REGULAR CITY COUNCIL MEETING
MINUTES OF APRIL 24, 1996
Mayor Gehrz called the meeting to order at 7:00 P.M.
PRESENT
Mayor Gehrz, councilmembers Gibson Talbot, Jacobs and Kuettel. Also present
was administrator Hoyt.
ABSENT
Councilmember Hustad.
COMMUNITY FORUM
There was no one wishing to be heard.
MINUTES OF MARCH 27, 1996 AND APRIL 10, 1996
Minutes were approved by unanimous consent.
SPECIAL ORDER OF BUSINESS
Kirk Brown of the Twin Cities Tree Trust presented the mayor and city forester,
Linda Treeful, with a plaque in recognition of the city's 1995 tree planting and
educational activities.
CONSENT
Upon unanimous consent, item C-8 was added to the consent agenda.

POLICY AGENDA
AUTHORIZATION TO REMOVE A TREE ON PRIVATE PROPERTY AT 1607
MAPLE KNOLL DRIVE
Administrator Hoyt explained that the property owner, Mr. Betz, is requesting the
city to remove a tree from his property because it was damaged and died as a
result of a retaining wall that was put in during the 1991 street project.
Administrator Hoyt said that this would be a clear exception to city policy
because the tree was so severely damaged during the street project which the
forester documented. Cost of removal is $800.00. Councilmember Jacobs
moved approval and motion passed unanimously.
UPDATE ON THE COMPREHENSIVE PLAN
Administrator Hoyt reviewed the key criteria to be updated in the city's
comprehensive plan. These included readdressing the designation of the future
uses in the agricultural research fields north of Larpenteur Avenue to provide for
more flexibility for future planning. It also will include the possible increase in
housing density at Commonwealth Terrace and tree development of the
wetlands to the east of this area as open space as noted in the U of M draft
Master Plan. No formal action was required.
Items 3 and 4 on the agenda were delayed due to the absence of
Councilmember Hustad and Aslesen.
