REGULAR CITY COUNCIL MEETING
FEBRUARY 13, 1980
A regular meeting of the Falcon Heights City Council was called to
order by Acting Mayor Brown at 7:30 p.m.
Acting Mayor Brown, Councilmembers Eggert and Larson. Also present
were Clerk Administrator Barnes and Attorney Van De North. Council-
member Steele arrived at 7:40 p.m.
Mayor Warkentien was absent due to his recent hospitilization.
Councilmember Larson moved, seconded by Councilmember Eggert that
the Consent Agenda be approved as presented. Motion carried unani-
mously.

Councilmember Larson moved, seconded by Acting Mayor Brown that the
minutes of January 23, 1980 be approved as presented. Motion carried
unanimously.
Councilmember Larson moved, seconded by Acting Mayor Brown that the
Minutes of the Special City Council-Planning Commmission Meeting of
February 7, 1980 be approved as presented. Motion carried uanimously.
Councilmember Steele arrives.
Acting Mayor Brown presented a`~letter from Kurt Bjorklund, 1511 W.
Larpenteur, requesting a change in the "No Truck Parking" signs
on Arona north of Larpenteur to Crawford to allow pickup trucks
to park in that area. After some discussion Council agreed the
signs should remain as they are and directed Clerk Administrator
Barnes to inform Mr. Bjorklund of their decision.
Councilmember Larson informed Council that Howard Dahlgren and Assoc.
had not been. contacted regarding the preparation of the Comprehensive
Plan for the City. However, Councilmember Larson and Clerk Administrator
Barnes had consulted with a resident of Falcon Heights who is an in-
dependent planner. This planner estimated the cost of completing the
plan should be no more than $6,000., and that 5 months should be ample
time for completion. (Mr. Dahlgren had quoted a fee of $15,000 and
indicated completion would take at least 1 year.) Councilmember
Eggert stated he had also checked into the matter and he had been in-
formed that the cost should be approximately $6,000.
After some discussion Councilmember Steele moved, seconded by Acting

persons. The Planning Commission Members will also be invited to
attend the interview sessions. Motion carried unanimously.
After a discussion on the subject of security at the Municipal Liquor ADDITIONAL
Store, Councilmember Eggert moved, seconded by Councilmember Steele, SECURITY
that additional security devices be installed at the Liquor Store DEVICES TO BE
at a cost of $220.00 for installation plus $4.00 per month service INSTALLED SIN
charge. Motion carried unanimously. LIQUOR STORE
Clerk Administrator Barnes informed Council that the City's request DISCUSSION -
to increase parking fines to $15.00 during the State Fair will be INCREASING
approved and that it is necessary to prepare an ordinance for approval PARKING FINES
by the court. It has been suggested by the Court that the fine be TO $15.00
set at $15.00 for the entire year rather than fair time only.
Councilmember Steele stated he felt the $15.00 fine should apply at
fair time only as the intent was to discourage parking violations
during the fair. He also felt it would be unfair to Falcon Heights _
residents to have the fine set at $15.00 for the entire year.
It was suggested that the Clerk Administrator check the court records
and determine what percentage of parking fines are paid by Falcon
Heights residents.
Councilmember Steele inquired as to whether or not the City might
hire a graduate student to prepare a Council Newsletter monthly.
He explained many residents have expressed their appreciation of
the newsletter and requested that it be published more frequently.
Acting Mayor Brown will check into the matter.
Councilmember Larson moved, seconded by Councilmember Eggert that
the meeting be adjourned at 9:10 p.m. Motion carried unanimously.
