However, the city has never initiated proceedings to enforce this partiar of the ordinance. City Attorney Roger Knutsar informed the co~mcil of the challenges facing a city in implementing this type of ordinance. He said that there is little precedent for determining the life of a use like a sign and that any sign company challenged with removal would likely go to litigation. Discussion ar the Central Ramsey Water Management Or¢anizatiar The council discussed the possibility that a petition would be filed to make the Central Ramsey Watershed into a watershed district rather than being governed through the water management organizatiar which is run by a joint powers agreement. Discussiar centered around the role that the city would have in making this decision, the reasons that the issue was moving forward, the additiaral layer of governmcet represented by a watershed district and the di$'erent ways to manage water quality issues.
