HomeMy WebLinkAboutCCMin_80Sep17_SpecialMINUTES SPECIAL CITY COUNCIL MEETING SEPTEMBER 17, 1980 A special meeting of the Falcon Heights City Council was called to order by Mayor Warkentien at 7:00 p.m. Mayor Warkentien, Councilmembers Steele, Brown, Eggert and Larson. Also PRESENT present was Clerk Administrator Barnes. None. ABSENT Mayor Warkentien informed Council that he had received a letter (and a DARRELL KRENT~ personal visit) from Mr. and Mrs. Darrell Krentz, 1711 Albert, who had 1711 ALBERT cabled a split boulevard tree on the recommendation of Mark Stennes, TO BE RE- City Tree Inspector. The tree was then damaged in a storm on September IMBURSED FOR 8th and the tree was removed by the City. Due to the misunderstanding CABLED TREE Mr. Krentz requested that the City reimburse him the cost of the cabling, $110.00. Mayor Warkentien moved, seconded by Councilmember Brown, that Mr. and Mrs. Krentz be reimbursed $110.00 as requested. Motion carried unanimously. During a discussion Councilmember Steele stated he felt Dr. French, the City Horticulturist, should make Gure the Tree Inspectors be fully versed regarding City policies. The Clerk Administrator was directed to discuss all tree inspection problems with Dr. French. Mayor Warkentien presented proposed Resolution 80-24 authorizing the Clerk Administrator to be the designated official to sign the appli- cation for eligibility in purchasing of government surplus properties, and moved its adoption. Councilmember Larson seconded the motion, which carried unanimously. RESOLUTION 80-24 RESOLUTION 80-24 A RESOLUTION AUTHORIZING AND DELEGATING THE CLERK ADMINISTRATOR TO BE THE DESIGNATID OFFICIAL TO SIGN THE APPLICATION FOR ELIGIBILITY IN PURCHASING OF SURPLUS PROPERTIES Mayor Warkentien presented for consideration Resolution 80-25 certify- ing the bonds and interest collectible in 1981 through 1983 (Water- main and Sanitary Sewer Improvement Bonds dated 10/1/63). Councilmember Steele moved, seconded by Councilmember Eggert that the resolution be adopted. Motion carried unanimously. RESOLUTION 80-25 RESOLUTION 80-25 A RESOLUTION CERTIFYING THE BONDS AND INTEREST COLLECTIBLE IN 1981 THROUGH 1983 Mayor Warkentien presented for consideration Resolution 80-26 certify- ing the bonds and interest collectible in 1981 and 1982 (General Improve- ment Storm Sewer Bonds of 7/1/67). Councilmember Larson moved, seconded by Councilmember Brown that the resolution be adopted. Motion carried unanimously. RESOLUTION 80-26 RESOLUTION 80-26 A RESOLUTION CERTIFYING THE BONDS AND INTEREST COLLECTIBLE IN 1981 AND 1982 MINUTES SPECIAL CITY COUNCIL MEETING SEPTEMBER 17, 1980 PAGE 2 Mayor Warkentien informed Council that he had received a letter from Mike Heffron, State Fairgrounds, in response to an article in the Sun Newspaper regarding Fair time problems in Falcon Heights. Council suggested that the Mayor contact Mr. Heffron and discuss the matter. Mayor Warkentien opened the 1981 Budget discussion with the proposed Fire and Rescue Budgets. Chief Renchin was in attenance to present his recommendations. During the ensuing discussion the following motions were made: lJ ~~ LETTER FROM MIKE HEFFRON REGARDING SUN NEWSPAPER ARTICLE 1981 BUDGET DISCUSSION (1) Councilmember Brown moved, seconded by Councilmember Larson FIRE & RESCUE that the per diem for Fire and Rescue Travel, Conferences BUDGET CHANGES and Schools be increased from $25.00 per day to $45.00 per day for remainder of 1980 if the Budget permits, and for 1981. Motion carried unanimously. (2) Councilmember Brown moved, seconded by Councilmember Eggert that the Fire and Rescue Call Salaries be increased from $5.50 per hour to $6.00 per hour starting January 1, 1981. Motion carried unanimously. (3) Councilmember Brown moved, seconded by Councilmember Larson that the 1981 Budget for Chief and Assistants be increased from $5,100.00 to $6,672.00 for the year starting January 1, 1981. Motion carried unanimously. (4) Councilmember Brown moved, seconded by Councilmember Larson that the following salary increases be approved for the year 1981: (a) Chief - increase from $135.00 to $150.00 per month (b) Assistants - increase from $85.00 to $95.00 per month (c) Captains - increase from $35.00 to $40.00 per month . (d) Rescue Captains - increase from -0- to $40.00 per month (e) Lieutenants - increase from $25.00 to $28.00 per month Upon a vote being taken the motion carried unanimously. While considering the 1981 Budget items for Mayor and Council the sub3ect COUNCIL of Council salaries arose. After a discussion Councilmember Eggert moved, SALARIES seconded by Mayor Warkentien that Ordinance X173 be adopted increasing the Mayor's salary $40.00 per month and Council salaries $30.00 per month. Upon a vote being taken the following voted "aye": Mayor Warkentien, Council- members Steele, Brown, Eggert and Larson and the following voted "nay" None. Motion carried.
