REGULAR CITY COUNCIL MEETING
MINUTES OF FEBRUARY 14, 1996
Mayor Gehrz convened the meeting at 7:01 p.m.
PRESENT
Gehrz, Gibson Talbot, Hustad, and Jacobs. Also present were Hoyt, Asleson, and
Kriegler.
COMMUNITY FORUM
There was no one wishing to take advantage of the community forum.

Minutes were approved by unanimous consent.
CONSENT AGENDA APPROVED
Motion was made by Councilmember Jacobs to approve the consent agenda. Motion
passed unanimously.

5. Approval of rescue services contract with Ramsey Emergency Medical Services

POLICY AGENDA
PRESENTATION AND DISCUSSION ABOUT THE DARE PROGRAM
Lieutenant Dominic Cotroneo and Officer Tim Briski gave the council an overview of the
DARE program that the St. Anthony Police teach in the elementary and middle schools.
The program teaches kids to make good life decisions (including staying away from drugs)
by boosting the kids' self esteem and encouraging assertiveness and risk-taking where
appropriate. It also exposes kids to police, as the officers spend the entire day in the
school rather than just the class period. Kids learn that police don't need to be feared and
should be called on when necessary. Chief Engstrom also was in attendance and told the
council about his officers' commitment to the program.
SCHEDULING THE APPOINTMENT PROCESS FOR THE CITY COUNCIL VACANCY
Mayor Gehrz reviewed the process that the council had chosen to fill the vacancy on the
council. She suggested that since there were only seven applicants that all go through
both the presentation and the interview stages of the selection process. The council
agreed and scheduled the interviews for March 6 and 7. The questions for the interviews
will be determined at a workshop immediately following the February 28 council meeting.

PURCHASE OF BUILDING IDENTIFICATION FOR CITY HALL
Park and Recreation Director Kriegler explained that staff is recommending that the city
hall identification sign be replaced. It currently reads "Falcon Heights Community
Building" rather than "City Hall". The term "community building" leads people to believe
that there are large recreational facilities inside (e.g. swimming pool or a gym) or that the
city hall is located in a different building. Also, the bird in the current logo is really a hawk
and not a falcon. Kriegler noted that the letters could be bought wholesale and installed
by in-house staff at a substantial savings.
Motion was made by Councilmember Hustad to approve the purchase of a new building
identification for City Hall, at a cost of 5654.65 plus tax, to be taken from the General
Capital Improvement Fund. Motion passed unanimously.
REVIEW AND DISCUSSION OF THE CITY'S ANNUAL EVENTS

Administrator Hoyt reviewed the city's annual events with the council and asked for
comments regarding them. Among the comments given by the council were the
possibility of the fire and rescue departments holding one open house rather than two,
continuing impromptu neighborhood events, and investigating using the Job Corps
catering service for the volunteer dinner.
INFORMATION AND ANNOUNCEMENTS
Councilmembers Gibson Talbot and Hustad thanked Park and Recreation Director Kriegler
on a successful "Dead of Winter" event at Community Park.
Mayor Gehrz reported that she had attended a dinner with the University of Minnesota
regents and other officials.
Administrator Hoyt announced upcoming events at city hall including a personal safety
seminar and tax preparation assistance provided by AARP. She also reported that the
city's audit had been completed and the auditors were very happy with the way the city's
finances and records have been kept in order.
