ROLL CALL: John Larkin _X___ Tom Williams _X___ Matthew Kotelnicki ____ Scott Wilson _X___ Joel Gerich _X___ Scott Phillips ____ VACANT Council Liaison Gustafson ____ Staff Liaison Markon _X__ C. APPROVAL OF MINUTES 1. August 25, 2020 Chairperson Larkin mentioned a spelling error. Approved, 4-0. D. PUBLIC HEARING 1. Amendment to Section 113-209 Urban Farm planned unit development district Staff Liaison Markon The project got approval in November 2018, began construction in early 2019 and was completed this summer. Staff learned that the grass pavers shown on the East side of the property in the plans approved by the City had not been installed. Staff met with the general contractor, City Fire Marshall Mike Poeschl, and acting Fire Chief from the City of Roseville. The fire department made the determination that the pavers are not necessary. Given this, a PUD amendment is necessary to modify the scope of the project. At this point, the commission will hold a public hearing and make a recommendation to City Council whether or not the pavers are necessary. That decision will go to City Council at a future meeting. If the amendment is approved, the property owner would not need to install the pavers. Staff recommendation is to approve the amendment based on input from the fire department. Chairperson Larkin called for public comment; Hearing none, the hearing was closed. Staff Liaison Markon The previous site plans in the PUD would be removed and replaced with the plans showing no grass pavers upon adoption of the ordinance. Commissioner Wilson If the fire officials believe it is safe without the pavers, I am fine with approving the amendment. Chair Larkin I would request a motion for the commission to recommend to Council an approval of the ordinance as written. 1st: Commissioner Wilson 2nd: Williams Approved, 4-0. 2.
