MINUTES OF REGULAR COUNCIL T~ETING
FALCON HEIGHTS, MINNESOTA
JULY 8, 1976
A regular meeting of the Falcon Heights City Council was called to
order by IVlayor jarkentien at 7:30 p.m.
T~Iayor Warkentien, Councilmen Black, Ecklund, Steele, and Labalestra. PRESENT
Also present were Clerk-Administrator Barnes, Engineer Lemberg, and
Attorney Kenefick.
None.
ABSENT
I~ioved by Councilman Steele, seconded by Councilman Ecklund to APPROVAL OF
approve the Minutes of June 2l~, 1976, as corrected. Upon a vote T~NUTES:
being taken, the following voted "aye" : Councilmen Black, Ecklund, JUTJE 21~.,
and Steele, and the following abstained: Mayor Warkentien and 1976
Councilman Labalestra.
Moved by Councilman Labalestra, seconded by Councilman Ecklund CONSENT AGENDA
to approve the following items on the Consent Agenda:

Moved by Councilman Black, seconded by Councilman Ecklund to grant PEDDLERS
Peddlers License ;;-351, to Bruce Alan Bafus, 1576 North Griggs Stree-~, LICENSE #351:
St. Paul, for the door-to-door sale of educational books from July 9 ~AF'US
to September 12, 1976, with the condition that the last initial call
of the day would be made no later than 9:30 p.m. and that Mr. Bafus
pay the usual fee of $25.00. Upon a vote being taken, the following
voted "aye": Mayor Warkentien, Councilmen Black, Ecklund, and
Labalestra, and the following voted "nay": Councilman Steele.
Motion carried.

The Clerk-Administrator read the Notice of Public Hearing, which
was published June 22, 1976, concerning the platting request of
Nicholas Pothen, 1877 Hamline Avenue. The legal description of
the land is as follows:
The North 1/2 of the East 8 acres of the NE 1/!~ of
the SW 1/~ of Section 15, T29N, R231rJ except the South
6.0 feet thereof and except the West 99 feet thereof.
Subject to Roselawn Avenue and Hamline Avenue and water
line easement.

It was noted that the corner lots, Lots 1 and 8, could require
a variance for a sideyard setback because of their width being
under 90 feet.

Moved by Councilman Black, seconded by Councilman Steele to approve
the final plat as submitted by Nicholas Pothen, 1877 Hamline Avenue,
for Pothen Hornesites and authorizing the Mayor and Clerk-Administrator
to sign the hardshells and linens. Upon a vote being taken, the
following voted "ayes': Mayor Warkentien, Councilmen ~31ack, Ecklund,
Steele, and Labalestra, and the following voted "nay": None. Motion
carried.
Dr. C. Gustav Hard, City Horticulturist, discussed tree diseases
affecting City trees, particularly Dutch Elm Disease. He explained
the method used in diagnosing the diseased trees and noted some of
the locations of diseased trees in the City. Dr. Hard said there
were 1,122 elm trees on the boulevards at the present time, and
he expected approximately ~0 of these would have to be cut down yet
this year. He said removal of trees yet this year would cost the
City approximately ~I~,200, which has not been budgeted.
Council had requested at their last meeting that Clement Lehnen,
owner of Falcon Lanes, Inc., 1550 West Larpenteur Avenue, submit
a copy of rules and regulations governing the control of liquor
at his establishment before the Bottle Club license could be
considered for renewal. The Council was of the opinion that the
rules and regulations submitted this evening were not satisfactory,
and requested P~Tr. Lehnen to rewrite them with more detail.
Moved by Councilman Black, seconded by Councilman Steele to table
consideration of the renewal of the Bottle Club License for Falcon
Lanes, Inc., until the next meeting. Upon a vote being taken, the
following voted "aye": Councilmen Black, Ecklund, Steele, and
Labalestra, and the following voted 'tnay11: Mayor Warkentien. Motion
carried.

It was explained to council that Holmgren had family problems and
Gimmestad had health problems and that both men had attempted to
make up the necessary drills. It was further mentioned that the
by Laws of the Relief Association did not show the thirty three (33)
drills which was the guide lines for the required yearly credit
which the department was using. Chief Renchin informed council
this has been adopted and stipulates the exceptions and is on file
with the Clerk Administrator.
Moved by Mayor Warkentien, seconded by Council man Labalestra that
Firemen John Holmgren and Bert Gimmestad be given a year'ts credit
for the Volunteer Firements Benefit Association pension rights.
Upon a vote being taken, the following voted "aye": Mayor Warkentien,
Councilmen Black, Steele, and Labalestra, and the following abstained:
Councilman Ecklund, Motion carried.

QUALIFICATION
Moved by Councilman Steele, seconded by Councilman Labalestra to RAMSEY COUNTY
authorize the Mayor and Clerk-Administrator to execute the contract SHERIFF'S
for po3ice services for the year, 1976, with the Ramsey County CONTt~ACT
Sheriff's Department at the approximate amount of $110,5'1.8.00.
Upon a vote being taken, the following voted "aye"; Mayor Warkentien,
Councilmen Black, Ecklund,;
Moved by Councilman Labalestra, seconded by Mayor Warkentien to WAGE .IrTCREASES:
grant salary increases of $20.00 per month to George Willkom, Liquor LIQUOR ST08E
Store Manager, ($1,300 per month), and John Sosniecki, Assistant PERSONNEL
Manager, ($792.00 p®r month), effective July 1, 1976. Upon a vote
being taken, the following voted "aye": Mayor Warkentien, Councilmen
Black, Steel®, and Labalestra, and the Following abstained: Councilman
Ecklund, Motion carried.
Moved by Mayor Warkentien, seconded by Councilman Black to continue MOTION TO
the meeting beyond 11:00 p.m. Upon a note being taken, the following CONTINUE
voted "aye": Mayor Warkentien, Councilmen Black, Ecklund, Steele, and MEETING
Labalaestra, and the following voted "nay": None, Motion carried.
Moved by Councilman Ecklund, seconded by rTayor Warkentien to correct AUTUMN STREET
the swale on the Westerly end of Autumn St. to minimize the drainage SWALE
roblem. The estimated cost of said improvement is approximately
1180.00. Upon a vote being taken, the following voted "aye": Mayor
Warkentien, Councilmen Black, Ecklund, Steele and Labalestra~ and the
following voted "nay": None. Motion carried.
Mayor Warkentien reported that Christopher C. Clausen was appointed N.W. S~URBAN
as Director of the Northwest Suburban Youth; Bureau. YOUTH BUREAU

the meeting at 11:35 p.m. Upon a ro11 call being taken, the following
voted "ay®", Mayor Warkentien, Councilmen Black, Ecklund, Steele, and
Labalestra, and the following voted "nay": None. Motion carried.
