Mayor Gehrz convened the meeting at 7:03 p.m.
PRESENT
Gehrz, Gibson Talbot, Hustad, Kuettel, and Jacobs. Also present was Hoyt, Asleson, and
Maurer.
COMMUNITY FORUM
There was no one wishing to take advantage of the community forum.

Minutes were approved by unanimous consent.

Councilmember Hustad moved to approve the following consent agenda. The motion
passed unanimously.

DISCUSSION OF THE COSTS FOR THE 1998 LARPENTEUR AVENUE STREET
RECONSTRUCTION PROJECT
Mr. Dan Soler, Ramsey County project engineer, explained the city's costs for the
Larpenteur Avenue reconstruction, which are 5217,153.26 (5186,456.51 city/
530,696.75 MSA) or 51 10,815.15 more than the estimated costs for the city. Mr. Soler
explained that the cost increase was due to two things. The federal ISTEA funding share
was reduced, which added to the city's costs and, more significantly, the city's storm
sewer costs were 5150,397.71 or 595,531.35 higher than estimated. This is because
1) the county added a lot of storm sewer work between doing the cost estimate and the
actual bid; 2) the city's share, which is calculated by the Minnesota Department of
Transportation (MnDOT) is 45% the city's responsibility or 20% higher than the
estimated city share; and 3) the estimates of the costs for storm sewer were low. Mr.
Soler said that the county was willing to increase its share of the costs is the areas
where it is possible to do so in order to reduce the city's share to the same level as in
1997, resulting in a 520,908.80 savings to the city's expenditures for a total non-MSA
share of 5165,547.71 to the project. Mr. Soler will also revisit the storm sewer drainage
• calculations with the city engineer and MnDOT. Mr. Soler also expressed a Ramsey
County commitment to completing the Larpenteur Avenue reconstruction in Falcon
Heights from Arona to Hamline in 1999.

DISCUSSION ON THE COMMUNITY SIGN FOR THE EAST END OF LARPENTEUR
AVENUE
The city council was updated on locating a community sign at the city's eastern
entrance. Administrator Hoyt explained that there is limited area at this intersection for a
sign. The consensus among the council was that there needs to be a community sign
at this intersection, but that the council is willing to explore different options as long as
the basic design is kept the same. Administrator Hoyt was directed to obtain costs for a
smaller sign and report back at a later date.
REQUEST TO PARTICIPATE IN LIQUOR COMPLIANCE CHECKS WITH THE NORTH
SUBURBAN TOBACCO COMPLIANCE PROJECT AND THE U OF M EPIDEMIOLOGY
PROGRAM
Administrator Hoyt reported that the city was being asked to participate in alcohol
compliance checks for underage sales of liquor for its five licensed liquor vendors in
conjunction with a grant received by the University of Minnesota's Department of
Epidemiology. Administrator Hoyt recommended that the council review its current
liquor ordinance prior to starting the compliance checks so that the council was sure the
penalties reflected the council's wishes. Mr. Bud Fitch, representing the University of
• Minnesota's Department of Epidemiology, explained that the program would begin in
September 1998 with participating cities having two compliance checks per liquor
establishment per year. The University will provide data analysis, trained compliance
checkers, and overall coordination with the police department, as well as some funding
to cover the estimated 5500 to 5600 of costs to the city for these checks. Mayor Gehrz
said the goal of the liquor compliance checks is to prevent underage sales of liquor, not
to catch vendors breaking the law. She also recommended that the city meet with its
vendors and other interested persons to discuss any proposed revisions in the city's
penalties for selling liquor to minors and to explain the program.
The council agreed to participate in the program with the University of Minnesota
Department of Epidemiology, directed the staff to bring back some information on
options for revising the liquor ordinance, and plans to host a meeting with vendors after
the ordinances are reviewed.
CONSIDERATION OF AN ORDINANCE AMENDING CHAPTER 2-4.01 AND 2-4.05 AND
AMENDING CHAPTER IID OF THE ADMINISTRATIVE MANUAL TO SUNSET THE SOLID
WASTE COMMISSION
Councilmembers discussed the Solid Waste Commission's decision that it had met its
goals of promoting recycling and reuse in the city and, therefore, determined that the
• commission no longer has a formal role and can be sunsetted. Councilmembers
commended the solid waste commission for its success in making Falcon Heights one of
the most successful cities in recycling waste.

Councilmember Jacobs moved to approve Ordinance 98-02, deleting references to the
Solid Waste Commission. The motion passed unanimously.
Councilmember Hustad moved to delete Chapter IID, governing the mission and
organization of the solid waste commission, from the administrative manual. The motion
passed unanimously.
CONSIDERATION OF A CONTRACT FOR SERVICE WITH NORTHWEST YOUTH AND
FAMILY SERVICES
Administrator Hoyt reported that the proposed contract for service with Northwest Youth
and Family Services would replace the long standing joint powers agreement among the
participating north suburban cities. All contract cities would have the opportunity to
have a board member. The funding formula would remain on a per capita basis.
Councilmember Hustad moved to approve the contract for service with Northwest Youth
and Family Services. The motion passed unanimously.
