HomeMy WebLinkAboutCCMin_80Jul23MINUTES REGULAR CITY COUNCIL MEETING JULY 23, 1980 A regular meeting of the Falcon Heights City Council was called to order by Mayor Warkentien at 8:00 p.m. following a Public Hearing held by the Planning Commission (Comprehensive Plan). Mayor Warkentien, Councilmembers Steele, Brown, Eggert and Larson. Also present were Clerk Administrator Barnes and Attorney Van de North. None. Councilmember Larson moved, seconded by Councilmember Steele that the Consent Agenda be approved as presented. Motion carried unanimously. 1. Fire Reports F-20380 - F02880 2. Report June 1980 Mayor Warkentien informed those in attendance that the Planning Comm- ission, at the Public Hearing held prior to the Council Meeting, adopted a Resolution approving the 1980 ComprehensiveMunicipal Plan. After a short discussion Councilmember Larson moved, seconded by Councilmember Steele that Resolution 80-19 be adopted certifying- pre-review re- quirements have been satisfied. Upon a vote being taken Resolution 80-19 was adopted unanimously. RESOLUTION 80-19 A RESOLUTION CERTIFYING PRE-REVIEW REQUIREMENTS HAVE BEEN SATISFIED Clerk Administrator Barnes presented for Council's consideration proposed pasting of "no parking" signs for the period of the State Fair, August 21 to September 1, 1980. Following a discussion Councilmember Steele moved, seconded by Council- member Eggert that the following areas be posted "no parking" during the State Fair (August 21 to September 1, 1980): 1. All of Hollywood Court including the alley 3. St. Marys, Fry, Maple Knoll Drive and Garden Avenue west of Snelling 4. Fairview Avenue 1,300 feet north of Larpenteur on both sides 5. Tatum 1,300 feet north of Larpenteur 6. Lindig Street on water side, including culdesac. Upon a vote being taken the following voted "aye": Councilmembers Steele, Brown, Eggert and Larson, and the following voted "nay": Mayor Warkentien. Motion carried. 6i. c~ FAIR PARKING (cont.) Clerk Administrator Barnes reported to Council regarding the estimated ESTIMATED costs of the police contract for 1981. He quoted a letter from the 1981 POLICIN( Ramsey County Sheriff which indicated the estimated cost of law en- COSTS forcemeat for the City of Falcon Heights for 1981 would be $222,319.00, an increase of $29,547.00 (15.6%). Councilmember Steele suggested investigation of .the following possible solutions to the high cost of policing: (1) contact legislators to request introduction of a bill to limit the annual percent of in- crease for such services as policing (similar to the levy limit which applies to municipalities), (2) contact the League of Minnesota Municipalities for support of a possible bill to limit the precentage of increase, (3) approach the City of Lauderdale regarding possible point policing, and (4) contact other communities to see if there is interest in a Regional Joint Powers Policing Agreement. During the policing discussion Mayor Warkentien drew attention to a letter from the Reverend Marion Pocker, Pastor of the Falcon Heights United Church of Christ, regarding the lack of policing in that area during certain hours, and commenting on the resulting problems such as vandalism, reckless driving, etc. As a result of the discussion it was agreed that Mayor Warkentien would contact Representative Mike Fritz, the Clerk Administrator would contact the League of Municipalities and that Councilmember Brown would discuss the matter with the Mayor of Lauderdale. Prosecuting Attorney Ronald Riach's 1980 second quarter report was PROSECUTORS noted. REPORT NOTED Mayor Warkentien reported that the first meeting of the North Suburban N. SUBURBAN Cable Commission will be held oa July 31, 1980 at 7:00 p.m. at the CABLE COMM. Roseville City Hall. The meeting will be attended by Councilmember TO HAVE FIRS' Eggert, Representative from the City of Falcon Heights. MEETING Attorney Van deNorth informed Council that a revised ordinance HEAD SHOP prohibiting the sale of drug paraphernelia is being proposed by ORDINANCE TO the City of Eagan as the present Eagan Ordinance was not upheld by BE DRAFTED the 8th District Court of Appeals. Council was of the opinion that Falcon Heights should have such an ordinance, therefore, Council- MINUTES REGULAR CITY COUNCIL MEETING JULY 23, 1980 PAGE 3 ~, J 1 member Larson moved, seconded by Councilmember Steele that the City DRUG ORDINANC Attorney be authorized to draft a drug paraphernalia ordinance which (cont.) will meet the requirements of the 8th Circut Court of Appeals. Motion carried unanimously. Councilmember Brown, Liaison to the Fire Department, requested authori- zation for the Fire Department to work at the Fairgrounds during the State Fair as has been done in the past. The charges last year were $165.00 per day for the truck plus $7.50 per hour per man. Council- member Steele felt that perhaps the rates should be increased since all other costs have increased. Councilmember Brown moved, seconded by Councilmember Steele that the Fire Department be authorized to provide fire protection during the State Fair, the fee for the truck to be increased 15% over 1979 and a rate of $8.60 per hour per man. Motion carried unanimously. Clerk Administrator Barnes reported to Council that he had obtainted bids on a new squad car due to the fact that the Plymouth Volare (which was approved by Council previously) was unobtainable. Two bids were recieived, one from Central Chrysler Plymouth in the amount of $6,098 and one from Roseville Chevrolet in the amount of $6,800. The Clerk Administrator recommended the purchase of the Plymouth at a cost of $6,098. Councilmember Larson moved, seconded by Councilmember Eggert that the Clerk Administrator be authorized to purchase a 1980 Plymouth Gran Fury at a price of $6,098, the car to be registered in the name of the City of Falcon Heights. Motion carried unanimously. Councilmember Larson moved, seconded by Councilmember Steele that the meeting be adjourned at 10:05 p.m. Motion carried unanimously. FIRE DEPT.
