HomeMy WebLinkAboutCCMin_80Feb7_Special} MIPdUTES SPECIAL CITY COUNCIL-PLANNING COMMISSION MEETING FEBRUARY 7, 1980 A special meeting of the Falcon Heights City Council and the Falcon Heights Planning Commission was called to order at 8:00 p.m. by Mayor Warkentien. Mayor Warkentien, Councilmembers Brown, Eggert and Larson. Planning PRESENT Commission Members Les Larson, Harold Nilsen and Al Stefanson. Also present were Clerk Administrator Barnes and Engineer Lemberg. Councilmember Steele arrived at 8:10. Planning Commission Members Robert Blomberg, Mike Heffron and Elving ABSENT Anderson. Mayor presented for Council's approval the following Planning Commission appointments: Erma Olson, 1436 W. Larpenteur Gerald Wallin, 1859 N. Snelling Councilmember Steele arrives. COUNCILMEMBER STEELE ARRIVES Councilmember Larson moved, seconded by Councilmember Brown that the appointments be approved. Upon a vote being taken the following voted ERMA OLSON AND "aye": Mayor Warkentien, Councilmembers Brown, Eggert and Larson, and GERALD WALLIN the following voted "nay": None. Councilmember Steele abstained. APPOINTED TO Motion carried. PLANNING COMM. Howard Dahlgren of the planning firm Howard Dahlgren and Associates, HOWARD DAHLGREN presented to Council his plan for completing the Comprehensive Plan & ASSOC. for the City at a cost of $15,000. Mr. Dahlgren indicated that it would COMPREHENSIVE be necessary to hold monthly meeting with the Planning Commission plus PLAN DISCUSSION a number of meetings with Council and a Citizen's and Businessmen's Advisory Council (not yet organized). If a contract is signed the firm would begin work April 1, 1980. Council informed Mr. Dahlgren that any decision would be postpo~jed until the next regular meeting of February 13, 1980. Councilmember Eggert suggested that, perhaps, an individual planner could complete the work at less cost to the City. Councilmembers Brown and Larson also felt the cost was high considering the fact that much of the plan has already been assembled. Councilmember Steele stated that he felt Dahlgren's expertise and close association with the Metro Council would be important. Council requested that Councilmember Larson (Planning Commission Liaison) and Clerk Administrator Barnes contact Mr. Dahlgren prior to the next meeting and attempt to negotiate a more acceptable fee. Clerk Administrator Barnes informed Council that the Metro Council RESOLUTION 80-4 requires a resolution in order to consider granting Falcon Heights an extension of time to complete the Comprehensive Plan. Councilmember Larson moved, seconded by Mayor Warkentien, that Reso- lution 80-4 be adopted. Motion carried unanimously. A RESOLUTION REQUESTING THE METROPOLITAN COUNCIL TO GIVE THE CITY OF FALCON HEIGHTS AN EXTENSION OF ONE YEAR TO SUBMIT THE COMPREHENSIVE PLAN (JULY, 1981) Clerk Administrator presented to Council Parking Ordinance ~~170, which had been corrected with the approval of the City Attorney. Councilmember Brown moved, seconded by Councilmember Larson that Ordinance ~~170 be adopted. Motion carried unanimously. ORDINANCE 4170 ORDINANCE 4170 lJ u AN ORDINANCE AMENDING ORDINANCE N0. 115 OF THE CITY OF FALCON HEIGHTS REGULATING THE USE OF HIGHWAYS WITHIN THE CITY, AND PROVIDTNG FOR IMPOUNDMENT OF MOTOR VEHICLES 19 80 Clerk Administrator Barnes informed Council that that the Ramsey POLICING CON- County Board has approved the Policing Contract between Falcon ~ TRACT APPROVED Heights and the Ramsey County Sheriff's Department for the year BY RAMSEY COUNT~i 1980. The Clerk Administrator stated he had met with a representative of SECURITY SYSTEM- Floyd Security regardi~gthe security system at the Municipal Liquor LIQUOR STORE Store. It was suggested that the security system be updated in the near future. The matter was deferred until the February 13th meeting in order that further information may be obtained. Acting Mayor Brown asked that the Councilmembers check over the list of emergency procedures to be used by city employees and that the matter can be discussed at the next meeting if necessary. Councilmember Eggert inquired as to the amount of liability insurance CITY LIABILITY carried by the City of Falcon Heights. Clerk Administrator Barnes INSURANCE was instructed to check on the matter and advise Council what the INFORMATION cost would be for coverage in the amount of $1,000,000.00. REQUESTED Councilmember Larson moved, seconded by Councilmember Eggert, that the meeting be adjourned at 9:50 p.m. Motion carried unaimously. ADJOURNMENT r,. Willis C. A.
