HomeMy WebLinkAboutCCMin_77Jan27MINUTES REGULAR COUNCIL N~ETING CITY OF FALCON HEIGHTS, AitNNESOTA JANUARY 27, 1977 ~~. 1 '~~ A regular meeting of the Falcon Heights City Council was called to order at 7:38 p.m. by h:ayor Warkentien Mayor Warkentien, Councilmen Black, Ecklund, Steele and Labalestra. Also PRESENT present were Clerk-Administrator Barnes, Attorney Skor and Engineer Lemberg. None. Councilman Ecklund moved and it was seconded by Councilman Labalestra to approve, as submitted, the minutes of December 29, 1976. Upon a vote being taken the following voted "aye": Mayor Warkentien, Councilmen Black, Ecklund, Steele and Labalestra and the following voted "nay": None. Motion carried. Moved by Councilman Black, seconded by Mayor Varkentien to approve the items on the Consent Agenda as follows: 1. NFPCA Casualty Reports, Nos. L and 3. 2. 3asic Field Incident Report, No. 2. 3. Company Fire Reports, Nes. !~ and 5. !~. Approval of Licenses A. #362 - Refuse Haulers Humphreys Rubbish 970 Central Avenue St. Paul, Minnesota 5510. 5. Ramsey County Sheriff's Report, December, 1976. 6. General disbursements in the amount of $71,26l~.67. 7. Liquor disbursements in the amount of $16,862.31. 8. Sinking disbursements in the amount of $2,682.50. 9. General payroll (1/1-15/77( in the amount of $3,639.56. 10. Liquor payroll (1/1-15/77) in th.e amount of $1,825.20.;. 11. General payroll (1/16-31/77) in the amount of $2,886.65. ABSENT APPROVAL OF MINUTES OF DEC . 29, 19 76 APPROVAL OF CONSENT AGENDA Councilman Steele moved and it was seconded by Councilman Labalestra to APPROVAL OF approve,, as corrected, the minutes of January 1~, 1977. A RESOLUTION REQUESTING RAMSEY COUNTY TG CGNDUCT A FEAS- IBILITY STUDY FOR A FCUP~-WAY STOP SIGN AT THE INTERSEC- TION OF ROSELA1rJN AND CLEVELAND AVENUES Upon a vote being taken the following voted "aye": Mayor Warkentien, Councilmen Black, Ecklund, Steele and Labalestra and the following voted "nay": None. Motion carried. The citizen's input meeting concerning the proposed improvements on DEFERRAL OF HOLLY Hollywood Court Street and Alleys was deferred until February 28, 1977. WOOD CT. INPUT MEETING Chief Renchin appeared before Council to inform them that he and his men were planning to burn down the University owned home at 1810 W. Larpenteur BURNING OF UNIV. Avenue. Chief Renchin told Council the department would be taking pre- Oti~d'NED HOUSE AT cautionary measures during the burning, such as diverting the power, and 1810 LARPENTEUR blocking off the eastbound lane of Larpenteur Avenue from Tatum Street to BY FIRE DEPT. Fry Street and requesting a permit from the PCA. Mayor Warkentien moved and it was seconded by Councilman Steele to grant permission to the Fire Department to burn the home at 180 W. Larpenteur Avenue, for training purposes, providing the City receives the necessary authorization frcm the University of Minnesota and the PCA. Upon a vote being taken the following voted "aye": Mayor Warkentien, Councilmen Black, Ecklund, Steele and Labalestra and the following voted "nay": None. NIotion carried. There was discussion about the appointment of a City Horticulturist as APPT. OF CITY it was brought to light that there was another party expressing inter- HORTICULTURIST est in the position. Council directed Clerk-Administrator Barnes to DEFERRED invesitgate the qualifications and fees of each person interested in the position of City Horticulturist. Councilman Labalestra moved and it was seconded by Councilman Black to approve the appointments, by Nlayor Warkentl.n, of Bernadine Wold, Oksana Yonan, James Lammers, Michael Heffron and Charles Stone to the Planning Commission. Council reviewed the three chapters of the Codification of Ordinances and suggested numerous revisions to the Clerk-Administrator. It was decided that each Councilmember would take the codification chapters home and mark each page with their suggested changes and then inform Clerk-Administrator Barnes of their suggestions. With the help of PLANNING COMM- I SSION APPOINTMENTS PROGRESS OF CODIFICATION OF ORDINANCES MINUTES REGULAR COUNCIL MEETING JANUARY 27, 1977 page 3 1 Attorney Kenefick, Clerk-Administrator Barnes will c~llate all the in- formation into a final form. Councilman Black informed Clerk-Administrator Barnes that Mr. Paul Ciernia, 1868 Holton has made himself available to serve on committees or commissions, if needed. Councilman Ecklund informed Council he had received a letter from Mrs. Norbert Hermes, regarding snow plowing. Council instructed C1erk- Administrator Barnes to send Mrs. Hermes another copy of the Ordinance pertaining to pushing snow across streets. Clerk-Administrator 3arnes was instructed to check the State Statutes regarding the matter so the Ordinance can be uniformly enforced. /~ CODIFICATION (CONY) RESIDENT AVAILABLE TO SERVE ON COMM- ITTEES DISCUSSION ON SNOW REMOVAL - HERMES Councilman Ecklund noted that the street lights in the lot at Crawford STREET LIGHTS OUT and W, Snelling Drive, in front of Embers and in front of Shakey's and on Holton and Ruggles were still out. He advised Clerk-Administrator .Barnes to call 221-1~La.1l for assistance from Ncrthern States Power. Councilman Ecklund also noted that the Ramsey County League meeting will R.AMSEY COUNTY be held here at City Hall on Wednesday, February 16, 1977, at 7:00 p.m. LEAGUE MEETING Councilman Steele introduced the following Resolution and moved its adoption. RESOLUTION 77-~ A RESOLUTION REQUESTING THE BOARD OF COr~SSI0NER5 OF RAMSEY COUNTY TO INITIATE ACTION TO UPGRADE ROSELAti~T~T AVENUE FROM HAMLINE AVENUE TrdESTERLY TO FULHAM STREET The motion for the adoption of the foregoing Resolution was duly sec- onded by Councilman Labalestra and upon a vote being taken the f o11ow- ing voted "aye": Mayor Warkentien, Councilmen i3l.ack, Ecklund, Steele and Labalestra and the following voted "nay": None. Motion carried. Councilman Labalestra informed Council that George Willkom, Liquor Store Manager has returned home from the hospital. RESOLUTION 77-s UPGRALIE ROSELAWN AVENUE GEORGE WILLKOM HOME FROM HOSPITAL Councilman Labalestra also noted that he has been made aware that drug DRUG TRAFFIC IN traffic in area schools is widespread, even in the elementary schools. AREA SCHOOLS Councilman Labalestra expressed great concern about the problems and said he would talk to School .Hoard member Maury Nicholson of District 623, Clerk-Administrator .Barnes informed Council he was still getting prices TELEPHONE ANSirJERING on various telephone answering devices and would have more information DEVICES at the next meeting. Mayor Warkentien noted he has received notices that both the Cities of OPPOSITION TO AB- New Brighton and North St. Paul are opposed to the proposed abolishment OLISHA9ENT OF PRESENT of the Ramsey County Municipal Court System as it is presently set up. RAMSEY COUNTY M[TN- Councilman Ecklund stated that the Ramsey County League also opposes ICIPAL COURT SYSTEM the abolishment of the Municipal Court System. Upon a vote ASSESSMENT ROLL FOR being taken the following voted "aye": Mayor tidarkentien, Councilmen STORM SEWER PROJECT Black, Ecklund, Steele and Labalestra and the following voted "nay": None. Motion carried.
