the driving area of the street to one lane, making it difficult for buses and emergency vehicles to drive through. After some discussion Council- member Steele moved, seconded by Councilmember Brown that the request be granted and that the Clerk Administrator be authorized to place "No Parking 8 a.m. to 4 p.m. Weekdays" on the north side of Hoyt from Folwell to Coffman. Councilmember Steele informed Mrs. Bjorklund that he felt weight limits would only lead to confusion and since the original intent MINUTES REGULAR CITY COUNCIL MEETING JANUARY 23, 1980 PAGE 2 was to prohibit all truck parking, he would oppose any change. Motion carried unanimously. i~ Prosecuting Attorney Ronald Riach reported to Council regarding his PROSECUTOR activities as Prosecutor for the City of Falcon Heights during the RON RIACH year 1979. He informed Council that 45 new files were opened in 1979, (cases in which persons have pled "not guilty" and are entitled to a trial of some kind) and that 140.9 hours had been spent on City cases, part of the hours in court work and part administrative. There are a number of designated court appearances- 1 to 2 evenings per week and 1 to 2 afternoons on pre trial conferences and court trials, plus i day per week in the court office signing complaints and signing traffic tickets, etc.. Administrative duties include monitoring actions of the police, regi- stering complaints, pressing of charges, responding to police requests for assistance and drafting of charges. Attorney Riach stated•that most of the work for Falcon Heights is traffic related - there are usually 25 files open at any one time and approximately 18 of those will be traffic related matters. Councilmember Steele inquired as to whether or not there had been an increase in break-ins and related crimes. Attorney Riach stated that he feels there has been an increase in such crimes but since he prosecutes misdemeanors and petty misdemeanors he has no definite information on the matter. In answer to a question from Councilmember Steele, Attorney Riach in- formed that Paralegals are being used more frequently for preliminary research, document gathering, etc., in order to lower costs. Maxine Harkness, Park Development Committee Member, gave a slide pre- sentat~.on on the history of the Falcon Heights Community Park in order that nrw Councilmembers would be aware of the development of the park. Janet Brown, Chairperson, Park Development Committee, addressed Council requesting permission to purchase portable aluminum bleachers for the Falcon Heights Community Park (5 row - 17' long - seating capacity of 50 to 55 persons) at a cost of $1,259.71. The Committee had contacted many neighboring communities with park facilities, recreation directors, and sales people in order to compile information regarding the various kinds of bleachers. After much research the Committee determined that the above described bleacher manufactured by Game Time would be the best buy. Councilmember Steele moved, seconded by Mayor Warkentien that the City purchase the anondized aluminum bleachers and portability unit manu- factured by Game Time, at a cost of $1,259.71 as recommended by the Park Development Committee. Motion carried unanimously. Paul Ciernia, Chairman of the Human Rights Commission, addressed Council regarding the "No Fault Grievance" procedure. With the plan now being considered, the Local Human Rights members would be trained in handling grievances on the local level: The first action would be to determine the validity of the complaint and if is found to be valid the local Human Rights Commission would have the right to deny hand- ling the case or to proceed with negotiations. The individual also will have the right to decide whether the matter is to be handled on the local level or by the State Commission. Mr. Ciernia stated that he felt many grievances could be successfully handled on the local level. If the Human Rights Commission and Council decide to implement this procedure the Human Rights Members would then attend the training sessions. Councilmember Eggert asked if Mr. Ciernia had any further information SECTION 8 regarding the number of foreign students on the Section 8 Housing Assist- HOUSING ance Program. Mr. Ciernia informed there is no way to know for sure, but that a large majority of the certificate holders are University of Minnesota students. He also stated that he had contacted Metro HRA regarding the eligibility of foreign students and that Metro does not seem concerned about the matter. Mayor Warkentien moved, seconded by Councilmember Brown that the City TREASURERS Treasurer's Bond in the amount of $10,000 be approved. Motion carried BOND APPROVED unanimously. Clerk Administrator Barnes asked permission to cancel checks written CANCELLATION in error to Blue Cross/Blue Shield. Mayor Warkentien moved, seconded OF CHECKS by Councilmember Brown that the cancellation of the checks be approved. BLUE CROSS Motion carried unanimously. (Check 465927-$105.50 and 4612489-$183.65) Clerk Administrator Barnes presented for discussion the parking ordinance PROPOSED prepared by the City Attorney. It was decided that some changes should PARKING be made and Council authorized the Clerk Administrator to make the ORDINANCE corrections and present the corrected ordinance for Council's approval at a future meeting. . Councilmember Eggert informed Council that he had attended a Cable TV CABLE TV meeting in New Brighton. There is apparently much interest in forming a North Suburban Cable TV Territory, as all but two of the communities contacted by New Brighton have expressed some interest. He also in- formed Council that the Minnesota Cable Communications Board had re- jected the Suburban St. Paul Cable Service Territory as proposed by Capitol City Cablevision, Inc. in September, 1979. Councilmember Steele expressed concern for the safety of city employees EMERGENCY and Councilmembers in case of robberies, fire, storms, etc. After some GUIDELINES TO discussion Councilmember Steele moved, seconded by Councilmember Larson BE DRAWN UP that the Clerk Administrator be authorized to draw up some guidelines to be followed in case of emergencies. Motion carried unanimously. Clerk Administrator Barnes inquired as to how the money collected for RESCUE FUND Rescue Services is to be handled. At the present time it is included TO BE in the general budget. Motion carried unanimously. Mayor Warkentien informed Council he had received a letter from John JOHN LABALESTR~ Labalestra, 1433 W. California, announcing his resignation from the RESIGNS-PATTI Recreation Advisory Committee. Mayor Warkentien requested Council's BUSH-APPOINTED approval of his appointment of Patti Bush, 1853 Arona, to the Recreation RECREATION Advisory Committee to fill the vacancy left by Mr. Labalestra's resigns- COMMITTEE tion.
