Jeffrey D. Wigren – Census
Census Representative presented statistics and why it is important to count children.
- Census information are protected up to 72 years
- Under the age of five in 2010 Census: missed 5 million children.
o This affects budget and grant funding
-Difficult to count newly immigrants, apartment dwellers
The City of Edina recently approved Ordinance 2019-18, where it is lawful for census
employees to visit household that have not yet submitted a census form. The Ramsey County is
also working on a similar ordinance.

1. 2020 Goals
•Commissioners reviewed the 2020 Goals and will provide recommendations
and feedback at the January 27, 2020 meeting
•Commission Kohn will not be present
•Staff will provide the Huelife Strategic Planning Report
2. 2019 Recap
•Human Rights Day “Food Security and Child Hunger” is rescheduled to
Monday, February 3
•Commissioners want to continue to have Human Rights Day event on
December 10 instead of November
3. Appointment of Chair
City Staff request a motion to appoint Kim Johnson as the new Chair.

F.INFORMATION/ANNOUNCEMENTS
•After the meeting, Community Engagement Commission (CEC) will meet at
Stout’s, 7pm for an end of the year celebration.
•CEC’s next meeting falls on January 18, 2020, which is Martin Luther King Jr.
Day and will meet on January 27, 2020
•Mayor Gustafson will not be with CEC next year. He will be the council liaison
in the Planning Commission. Council Member Wehyee will be the council
liaison

The City That Soars!
Item Human Rights Day Update
Description The rescheduled Human Rights Day – “Food Security and Child Hunger” is on
Monday, February 3, 2020 from 6:30pm-8:30pm at City Hall.
City Staff has been promoting the event on Next Door, Facebook, Twitter,
LinkedIn, weekly E-newsletters, local businesses, and apartment owners.

Item 2020 Goals
Description On Going Projects and Events:
-Update Neighborhood Liaison Packet
-Spring Together
-Human Rights Day
-Neighborhood Liaison Meeting and Recruit
New Project and Events:
-New Resident Packet: Needs to be update
-New Website – Launches on January 21, 2020, and Commissioners will
review the website and provide feedback*
-Coffee with City Councils: Opportunities for residents to meet the Councils
and Mayor. Potential Month: April – weekend*
-Story Time: The first session will be at Spring Together
-Hate Speech Resolution: A resolution that reflects the city, positive effect on
the city, and create a community conversation to help draft the resolution
-Curtiss Field Air National Guard Event: Potential date - September 26,
2020. The Minnesota Air National Guard will host an event at Curtiss Field
for the Monument Dedication Ceremony. City Staff is looking to collaborate
with them and host Fall Harvest. The Minnesota Air National Guard will
fund their portion of the event. (The PowerPoint slides can be view on the
city website.)
Commissioners reviewed the 2020 goals on December 16, 2019 and will provide
recommendations and additional goals at the January 27 meeting
*New website launched on January 21, 2020 and the public can access it on January
22.
*Coffee with City Councils – Name changed to Breakfast with City Council and
the final date is March 21, 2020
*Commissioners will create a sub group and draft the Community Events and
Neighborhood Liaison introduction.

Action(s) Requested Provide recommendations and additional goals for 2020.
Residents can email city staff if they are hosting an event or gathering and would like to share it to the
community.
Business owners do not have this option. It is only for residents.
Example:
Resident A wants to host a potluck gathering at Community Park.
Resident B host a coffee event at a café
