REGULAR CITY COUNCIL MEETING
JUNE 25, 1980
A regular meeting of the Falcon Heights City Council was called to order
by Mayor Warkentien at 7:30 p.m.
Mayor Warkentien, Councilmembers Steele, and Larson. Also present were
Clerk Administrator Barnes, Attorney Kenefick and Engineer Lemberg.
Councilmembers Brown and Eggert.
Councilmember Larson moved, seconded by Councilmember Steele that the
Consent Agenda be approved as presented. Motion carried unanimously.

Carl Dale, City Planner, presented an update on the Comprehensive Plan.
He informed that the text of the plan is now complete and copies can
be presented to Metro Council and neighboring communities for reviewal.
Council viewed maps recently prepared by Mr. Dale, which will be in-
cluded in the Plan.
Mrs. Bert Gimmestad, B & J Midway Floral, 1871 W. Larpenteur, addressed
Council regarding the progress of the clean up and maintenace of that
property. She informed that the work is in progress and indicated that
some sort of storage building may be constructed on the back of the lot.
There was some discussion as to whether or not a fence or other buffer
must be constructed in order to comply with the Zoning Ordinance. Attorney
Kenefick (after reviewing Resolution 72-53 which allows B & J to operate
the floral business) informed that ire could not see any requirement for
screening in this instance, either in the Resolution or the Zoning Ordinance.

Motion carried unanimously.
Councilmember Steele moved, seconded by Councilmember Larson that the MINUTES OF
Minutes of May 28, 1980 be approved as presented. Motion carried MAY 28, 198C
unanimously. APPROVED
Councilmember Larson moved, seconded by Councilmember Steele that the MINUTES OF
Minutes of the Special Council Meeting of June 6, 1980 be approved as JUNE 6, 1980
presented. Motion carried unanimously. APPROVED
There was some discussion regarding the correction of the contents of MAY 14, 198C
the Minutes of May 14, 1980. Due to the fact that both Councilmember MINUTES TO
Larson and Councilmember Steele had abstained when the minutes were BE DISCUSSET
approved and Councilmembers Brown and Eggert, who voted in favor of JULY 23,198C
the corrected minutes were absent, the matter was deferred to the
Meeting of July 23, 1980.
Mayor Warkentien presented for discussion the possible designation of ENGINEER TO
Tatum as a State Aid Street rather than Arona Ave. from Crawford to REQUEST
Roselawn as is the case at present. Engineer Lemberg informed that TATUM TO BE
there is not enough mileage to remove Arona from Crawford to Roselawn DESIGNATED
and put it on Tatum. He suggested it might be possible to revoke MSA STREET
Pascal from Larpenteur to Roselawn and put it on Tatum from Larpenteur
to Roselawn. Mayor Warkentien moved, seconded by Councilmember Steele
that the City Engineer be authorized to meet with the officials of
the State Highway Department to get preliminary approval to remove
the State Aid designation from Pascal from Larpenteur to Roselawn and
place it on Tatum from Larpenteur to Pascal. Motion carried unanimously.
Mayor Warkentien presented a request for permission to barricade PERMISSION
California from Hamline to Albert on July 12 or July 13 at 5:00 p.m. GRANTID TO
for a block party. Councilmember Steele moved, seconded by Mayor BARRICADE
Warkentien that the request be granted with the stipulation that CALIFORNIA
the party cease no later than 10:00 p.m. Motion carried unanimously. FOR BLOCK
Attorney Kenefick explained to Council that a recent amendment to the PARTY.
State Law will allow governmental units such as watershed districts, RAMSEY COUNT
soil conservations districts, school districts, etc. to be members LEAGUE
of the Ramsey County League of Local Governments. The amendment also DISCUSSION
establishes fees on a per capita basis. It was requested that the
City adopt a resolution indicating approval of this amendment. How-
ever, after some discussion Mayor Warkentien moved, seconded by Council-
member Steele that Council not adopt a resolution indicating approval
of the amendment. Motion carried unanimously.
Mayor Warkentien presented to Council Councilmember Brown's request AUTHORIZATIO
for the authorization of the expenditure of $20.00 to join the Metro- OF $20.00
politan Senior Federation. Councilmember Larson moved, seconded by EXPENDITURE
Councilmember Steele that the request be approved. Motion carried TO JOIN METR

Councilmember Larson and Clerk Administrator Barnes informed Council of
their activities at the 66th Annual League of Minnesota Cities 1980
Conference and indicated that the meetings were interesting and worth-
while.
Attorney Kenefick presented the City of St. Paul Resolution relating
to the control of narcotics paraphernalialand explained that the purpose
of the resolution is to encourage the League of Minnesota Cities to sponsor
and lobby for statewide legislation to provide some sort of drug para-
phernalia control. Councilmember Larson moved, seconded by Councilmember
Steele that Resolution 80-16 (based on the St. Paul Resolution) be
adopted thus showing Council's support of such legislation.

A RESOLUTION RELATING TO THE CONTROL OF NARCOTICS
PARAPHERNALIA
Upon a vote being taken Resolution 80-16 was adopted unanimously.
Mayor Warkentien read to Council a letter from Phil Shively, 1512
Northrup, informing that he must resign from the Recreation Advisory
Committee due to the fact that he will be out of the country. Mr.
Shively recommended that Sue Fisher, 2216 Folwell,be appointed as
~ his successor. Mayor Warkentien moved, seconded by Councilmember
Steele that Mr. Shively's resignation be accepted and that Sue Fisher
be appointed as his replacement. Motion carried unanimously.
Mayor Warkentien noted that George M. Hansen Co. had completed the 1979
audit of Falcon Heights Funds.
Mayor Warkentien informed Council that the City of Roseville has proposed
a Joint Powers Committee on Cable TV in which Falcon Heights has been
asked to participate along with the other 9 communities included in the
North Suburban Cable Service Territory. He feels that Roseville has
no right legally to assess Falcon Heights $2,000 for what is estimated
to be expenses to be incurred in completing the organization and im-
plementation of Cable TV in the North Suburban Area. Mayor Warkentien
also stated that if the City of Roseville is authorized by the Joint
Powers Committee to expend funds for certain items that they should be
reimbursed upon presentation of an itemized statement rather than
giving a lump sum. His suggestion is that each community in the Joint
Powers Committee should be represented on a financial committee and that
the financial committee approve any expenditures before they are made.
Mayor Warkentien noted a letter from Minnesota Transport Services
Association indicating that there is a possibility that Cable TV lines
might be installed overhead and urging communities to insist that the
cables be underground. Engineer Lemberg informed that he had never
heard of the lines being installed overhead, but in the event such
lines are proposed Falcon Heights would have the authority to refuse
overhead installation.

Attorney Kenefick informed Council that the City Planning Commission PLANNING
was established by resolution rather than ordinance which is customary. ~COi~1ISSI0N
He will prepare an ordinance covering the establishment of a Planning 0?tDINANCE
Commission and setting forth the duties and regulations governing the TO BE
Commission. Upon completion Attorney Kenefick will attend a Planning DRAFTED
Commission meeting and explain the ordinance.
Councilmember Larson moved, seconded by Councilmember Steele that the ADJOURNMENT
meeting be adjourned at 9:44 p.m. Motion carried unanimously.
