Also PRESENT present were Clerk Administrator Barnes and Engineer Lemberg. None. ABSENT Councilmember Brown moved, seconded by Councilmember Larson that the Consent CONSENT Agenda be approved as presented. Motion carried unanimously. AGENDA APPROVED 1. Larpenteur Falcon Heights, MN Dr. David French, City Horticulturist and Mark Stennes, City Tree Inspector, 1980 TREE were in attendance to present plans for the 1980 Tree Planting and Dutch PLANTING & Elm Disease Program. Dr. French informed Council that all is prepared for DUTCH ELM the sprit~gplanting program except for sugar maples which are unobtainable. DISEASE Mark. Stennes informed Council that the tree losses from Dutch Elm Disease in the past three years were as follows: 1977 - 532 trees, 1978 - 173 trees and 1979 73 trees lost. He feels that the marked reduction indicates that the program is successful. He also requested that he be able to give diseased tree notices to residents personally in order to expedite the removal of dis- eased trees and prevent spreading of the disease. PROGRAM Council agreed that Mark Stennes should give the notices personally as he (cont.) requested. Engineer Lemberg requested that Council approve the specifications and plans 1980 SEAL- for the 1980 sealcoating and authorize publication advertising for bids. COATING Mayor Warkentien moved, seconded by Councilmember Eggert to approve the PLANS specifications and plans for the 1980 sealcoating of the northwest quadrant APPROVED of the City and to authorize publication advertising for bids, such bids to be opened on May 2, 1980 at 2:00 p.m. Motion carried unanimously. Clerk Administrator Barnes requested permission to dispose of 50 feet of 50 FEET OF old fire hose at a price of $15.00 (30~ per foot). Councilmember Steele OLD FIRE moved, seconded by Councilmember Eggert that the Clerk Administrator be HOSE SOLD authorized to sell 50 feet of old fire hose to Dr. Robert Busch, Depart- TO U OF M ment of ~~;ronomy, University of Minnesota, at a price of $15.00. Motion carried unanimously. Mayor Warkentien informed Council that Farmers Union Grain Terminal GTA INTEREST Association has expressed interest in purchasing the property on which IN CITY the ('ty buildings are standing. If the City property is to be sold, PROPERTY and a Neta City ball must be built, Clerk Administrator Barnes suggested the City nii~;ht attempt to negotiate with the University of Minnesota to lease land upon which a new building could be constructed. Some uiscussion followed regarding possible locations for a new City Building, including the undeveloped land south of Larpenteur Avenue across from the University Golf Course. Mayor Warkentien inquired as to whether or not Council would like for he and the Clerk Adminis- trator to further investigate the possible sale and construction of a new City Building and Council responded in the affirmative. Clerk Administrator Barnes presented a proposal for the purchase of PURCHASE three new chairs and a table for the Clerk's Office at a cost of $574.00. OF CHAIRS Mayor Warkentien suggested the matter be deferred enabling the Clerk FOR OFFICE Administrator to check into the possibility of purchasing used furniture DEFERRED or reupholstering the existing chairs. ' Councilmember Eggert informed Council that the Cable TV Citizens Advisory CABLE TV Committee met for the first time April 3, 1980 and will subsequently meet the 1st and 3rd Thursdays of each month. Falcon Heights had been included in the North Suburban Cable TV Territory along with other north suburban communities and Council had requested that Falcon Heights be deleted from the group. Councilmember Eggert explained that the agreement is not binding and that the City can with- draw at any time by petitioning the Cable Communications Board. He also felt that Council should reconsider the withdrawl (which was decided at the March 19, 1980 meeting) as being included in the North Suburban Cable TV Territory would be advantageous in that the City would have input into the structuring of the organization which will administer the franchising. Motion carried unanimously. Councilmember Eggert moved, seconded by Councilmember Brown that a letter of intent be sent requesting inclusion in the North Suburban Cable TV Service Territory. Motion carried unanimously. ~~~ CABLE TV (cont.) Clerk Administrator Barnes explained that the alley being used as a drive- ALLEY BEING way by residents at 1740 and 1746 Holton has not been maintained properly USED AS and complaints have been received regarding the disrepair. IN DISREPAIR Councilmember Brown moved, seconded by Councilmember Steele to authorize the Clerk Administrator to consult with the City Attorney regarding what action can be taken either to require the residents surface the area used as a driveway or close the ally off at the street and use the area as a walkway. Motion carried unanimously. Jim Jernberg, Chairman of the Recreation Advisory Committee, presented to Council the proposed 1980 Summer Recreation Program. He also in- formed Council that the Committee recommended that Jeanne Saari be hired at the 1980 Summer Recreation Director at a salary of $6.00 per hour. Councilmember Steele moved, seconded by.Councilmember Brown that the scheduled recreation program be approved and Jeanne Saari be hired at ;6.00 per hour, her hours to be determined by daylight hours. Motion carried unanimously. 19 80 SUMMER RECREATION PROGRAM APPROVED & JEANNE SAARI HIRED AS DIRECTOR Councilmember Brown informed Council that the City has received a ques- OPTICON -___ tionnaire from the Ramsey County Engineering Department asking the City's UPDATE intent .in regard to the Emergency Vehicle Preemption program (OPTICON). Councilmember Brown suggested that the questionnaire be completed to indic~:ztc that. Falcon Heights is interested but has no funds to cover the cost at this time. Council agreed with the suggestion. Mayor Warkentien informed Council that former Liquor Store employee Maurice MAURICE E. Cedarholm has applied for Unemployment Compensation. The Clerk-Admini- CEDARHOLM strator stated that he has written to the Department of Economic Security UNEMPLOY- objecting to the claim. MENT COMP. CLAIM Councilmember Larson presented to Council the Job Description for Planning Commission Members, which was prepared by the Planning Commission. Council- PLANNING member Larson moved, seconded by Councilmember Steele that Council approve COMM. JOB the Job Description for the Planning Commission Members of Falcon Heights DESCRIPTION as presented. Motion carried unanimously. APPROVED Councilmember Brown presented to Council information obtained in a survey FIREMAN regarding periodic physicals for firemen.
