Item Adoption of Tax Levy and 2016 Budget Description Each year the City Council is required to adopt a budget and tax levy to fund City operations. This action must be completed before the end of the year, and the adopted levy is then provided to Ramsey County so they can produce property tax statements for each parcel in the County. On September 23rd, the City Council adopted a preliminary levy and established December 9th as the date at which the public would be given an opportunity to address the Council about the proposed budget and tax levy. Before the Council, are a proposed property tax levy of $1,173,447 and a General Fund Budget of $1,923,292. In addition, attached to this report is the budget cover letter which goes into more detail about specific budget line items, factors influencing the proposed budget, and historical information. Budget Impact This budget preserves the core functions of the City’s current operations. Action(s) Requested Staff recommends that the Falcon Heights City Council hold a public hearing and receive comment. Once the hearing is closed, staff recommends that the City Council adopt attached resolution regarding the 2016 Tax Levy and regarding the 2016 City of Falcon Heights Budget. Improvement, Series 2013A) $27,150 DEBT SERVICE (G.O. NOW, THEREFORE, BE IT RESOLVED that: the following summary of Ordinance 2015-04 shall be published in the official paper in lieu of the entire ordinance. SUMMARY PUBLICATION An Ordinance Approving CenturyLink Franchise Agreement AN ORDINANCE GRANTING A FRANCHISE TO QWEST BROADBAND SERVICES, INC., D/B/A CENTURYLINK, TO CONSTRUCT, OPERATE, AND MAINTAIN A CABLE COMMUNICATIONS SYSTEM IN THE CITY OF FALCON HEIGHTS; SETTING FORTH CONDITIONS ACCOMPANYING THE GRANT OF THE FRANCHISE; PROVIDING FOR REGULATION AND USE OF THE SYSTEM AND THE PUBLIC RIGHTS-OF-WAY IN CONJUNCTION WITH THE CITY’S RIGHT-OF-WAY ORDINANCE, IF ANY, AND PRESCRIBING PENALTIES FOR THE VIOLATION OF THE PROVISIONS HEREIN; The City Council of the City of FALCON HEIGHTS ordains: STATEMENT OF INTENT AND PURPOSE Qwest Broadband Services, Inc., d/b/a CenturyLink (“Grantee”), applied for a cable franchise to serve the City. The City adopted separate findings related to the application and the decision to grant a cable franchise to Grantee, which shall be incorporated herewith by reference. The City intends, by the adoption of this Franchise, to bring about competition in the delivery of cable services in the City.
