G: POLICY ITEMS:
1. 2021 Pavement Management Project -Change Order #3 and #4 and Pay Estimate #3

Change Order #3 is for some additional work done on Albert Street. The actual amount was
around $20,900. The change in cost is lower than the amount included in the packet. Change
Order #4 accounts for additional work to remove a buried concrete footing near St Mary's St. and
Larpenteur Ave. The amount was $5,862.82.

Pay Estimate #4 is in the amount of $427,342.88 and includes aggregate base installation and
pavement milling and overlay. We are hoping to complete restoration of turf a little later to allow
the weather to be cooler.
Motion by Council Member Leehy to approve Change Orders #3 & 4, and Pay Estimate #4;
Approved, 5-0.
2. Approval of the Ramsey County Housing and Redevelopment Authority Urban
Requalification Cooperative Agreement Amendment 22-24.

In August 1985, Falcon Heights and the Ramsey County Redevelopment Authority entered into a Joint
Cooperative Agreement. The amendment must be adopted in order to qualify for the next three years. We
are not large enough to receive block grants directly, so the City applies for block grant funds through the
County. Staff would recommend approval of the resolution and authorize the City Administrator and the
Mayor to execute all necessary documents as it relates to the agreement.
Motion by Council Member Leehy to adopt Resolution 21-34;
Approved, 5-0.
H. INFORMATION/ ANNOUNCEMENTS:
I. COMMUNITY FORUM:
Felisha Busch 1804 Lindig Street
There are concerns regarding weeds that have grown in disturbed areas. There are also curb failures on
Tatum and Lindig, areas where the curbing has cracked. There is still ponding on our street. What was
planned on the street is not actually what happened. I'm also concerned about the maintenance of the
Larpenteur Avenue medians.
