There was a brief introduction by all members and a welcome to Danny Locke, who joined the
Commission in April 2021.

D. APPROVAL OF MINUTES:
1. March 15, 2021
Motion to approve the minutes by Andrea LaDouceur;
Approved, 3-0.
E. DISCUSSION:
1. Discuss CEC Event Ideas
• Item #1 and 6 are the same; these could be combined.
• There are many events that are hosted by the Bell Museum so maybe these events could
be communicated to residents.
• Should the focus be Falcon Heights? We are looking for a community activity.
• The Garden Crawl might require some funding. We don’t know whether the funds are
available.
• One option could be to use City funds to do plants at a park in the City. Typically,
garden clubs are civic organizations, not run by the City.
• If we can get people to donate plants or supplies, that could be one option but given the
concerns with invasive jumping worms, this idea may not be feasible and was tabled.
• The parking lot ice cream sandwich distribution at apartments (#4) would be in addition
to the ice cream social. If the event was in June, it could be used as a recruitment event
for the ice cream social in July. This could be freezie pops, wouldn’t have to be ice
cream.
• The speedy mart food donation (#5) could be an idea that is put into the newsletter.
• Winter Frolic ideas could be linked with the Winter Carnival which happens at the State
Fair grounds. The idea of the light tour was new this year, could add other attractions to
the map.
• If a medallion hunt was organized, clues could be put in the newsletter to encourage
people to sign up to receive the newsletter.
• Could do the resource fair as part of the ice cream social, and include a food truck or two
at the event as well.
• Food trucks require special license from the City, and may not be permitted. Staff would
need to look into this.
2. Review CEC Priorities
• Dena would like the CEC plan to be rolling and to have events already planned for the
months of January-March.
• The town hall meetings with City Council might be a quarterly event, assuming there is
interest.
• There could be work on the issue of redlining, and revisiting the neighborhood liaisons
program.
• Dena can send Ashleigh the Excel sheet to distribute to the CEC members.
• There was discussion of using Falcon Heights Townsquare for the ice cream social, or
the Falcon Arms apartments on Larpenteur.
• Ashleigh will connect with Julie offline about the event, research donations for ice
cream.
F. INFORMATION/ANNOUNCEMENTS:
• There was a discussion of the policing contract. Falcon Heights is currently in discussion
with St. Paul Police Department regarding police services.

Item Discuss 2021 Events
Description
The CEC has been discussing ideas for events in 2021. The Ice Cream Social is
tentatively scheduled for Thursday, July 22, 2021. Other planned events
include Night to Unite, which is the second Tuesday in August- August 10.
Staff are looking for direction from the CEC on how it would like to promote
these events, or other events that would be engaging to residents.
