The Council then directed Engineer Lemberg to report back to the next meeting t~rith the information, and took no further action. /' ~ GILLEH`I', C c i1TI ~~UED 1 1 SH.`~KEY ° S attorney Stalland, representing Shakey's Pizza, was present VI'~IACE to discuss ~~rith the Council the application for a sign variance, and to receive preliminary approval for the opening of a Shakey's Pizza Parlor in ralcon ~ieights. The Council discussed the site plans, and questioned T~-':r. John Paulson and Mr. ~ialph Shinier, architects for Shakey's Pizza. Attorney Stalland reported that they had received permission from Team Electronics to start construction, unconditionally. It was also noted that parking space was adequate, and that Shalrey's was negotiating with '.?SP for the sale or lease of additional parking area. ~~ttorney Stalland stated that he felt Shal:ey's was in compliance vaith the Falcon Heights ordinances, and could not see an~T reason why preliminary approval could not be granted. Ken Sackett's letter in regard to the parking problem on 191 LAPyP. the ',worth side of Larpentuer Avenue was presented to the Council for discussion. Mr. and Mrs. Ken Sackett were present, and voiced therr_ minions to the Council. Councilman Black. noted that°"r?~ P~.rkin~'signs are not located on the east side of 191 Larpenteur. -~r. SacTrett stated that at 1~g1 j~Test Larpenteur people had never been tagged or stopped for parl~ing until recently, when they would parT~ east of the sign. ?ie further stated that there is a proble;r with the paint designating no parl~.ing by that sign. sir. Sacl~ett further stated that there are misunderstandings, and that the sign should read: "'ldo ParT~ing Here to Corner,'" to see if thy. would take care of the situation. Engineer LeYr;berg agreed faith Mr. Sackett, with respect that the sign is not definite for the end of the block. ~Councilr~an Black suggested that if people are assuming that there are no restrictions, for parking east of the sign. Clerk-Administrator B,~rnes stated that he had talked to the County, and that painting is required. Councilman Black moved, seconded by Councilman Ecklund, that the County be notified that they ~~roperly sign that area of the Tdorth side of Larpenteur between Pascal and Arona. T~iotion carried. T~Zrs. Sackett then stated that the white stripe down the middle of Larpentuer is not visible in the morning sunlight, and that the City should do something about it. TiARY AT'~IPERG Prosecuting Attorney Ronald Riach discussed with the Council the new :'=unicinal Court system, and the problems that have I'°iUT1ICIPAL been created. IIe noted that the time for procedures had COURT SYSTEII doubled, and that the time spent in the prosecution process is the result of the inefficiency in the system itself. Mayor ti°~arlientien noted that the League of GTomen Voters would IiEALTH FGRUT~ hold an open Health Forum Thursday, February 20, 197 at Alexander Ramsey Tiigh School in the cafeteria. He further LEAGUE Or i~dGAETd 'JC TF,R~. noted that Senator John Tnilton would be present at the forum. Mayor Warkentien noted that Representative Neil Dieterich had written him a letter to see if Falcon heights would have anything for him to bring up at the legislative session. The Council mentioned the following items: Court syster,:, Senator John T~iilton Health Bill, Ean the Can, Ramsey County policing, countywide ambulance s,ysten:s, County Court `.'fines, County maintenance, wine-liquor licenses for restaurar_ts, and botzding without a referendum. Attorney Kenefick presented proposed Ordinance 139 in regard to Commercial Parking Lct T~Iaintenance, and discussed the changes from the original draft. He noted that section 5 woule~. bring the owner into compliance, and that violation of this ordinance would constitute a misdemeanor. Mayor WarT~entien as~red if this taould apply to apartments in R-3 zoning. Councilman Labalestra stated that he felt the ordinance was well written, and that it would help enforce parking lat maintenance. Attorney Kenefick said it would apply.
