HomeMy WebLinkAboutCCMin_77Feb28_SpecialNTINUTES SPECIAL COUNCIL r~ETING CITY OF FALCON HEIGHTS, MINNESOTA ,,~% FEBN.UARY 28, 1977 ~ ~ ~~_ 1 1 A special meeting of the Falcon Heights City Council was called to order by Mayor U,tarkentien at 7:35 p.m. Mayor titiTarkentien, Councilmen Black, Ecklund, Steele and Labalestra. Also PRESENT present were Clerk-Administrator 3arnes, Attorney Skor and Engineer Lemberg. None. ABSENT Councilman Steele moved and it was seconded by Councilman Labalestra to APPROVAL OF approve, as written, the minutes of Februar~r 9, 1977. Upon a vote being MINUTES OF taken the following voted "aye": iv;ayor Warkentien, Councilmen 31ack, FEB. 9, 1977 Ecklund, Steele and Labalestra and the following voted "nay": Ncne. Motion carried. Councilman Steele moved and it was seconded by Councilman Ecklund to approve the items on the Consent Agenda as follows: 1. Basic Field Incident Report, No. 8. 2. Falcon Heights Company Fire Reports, Nos. 9, 10, 11, 12 and 13. 3. Ramsey County Sheriff's Report, January, 1977. !~. Yellen and Associates Year End Report, 1976. 5. General payroll (2/1-15/77) in the amount of $3,561.55. 6. Liquor payroll (2/1-15/77) in the amount of $1,817.16. 7. General payroll (2/16-28/77) in the amount of $3,886.b5. 8. General disbursements in the amount of $23,t~1~8.16. 9. Liquor disbursements in the amount of $13,532.71. Upon a vote being taken the following voted "aye" : 2~iayor t°arkentien, Councilmen 31ack, Ecklund, Steele and Labalestra and the following voted "nay": N.~ne. Motion carried. APPROVAL OF CONSENT AGENDA I~~ayor Warkentien read a complaint from A. C. Hodson of the University of PARKING COM- Minnesota in regard to a traffic hazzard on Larpenteur Avenue. Mr. Hodson PLAINT ON SOUTH stated that cars parked on the south side of Larpenteur, west of the in- SIDE OF LARPEN- tersection of Gortner, obscure the vision of drivers attempting to turn TEUR AT GORTNER right on to Larpenteur Avenue off of Gortner Avenue. RESOLUTION 77-7 Mayor Larkentien moved and it was seconded by Councilman Ecklund to adopt Resolution 77-7 to the Ramsey County Board of Commissioners requesting no parking anytime on the south side of Larpenteur beginning at Gortner Street and extending 200' westerly. Upon a vote being taken the following voted "aye": Mayor Warkentien, Councilmen Black, Ecklund, Steele and Labalestra and the following voted "nay": None. T~Totion carried. A presentation of proposed street and alley improvement for the Hollywood HOLLYirJ00D CT. Court Addition was given by Engineer Lemberg. CITIZENS INPUT MEETING 1 1 1 MIIVTUTES SPECIAL COUNCIL i",~ETING FEBRUARY 28, 1977 page 2 Residents of Hollywood Court appeared before Council to state their feel- ings in regard to the proposed improvement as follows: i~Is. Jean Pinkerton, 1617 Hollywood Court - She stated she would like the project to go ahead as proposed with the concrete curbs and gutters. William Schultz, 1630 Hollywood Court - He stated he has an open mind about the proposed project. He does not think the alleys will go 16 feet. He would like to reserve judgment until a later date. Harvey Frye, 1603 Hollywood Court - He stated the expense was too great. He would like to see alternate, less expensive proposals. Agreed the street does need improvement but that all residents are experiencing the strain of the high cost of energy. Marion Hood, 1597 Hollywood Court - She stated the proposed project is too expensive and she is against the improvement. Irene Dengler, 1611 Hollywood Court - She stated she doesn't see the need for curbs and gutters and is open to alternate plans. David King, 1607 Hollywood Court - He said the project is too expensive and he is against it as proposed. Gary O'Hara, 1582 Hollywood Court - He said the project is too expensive and is against the proposed improvement. Mrs. Peterson, 1624 Hollywood Court - She had numerous questions regarding the project such as the life expectancy of concrete curbs and gutters, alternate plans, frequency of sealcoating, etc., all of which Engineer Lemberg answered. She stated the alleys do definitely need work. Engineer Lemberg stated he would prepare a data sheet showing estimated costs of alternate plans. _ ,' ;-~.~ HOLLYfn;"OOD CT. (CONT.) Councilman 31ack moved and it was seconded by Councilman Ecklund to hold PUBLIC HEARING a public hearing on the proposed improvement on Thursday, T~iarch 21~, 1977, HOLLYWOOD CT. at 8:00 p.m. at City Ha11. Upon a vote being taken the following voted 3/2/77 "aye": Mayor Warkentien, Councilmen Black, Ecklund, Steele and Labalestra and the following voted "nay": Ncne. Motion carried. Councilman Labalestra reported that he had obtained a doctor's report on DOCTOR'S RE- the condition of George ti^Tillkom, Liquor Store Zianager which stated that PORT ON GEO. Mr. Willkom should work no more than 30 hours per week. He suggested WILLKO~ the City could work out something with T~Zr. LJillkom whereby he would be able to work a minimum number of hours, with a reduction in salary and still be eligible for retirement benefits. Since Attorney Kenefick was not in attendance, his scheduled discussion on an opinion granting requests for variances was held over until the next meeting. Council discussed a letter from Senator Robert NI. Benedict requesting Council support for a bill to put a moratorium on the taxing of all home improvements. Mr. Joe Peterson, County Extension Agent from the University of T~Linnesota DISCUSSION ON appeared bef re Council to discuss the proposed community garden site on FEASIBILITY OF the Wallin property. His plan calls for an access road off of Fry Street COT~'IUNITY GARDEN and he wanted Council approval on the easement and garden plot concept. SITE ON ti1ALLIN Pir. Peterson stated he had obtained verbal approval from five cf the six LAND adjacent homeowners on Garden Avenue. Council stated they would like to have written approval of the plan from the homeowners. Councilman Black questioned whether Mr. Peterson was aware of the fact that many times much of the land in question was knee deep in water. Mr. Peterson stated he would obtain written approval from the homeowners and appear before Council again on the 10th of rlarch. Engineer Lemberg stated he would shortly be requesting authorization of plans and specifications for the 1977 sealcoating. Engineer Lemberg informed Council he met with Charles Burrill of the State Highway ~kpartment and they had agreed to close off access on both sides of Snelling Drive, north of Larpenteur Avenue at Garnet's Standard station and at Flower Ci~ry. Engineer Lemberg also stated that Mr. Burrill would get back to us with- in 30 days on the ingress to the Cohen property from Snelling Avenue and on the lift station for the Idaho-Snelling Avenue ponding area as well as the problem relative to fencing the ponding area on the east side. B(TRRILL OF STATE HIGHWAY DEPARTMENT Councilman Labalestra moved and it was seconded by Councilman Steele to ADJOURNMENT adjourn the meeting at 11:00 p.m. Upon a vote being taken the following voted "aye": rlayor Warkentien, Councilmen Black, Ecklund, Steele and Labalestra and the following voted "nay": None.
