The League of Women Voters presenter is unable to attend tonight. We are anticipating a presentation on
the Peace Garden project. I am going to propose that we amend the agenda to include an update on this
topic.

Most of the hardscape work on the Philando Castile Memorial Peace Garden was wrapped up before the
State Fair began on August 26. Very soon we will begin the plantings around the concrete pad. There are
7 trees that will be planted. A local artist was hired to do some etching on the concrete pad. There are
plans to install permanent fixtures that people can put artwork on, but this is still evolving. Once the
plantings are done and the mulching is done, the public will be welcome to visit the site.

Item 2021 Pavement Management Project Assessment Hearing
Description
On August 25, 2021, the City Council set a date to hold a public hearing for the purpose
establishing special assessments for the 2021 Pavement Management Project, which
included improvements to the following streets:
• Tatum St, Larpenteur Ave to Roselawn Ave
• Lindig St, Larpenteur Ave to Cul-de-sac
• Fry St, Larpenteur Ave to Maple Knoll Dr
• Saint Marys St, Larpenteur Ave to Maple Knoll Dr
• West Snelling Dr, Hoyt Ave to Hollywood Ct alley
• East Snelling Dr, Idaho Ave to dead end
• Asbury St, Crawford Ave to Roselawn Ave
• Arona St, Crawford Ave to Roselawn Ave
• Simpson St, Crawford Ave to Roselawn Ave
• Ruggles St, East Snelling Service Dr to Pascal St
• Pascal St, Larpenteur Ave to Roselawn Ave
• Crawford Ave, Simpson St to Pascal St
• Albert St, Larpenteur Ave to Garden Ave
It is the City’s policy to assess a portion of street improvement costs. The City follows the
requirements of Chapter 429 of state statute for the assessment process. Per city
assessment policy and state statute, the City holds public hearings to consider assessments
for street improvement projects.
At the assessment hearing, staff will go through a brief presentation that will include a
description of the project, project financing, and a discussion of typical assessments for
properties benefiting from these improvements. Staff will summarize the City assessment
policy and how it has been applied to this project.
If questions come up regarding specific assessments or if amendments to the assessment
rolls are necessary, the hearing can be continued to the next Council meeting. This will
enable staff time to investigate concerns brought up during the Public Hearing and make
recommendations to the City Council.

It is suggested that if property owners have individual concerns about the quality of
construction as part of the project or specific information about project deficiencies, these
should be referred to the City Engineer. Typically, these kinds of complaints relate to
quality of finished construction and are covered under the one-year contract warranty
period. Correction of these types of problems should not delay the adoption of assessment
rolls.
Once the assessment roll is adopted, the City allows for a 30-day pre-payment period.
Following the pre-payment period, assessment rolls are certified to Ramsey County for
collection. If approved at this meeting, the prepayment period would end on October 25,
2021 and interest would begin to accrue after that date. The City will have the rolls
certified by mid-November in order to allow the County enough time to add the
assessments to property taxes.
The property owners can either pay the assessments in part or in full in October 2021 or
have them added to their property taxes with interest as approved by Council. The first
installment of the assessment would be due with property taxes in 2022.
Budget
Impact
The final assessment roll has been prepared in accordance with Falcon Heights’s
assessment policy and as outlined in the project feasibility report. This project is being
financed using the following funding sources:
• Special assessments levied in accordance with the City’s assessment policy.
• Use of Municipal State Aid (MSA) and street infrastructure funds to pay the City’s
portion of the project.
• Expenditure of utility fund dollars to pay for repairs needed to the existing utility
system.

calculated based on the project costs. Project costs include construction costs and
engineering costs.

The Finance Director recommends the interest rate be set at 2% above the true interest rate
of 2%, as has been standard practice on previous assessments. Therefore, the
recommended interest rate for the 2021 PMP Special Assessments is 4%.

Note:
In order to appeal to district court, the property owner must serve notice upon the Mayor or City Clerk within 30 days of adoption of the assessment roll.
They can only do this after having filed a written signed objection prior to the assessment hearing or having presented same to the presiding officer at the hearing.
The notice of appeal must be filed with the Clerk of the district court within ten (10) days after service on the City.

WHEREAS, pursuant to proper notice duly given as required by law, the council has met and heard and passed upon all objections to the proposed assessment for the 2021 Pavement Management Project, the improvement of the following streets by the installation of paving,
concrete curb and gutter, drainage, and necessary appurtenances:
• Tatum St, Larpenteur Ave to Roselawn Ave
• Lindig St, Larpenteur Ave to Cul-de-sac
• Fry St, Larpenteur Ave to Maple Knoll Dr
• Saint Marys St, Larpenteur Ave to Maple Knoll Dr
• West Snelling Dr, Hoyt Ave to Hollywood Ct alley
• East Snelling Dr, Idaho Ave to dead end
• Asbury St, Crawford Ave to Roselawn Ave
• Arona St, Crawford Ave to Roselawn Ave
• Simpson St, Crawford Ave to Roselawn Ave
• Ruggles St, East Snelling Service Dr to Pascal St
• Pascal St, Larpenteur Ave to Roselawn Ave

NOW THEREFORE BE IT RESOLVED by the Council of the City of Falcon Heights, Minnesota: 1. Such proposed assessment, a copy of which is attached hereto and made a part hereof, is hereby accepted and shall constitute the special assessment against the lands named
therein, and each tract of land therein included is hereby found to be benefited by the proposed improvement in the amount of the assessment levied against it. 2. Such assessment shall be payable in equal annual principal installments extending over a period of five (5) years, the first of the installments to be payable on or before the first
Monday in January 2022, and shall bear interest at the rate of 4 percent per annum. To the first installment shall be added interest on the entire assessment from 30 days after the date of the adoption of this assessment resolution until December 31, 2021. To each subsequent installment, when due, shall be added interest for one year on all unpaid installments.

3. The owner of any property so assessed may, at any time prior to certification of the
assessment to the county auditor, pay the whole of the assessment on such property, with interest accrued to the date of payment, to the City Administrator, except that no interest shall be charged if the entire assessment is paid within 30 days from the adoption of the assessment. An owner may at any time thereafter, pay to the county auditor the entire
amount of the assessment remaining unpaid, with interest accrued to December 31 of the
year in which such payment is made. Such payment must be made before November 15 or interest will be charged through December 31 of the succeeding year. 4. The City Administrator shall forthwith transmit a certified duplicate of this assessment to
the county auditor to be extended on the property tax lists of the county. Such
assessments shall be collected and paid over in the same manner as other municipal taxes.
WHEREUPON said resolution was declared duly passed and adopted.

Item An Ordinance Amending Chapter 46-5 of the City Code Providing Authority
to Set Speed Limits on City Streets
Description
The city received citizen concerns regarding traffic and speeding on city streets
in 2020 and 2021. The Falcon Heights City Council review concerns at the
March 2021 workshop. The result was to have staff research and bring to the
council an ordinance and study for the council to consider.
The City of Saint Paul and Minneapolis established their own speed limits
under authority of new State Statute provisions that detail the method in
which a city may change its speed limits. The City of Falcon Heights has
adopted the procedure used by the City of Saint Paul to implement the speed
limit change as detailed in the City Engineer’s study and recommendations.
The purpose of these changes are to:
• Promote and improve safety for all users of the transportation network.
• Improve the movement of people and goods.
• Reduce and eliminate traffic deaths.
• To create consistency among the transportation network in an urban
setting.
The attached ordinance empowers the City Engineer to establish a speed limit
for city streets. This power is conferred to the City through State Statute 169.14
which was passed by the Minnesota State Legislature in a 2019 special session.
A city may adopt an ordinance to provide for the changing of speed limits
within their jurisdiction.
Subd. 5h.Speed limits on city streets.
A city may establish speed limits for city streets under the city's jurisdiction
other than the limits provided in subdivision 2 without conducting an engineering and traffic investigation. This subdivision does not apply to town roads, county highways, or trunk highways in the city. A city that establishes speed limits
pursuant to this section must implement speed limit changes in a consistent and

understandable manner. The city must erect appropriate signs to display the speed
limit. A city that uses the authority under this subdivision must develop procedures to set speed limits based on the city's safety, engineering, and traffic analysis. At a
minimum, the safety, engineering, and traffic analysis must consider national urban speed limit guidance and studies, local traffic crashes, and methods to effectively communicate the change to the public.
The attached ordinance requires the City Engineer to produce and use
procedures necessary to satisfy State Statute 169.14 5h. In the case of the
proposed engineering report and map, the speed limit of 20 miles per hour is
proposed and justified.
Staff is requesting that the Falcon Heights City Council conducting a public
hearing to take and consider comments from the public before a vote is taking
on the attached ordinance. The hearing notice was published in the Pioneer
Press newspaper at least 10 days before the proposed hearing, was display on
our city website and was communicated in our city e-newsletters.
Budget Impact The ordinance will require the posting of 20 mph and 25mph as the new speed
limit at entry points of the city this is estimated to be 45 signs at a cost of $26.02
per sign or $1170.90 plus installation.

STREETS THE CITY COUNCIL OF THE CITY OF FALCON HEIGHTS ORDAINS:
SECTION 1. Section 46-5 of the Falcon Heights City Code is amended to read as follows: Sec. 46-5- Authority to set speed limits on City streets.
The city engineer may establish speed limits for city streets under the city ’s jurisdiction in
accordance with the provisions set forth at Minnesota Statutes Section 169.14. The procedures relied upon to set speed limits pursuant to this section shall be kept by City Engineer and updated as needed.
SECTION 2. This amended Ordinance shall be effective upon passage and publication.
ADOPTED this 22nd day of September, 2021 by the City Council of Falcon Heights, Minnesota.

DECLARATION OF HEALTH PANDEMIC IMPACTING IN-PERSON MEETINGS OF THE CITY COUNCIL AND
ADVISORY COMMISSIONS
WHEREAS, on March 13, 2020 Governor Tim Walz declared a State of Minnesota peacetime emergency
due to the COVID-19 health pandemic through Executive Order 20.01 and subsequent orders; and
WHEREAS, on March 23rd, 2020 the underlined Mayor of Falcon Heights declared under Minnesota
Statute 12.29 that the situation constituted a local emergency; and
WHERAS, on March 23rd, 2020, the Falcon Heights City Council adopted Resolution 20-10 extending the
local emergency until May 30, 2020 and on May 13, 2020, the Falcon Heights City Council adopted
Resolution 20-21 extending the local emergency until such time as the State of Minnesota peace time
state emergency declaration was rescinded or expired; and
WHERAS, the State of Minnesota’s peacetime emergency order expired as of July 1, 2021; and
WHEREAS, the undersigned Mayor of Falcon Heights, Minnesota, finds that significant facets of the
COVID-19 health pandemic persist even after the end of the State and local emergencies, including but
not limited to:
1. The World Health Organization continues to declare COVID-19 as a global health pandemic.
2. The U.S. Centers for Disease Control has stated that data suggest that persons, regardless of
vaccination status, may in some cases become infected with COVID-19 and its variants and
transmit the same to other persons.
3. The U.S. Centers for Disease Control recommend that persons, regardless of vaccination status,
undertake transmission-mitigating measures (such as masking and social distancing) while at
indoor public settings, particularly in areas with "high" or "substantial" transmission rates.
4. The State of Minnesota Department of Health has identified Ramsey County, Minnesota, as an
area of "high" transmission.
5. The City of Falcon Heights is comprised in important part by persons who are
immunocompromised and/or unable to become vaccinated against COVID-19 (including all
children under the age of 12).
6. Some elected officials, employed staff, advisory commissioners, residents, and guests of the City
of Falcon Heights may continue to possess sincerely-held concerns and apprehensions about
attending indoor public meetings of City business; and
WHEREAS, Minnesota Statutes §13D.01 requires all City council meetings and advisory commission
meetings to be open and accessible to the public; and
WHEREAS, Minnesota Statutes § 13D.02 permits City council meetings and advisory commission
meetings to be conducted via remote interactive technology, but also requires the remote
location of participating council members and commissioners to be open and accessible to the
public, expect in times of declared statewide peacetime emergency; and,

WHEREAS, the undersigned Mayor of Falcon Heights, Minnesota, has therefore determined that
in-person public meetings conducted pursuant to Minnesota Statutes §13D.01, as well as those
conducted by interactive technology under the requirements of Minnesota Statutes § 13D.02,
are not practical or prudent because of the continuing COVID-19 health pandemic.
NOW, THEREFORE, BE IT KNOWN THAT THE MAYOR OF THE CITY OF FALCON HEIGHTS of MINNESOTA,
BASED UPON THE ABOVE RECITALS, FINDINGS, AND DETERMINATIONS, HEREBY DECLARES
AND DIRECTS AS FOLLOWS:
1. All meetings of the City Council and meetings of City advisory commissions shall be conducted
by interactive technology under the authority and requirements of Minnesota Statutes
§13D.021, so as to permit any persons, including but not limited to members of the City Council
or advisory commissions, to participate from a remote location not open to the public if they so
choose.
2. In order to comply with the requirements of Minnesota Statutes §13D.021:
a. All members of the Council or a commission must be capable of hearing one another,
together with all discussion and testimony;
b. All members of the public present at a meeting conducted pursuant to this Declaration
must be capable of hearing all discussion and testimony and votes of the Council
members or commissioners;
c. At least one member of the Council or commission, City Attorney, or City Manager must
be physically present at the regular meeting location, which shall be City Council
chambers located at City Hall;
d. All votes must be conducted by roll call, so each vote on each issue can be identified and
recorded;
e. All members of the public must be allowed to monitor a meeting electronically from a
remote location;
f. All notices of meetings must provide the regular meeting location, the fact that some
members may participate by interactive technology, and the fact that the meeting can
be monitored by the public electronically from a remote location;
g. All members of the public must be permitted to participate in any public comment
period of a meeting from a remote location, to the extent practical.
3. Nothing in this Declaration shall be construed to require any elected official, employed staff
person, or member of the public to observe or participate in any public meeting from a remote
location.
4. This Declaration and its directives shall expire without further action at 11 :59 p.m. on
December 1, 2021, unless rescinded or extended, as the case may be, by further Mayoral
declaration.

Description
On May 4, 2021 staff presented to Council a draft Speed Limit Evaluation
Report. Since that time staff has finalized the report. Only very minor changes
were made to address map discrepancies and typos.
The report is similar to St Paul’s report and the overall process for establishing
speed limits is based on their procedures and processes. Staff feels this is the
best way to pursue a change to speed limits since they are directly adjacent to
Falcon Heights. Some neighborhoods such as the Grove and Northome are
directly adjacent to St Paul neighborhoods with minimal indication to
motorists that they are crossing between cities. Speed limits are easier to for the
public to understand which will make compliance better if there is more
consistency between jurisdictions.
The report recommends reducing speed limits on all city roadways with the
exception of Roselawn Avenue. 83% of all roadways would be posted 20-mph
and 5% would be posted at 25-mph. These two roadways are Hoyt Avenue
and Hamline Avenue which are shared with St Paul. St Paul’s plan for these
roadways were to post them as 25-mph based on their report. These changes
would not affect speed limits on State (Snelling Avenue) or County Roads
(Larpenteur, Cleveland, Fairview, Hamline north of Larpenteur).
The report includes speed and traffic data collected on Falcon Heights Streets
that help support the proposed changes.
A new ordinance allowing the City Engineer to establish speed limits is
included in a separate Council Action. If this ordinance is adopted, staff would
recommend the report be adopted. The new speed limit would then go into
effect once the roadways were posted with the new speed limits.
Budget Impact The new speed limit change will require the posting of new signs (20 mph and
25 mph) as the new speed limit at entry points of the city this is estimated to be
45 signs at a cost of $26.02 per sign or $1170.90 plus installation.

EXECUTIVE SUMMARY Purpose
The City of Falcon Heights engineering staff, the City of Roseville, has completed a technical
evaluation to determine speed limits on Falcon Heights controlled streets. New state law
allows cities to set speed limits on streets under their jurisdiction provided a technical
evaluation has been completed. The City completed the evaluation based on the following
goals;
• To improve safety of all residents using all modes of transportation,
• To be consistent with adjacent cities, and consistent on similar types of roads. Evaluation Process
City staff completed a detailed evaluation to determine speeds on Falcon Heights streets. The
evaluation included the following;
• Local policies and plans
• National guidance and adjacent city evaluations and policies
• City speed and traffic count studies Recommendations
Based on the evaluation, staff recommends setting speeds of 25 mph on most major streets
and 20 mph on all minor, local streets. Below is the recommended process for establishing
speed limits;
• Collector streets are generally major streets with 25 mph speed limits and were
evaluated to determine whether a lower speed limit is appropriate based on context
and design
• Local streets are generally minor streets with 20 mph speed limits and were evaluated
to determine whether a higher speed limit is appropriate based on context and design.
• Alleys will retain speed limits of 10 mph.
It is recommended that changes to speed limits be made upon approval of the report, by
adoption of a new ordinance, including the installation of signs, enforcement efforts, and an
education campaign.

INTRODUCTION
This report analyzes local safety, engineering and traffic conditions and national best practices
that inform the determination of appropriate speed limits in Falcon Heights. The findings of this
report will be used to determine speed limit changes on City streets that align with City policies
and new legislative authority. Legislative Authority for Setting Speed Limits
In 2019, the governor signed into law a bill passed by the Minnesota State Legislature granting
cities the authority to set speed limits on streets they control. This went into effect August 1,
2019. Below is the statute;
Minnesota Statutes, Section 169.14, Subd. 5h. Speed limits on city streets. A city may
establish speed limits for city streets under the city's jurisdiction other than the limits
provided in subdivision 2 without conducting an engineering and traffic investigation. This
subdivision does not apply to town roads, county highways, or trunk highways in the city.
A city that establishes speed limits pursuant to this section must implement speed limit
changes in a consistent and understandable manner. The city must erect appropriate signs
to display the speed limit. A city that uses the authority under this subdivision must
develop procedures to set speed limits based on the city's safety, engineering, and traffic
analysis. At a minimum, the safety, engineering, and traffic analysis must consider
national urban speed limit guidance and studies, local traffic crashes, and methods to
effectively communicate the change to the public.
The current speed limits on all Falcon Heights jurisdiction streets is currently 30 miles per hour
which is the statutory urban speed limit set by Minnesota stature prior the new legislation
going into effect on August 1, 2019. Falcon Heights Speed Limits Goals
The City intends to create safe streets for all roadway users including, walkers, bikers, transit
users and drivers. The City intends to duplicate efforts done by the City of St Paul to reduce
speed limits on local streets to 20 mph. Since numerous local streets are shared by the two
cities and some neighborhoods (University Grove, Northome) are directly connected, it makes
sense to have similar speed limit criteria for consistency within the area.

COORDINATION AND OUTREACH
Falcon Heights staff reached out to staff with the cities of St Paul and Roseville due to shared
jurisdiction of roadways on City Limits.
For City roadways shared with St Paul, staff recommends using St Paul’s recommended speed
limits since Falcon Heights is using a similar criterion for roadways.
For City roadways shared with Roseville, Roselawn Avenue, the recommendation is to keep this
speed limit at the current 30 mph at this time due to the multi jurisdiction roadway, traffic
volumes, current speeds and roadway characteristics.
Falcon Heights staff conducted an online survey between April 6 and April 23, 2021. 176 Falcon
Heights residents responded to the survey. 71% of the respondents were supportive of a 20
mph speed limit on local roads. Of the 29% who were against it, some of these supported 25
mph but not the 20 mph. A portion of the 29% did not want to see any change. A summary of
the survey is included at the end of the report.
LOCAL POLICIES AND PLANNING
The 2040 Comprehensive plan has numerous policies that would support a reduced speed limit.
These include the following.
• Become a healthier, more active and livable community
o Falcon Heights is an Active Living Ramsey Communities partner.
• General Land Use Goad #3 - To enhance access and safety for pedestrians and non-
motorized transportation.
Lower speed limits help meet these goals by promoting a safer environment for non-motorized
users such as walkers and bikers, particularly on streets that do not have sidewalks, such as
most neighborhoods north of Larpenteur.
ANALYSIS
Numerous local and national studies have been conducted that support reduced speed limits
on local residential roadways. Below is a brief summary of these studies. National guidance
All neighboring states next to Minnesota have a default urban speed limit of 25 mph. Additional
states allow 20 mph if certain criteria are met.

St Paul’s Speed Limit Evaluation Report, referenced numerous studies that support a reduced
speed limit to reduce crashes and reduce severity of injuries.
Some of the key findings include reduction of the stopping distance with lower speeds, which
helps reduce the amount of crashes. Additionally, if a crash does occur, the risk for a pedestrian
being severely injured or killed is significantly reduced if the speed is 20 mph verse 30 mph.

Other Metro Cities
St Paul and Minneapolis have very similar ordinances which allow the City Engineer to set the
speed limits. Based on their analysis and procedures, they have set speed limits on their local
roads to 20 mph and 25 mph on the majority of their collector routes with a few other
exceptions.
St Anthony Village has set a 25 mph speed limit on all of their city jurisdiction roadways.
St Louis Park is completing its evaluation in April 2021, but is expected to adopt speed limit
changes in the summer of 2021. They have similar recommendations to St Paul and
Minneapolis by establishing 20 mph on local roads, 25 mph on most collector street with a few
30 mph and 35 mph exceptions.

According to MnDOT crash reports, there have been 22 reported pedestrian/bicycle crashes
involving vehicles in Falcon Heights since 2011. Reports included one serious injury, 7 minor
injuries and 14 possible injuries. The majority of these were on County or State roadways with
the exception of three incidents. Falcon Heights Traffic Speed Study
Over the last ten years engineering staff has conducted numerous traffic count and speed
studies on local roads. Data was typically collected for a minimum of 48 hours during the week
but sometimes included 72 hour counts which included the weekend. The majority of the data
points shown in the maps below are from 2017-2020. Data from State and County roads was
not included in this report.
Some observations about the data.
• On the majority of roads, the vast majority of drivers are following the speed limit.
• On local roads, the 50th percentile speed is about 20 mph for most roads.
• For collector roads, such as Hoyt and Roselawn, measured speeds are higher.
• Roselawn Avenue measure speeds significantly higher than other local roadways.
o This is likely due to the volume of traffic (3,100), which is 2.5 times higher than
the next local roadway, and the major east west connection that allows vehicles
to cross Snelling Avenue at a signal light. Roselawn Avenue from Eustis Street to
Victoria Street is under jurisdiction of Lauderdale, Falcon Heights and Roseville.

Conclusions
Based on the data collected and research conducted by other cities and agencies, the following
speed limit conclusions from the evaluation are:
• Lower traffic speeds reduce both the likelihood of crashes and that those crashes will be
severe or fatal.
• A majority of states have lower speed limits than Minnesota. All of Minnesota’s
neighboring states have a 25 mph default urban speed limit.
• Since Falcon Heights is a suburb directly adjacent to St Paul, it makes sense to have
similar speed limit policies and procedures to St Paul.
• Similar to Saint Paul, for Falcon Heights a category approach to speed limits is most
appropriate with 20 mph on local residential streets and generally 25 mph on collector
and arterial streets.
• Lower speed limits prioritize public health and safety.
• Lower speed limits are reasonable given the clear differences in the design, context,
safety, expectations, and operations of minor and major City streets.
FALCON HEIGHTS SPEED LIMIT RECOMENDATIONS Category Speed Limits
Falcon Heights engineering staff recommend that the City Engineer set speed limits using a
category approach to set speed limits. The recommended speed limits be set as follows;
• Minor streets, generally local, will be 20 mph unless otherwise signed.
• Major streets, generally collectors, will generally have speed limits of 25 mph and will be
signed. Major streets are generally arterial and collector streets.
• Some major streets, Roselawn Avenue, will have speed limits higher than 25 mph based
on specific conditions and will be signed.
• Alleys will retain speed limits of 10 mph.
Staff recommends these category speed limits since they;
• Send a strong message to the driving public that “slower is safer” on all streets
• Align with St Paul’s recommended speed setting approach, providing consistency in
messaging to the traveling public
• Improve safety and comfort for people of all abilities walking, bicycling, and taking
transit Application
The map of recommend speed limits on Falcon Heights jurisdiction roads is included below. For
shared-jurisdictional streets, the speed limits match each city’s current proposed posted speed
limit. Based on the recommendations in the report, 89% of Falcon Heights jurisdiction roadways
will have a reduction of speed. 83% of roadways will be 20 mph and 5% of roadways will be 25

mph. The only road not proposed to have a speed reduction is Roselawn Avenue, which will
remain posted at 30 mph.

IMPLEMENTATION
In order to adopt the new changes, Council will need to adopt a new ordinance. Staff
recommends adopting similar ordinances to St Paul and Minneapolis having the City Engineer
establish speed limits for consistency. Communication and Outreach
If new speed limits are adopted, the City will be proactive in communicating the proposed
changes by utilizing social media, the city’s website, weekly newsletters and other means
necessary. Speed Limit Signage
Since Falcon Heights has relatively small amount of roads and connection points to adjacent
cities, staff recommends signing all local streets at the entrance points from County or State
Roads or other cities. This would result in the need for approximately 45 new signs. Some of
these would replace existing 30 mph signage but some roads would be signed that previously
were not.

Enforcement
Staff will work with local law enforcement to help them educate and enforce the new speed
limits established. Evaluation
After implementation of new speed limits, staff conduct new speed studies and analysis as
needed to see if additional changes are needed. As other cities adopt new speed limits or as
development or redevelopment occur, it may be necessary to make changes. Additionally,
changes in state law or new technology may necessitate additional changes.

Item Adoption and Certification of the 2022 Preliminary Levy
Description
Each year, the City must set and certify to Ramsey County a preliminary
levy by September 30.
Details for the preliminary 2022 General Fund Budget:
1) There are no levy limits imposed by the Legislature for the 2022
Budget.
2) The amount of LGA state aid was increased by an amount of $12,386
by the Legislature for budget year 2022. LGA will increase from
$708,576 in 2021 to $720,962 in 2022.
3) Fiscal Disparity distribution dollars for 2022 increased by $46,313
from the 2021 level.
4) Increase of $5,000 in Legal Fund for increase request for public data.

RESOLUTION FOR CERTIFICATION OF THE PRELIMINARY TAX LEVY FOR 2022 WHEREAS, the State of Minnesota requires the City adopt a proposed preliminary levy
certification for its General Fund; and
WHEREAS, the City Council of Falcon Heights is required to adopt its 2022 Preliminary Levy Certification on or before September 30,2021; and
WHEREAS, the City Council of the City of Falcon Heights wishes to comply with State law in this area. NOW THEREFORE BE IT RESOLVED by the City Council of the City of Falcon Heights,
