BLANK PAGE REQUEST FOR COUNCIL ACTION City of Falcon Heights, Minnesota __________________________ Item Police Services Description Undersheriff Jeff Ramacher has requested a meeting with the City Council to discuss a new option that has presented itself with the retirement of the MN State Fair’s Police Chief and the dissolving of their Police Department. Ramsey County currently providing short term coverage for the State Fair, but has continued discussion with the State Fair to potential provide long-term police services. If Ramsey County successfully secures a contract with the State Fair, I was told by Undersheriff Jeff Ramacher that the concerns Sheriff Fletcher had during his presentation to the City Council in September 2020 would be a non- issue. The concerns Sheriff Fletcher expressed during the meeting is outlined in his letter to not renew the contract. Meeting Date July 7, 2021 Agenda Item Policy D1 Attachment Documents Submitted By Sack Thongvanh, City Administrator 1 of 26 BLANK PAGE 2 of 26 REQUEST FOR COUNCIL ACTION City of Falcon Heights, Minnesota __________________________ Item Pavement Management Project (PMP) - Alley Improvements Description At the June 6, 20211 Council meeting, the Council agreed to push back the alley improvements for the Idaho/Iowa alleyway between Pascal St. and Arona St until next summer. Since that time engineering staff did a survey of other alleys to see if they should be considered for improvements. Attached is a map with simple condition rating. The other alleys are in similar condition to the Idaho/Iowa alleyway between Pascal St. and Arona St and are shown in red. Most of the poor pavement is related to pavement delamination or poor drainage. The overall pavement structure appears to be in good shape. Since alleys get assesses at 90% to adjacent property owners, staff would like feedback from the Council on if these alleys should be considered. The current alley under consideration was petitioned for improvements. Staff will provide a quick presentation on the alleys and start a discussion on how to possible add additional alleys to a future project. Budget Impact If additional alleyways are considered, the City’s cost is 10%. The other 90% is paid by the adjacent property owners based on the City’s assessment policy. The Garden Avenue project was originally planned for 2015 construction but was delayed at that time due to discussion of street layout and possibly adding a sidewalk. The project has been a delayed additional time since to make a good discussion of the project layout can take place. Since 2015 the municipal state aid rules have been modified so there are more design options for different roadway cross sections available that could address problems identified in 2015. Staff will go through the presentation to discuss possible layout options as well as funding options for sidewalks if this is a consideration. Staff will also go over a proposed project schedule with pubic involvement since a new layout of Garden Avenue could be considered. Budget Impact Once Garden Avenue is constructed, there will be costs for both the City and residents. These costs would be ultimately determined in a feasibility study once a preferred layout was determined. Where sidewalk widths are wider than the standard width of the district, the additional costs may be assessed as a direct benefit to the abutting property.
