HomeMy WebLinkAboutCCMin_77Apr28L~ 1 1 MINUTES REGULAR CITY COUNCIL MEETING CITY OF FALCON HEIGHTS, MINNESOTA APRIL 28, 1977 ~~ A regular meeting of the Falcon Heights City Council was called to order by Mayor Warkentien at 7:30 p.m. Mayor Warkentien, Councilmen Black, Ecklund, Steele and Labalestra. PRESENT Also present were Clerk-Administrator Barnes, Engineer Lemberg and Attorney Kenefick. None. ABSENT Moved by Cor:,ncilman Ecklund, seconded by Councilman Blaek to APPROVAL OF approve the iteans on the Consent Agenda as follows: CONSENT AGENDA 1. Falcon Heights Company Fire Reports, Nos. 33 and 34. 2. Ramsey County Sheriff's Report, March, 1977. 3. General payroll (li/16-30/77) in the amount of $3,925.62. !~. Liquor payroll (ta/1b-30/77) in the amount of $1,816.55. 5. General disburaeunents in the amount of $1l~,Ot~6.36. 6. Liquor disburseanents in the amount of $9,l~6l~.36. Upon a vote being taken the following voted "aye": Mayor War- kentien, Councilmen Black, Ecklund, Steele and Labalestra a,nd the Following voted "nay": None. Motion Carried. James L. Brown, 19l~8 W. Roselawn Avenue appeared before Council to request the City consider amending Ordinance 151, Sec. 3.3 to include animals if on a leash and if droppings are pf.cked up. Council concurred they are satisfied with the ordinance as it now reads. Council feels that dogs should not be allowed in parks and if the ordinance were changed to include the pro- visions as Mr. Brown suggested, most people are not conscien- cious enough to clean up after their dogs. 9here was no action taken on the itean. REQUEST TO CHANGE DOG ORDINANCE TO ALLOW DOGS IN PARK S Mr. David Anderson, 1512 W. Idaho Avenue appeared before Council PETITION FOR with a petition signed by residents on Idaho Avenue between CURB AND Arona and Pascal Avenue. The petition was in regard to the in- GUTTER ON IDAHO stallation of curb and gutter on that portion of Idaho Avenue. AVENUE The tabulation shoed 11~ residents for the proposed pro3ect, 3 against and l undecided. Councilman Steele moved and it was seconded by Councilman La- balestra to hold a public hearing in regard to the proposed curb and gutter improvement of Idaho Avenue from Hamline Ave- nue to Snelling Avenue at 8:OO p.m. on May 2b, 1977. Upon a vote being taken the following voted "aye"s Mayor Warkentien, Co»*+~ Black, Ecklund, Steele and Labalestra and the f o1- lowing voted "arm": None. Motion carried. MINUTES REGULAR CITY COUNCIL MEETING APRIL 28, 1977 Pie 2 Councilman Steele informed Council that the City will have an Elm firewood search on Saturday, May 11~.th at 9:00 a.m. mere will be a flyer, with pertinent information, distri- buted to all citizens. The flyer will be distributed by Boy Scout, Paul Connelly. Councilman Steele stated the Tree Committee has met twice the past month. He stated that Dr. French has suggested that the City refrain from planting a1~r new boulevard trees this year. He suggested there dould be a complete survey done by July 1, 1977, and the City could let bids for-the exact number and variety of trees by October ~., 1977, and them get an early planting started in the spring of 1978. Representatives from the Northwest Suburban Youth Service Bureau appeared before Council to make a slide presentation on how the Bureau. operates. Representing the Bureau were Chris Clausen, Director; Dick Wade11, Councilman fro Shore- view; Tim Smith, Moundsview police Officer; and Bill i3arnes, Ramsey County Sheriffs Office, Juvenile Division. Mr. Wadell gave a progress report of the number of referrals and people seen, a review of who forms the Board of Directors and staff, a budget breakdown for 1978 and an estimated 5 year budget pro3ection. Figures were given for the anticipated con- tribution from Falcon Heights for the years 1978 to 1982. The figures were based on population. Mr. Woodall stated the Bureau is actively seeking financial support from Roseville and Mondsview school distr3.cts. Ha asked Council to review the information submitted and con- sider the proposed five year funding program as the Bureau will coarse before Council again in the future to ask for this funding . Mr. Tom Mooney, 11x98 W. Iowa Avenue appeared before Council to request the City erect a temporary snow fence around the ponding area at thecIdaho playground. He stated the water is a hazard and interferes with the ball playing. He stated that he and other neighborhood men would be willing to erect a snow fence across the area if the City would supply the fence. Mr. Barnes stated the City does not have enough snow fence and that he is presently negotiating with Pete McGough for some used chain link fence to be put into use at that area. Council directed Mr. Barnes to continua negotiations and try and get the deal firmed up so the fence can ba installed very soon. Engineer Lemberg reminded Council that the area is State pro- pertyy, designated a ponding area and not a playground area. He fell' that if a fence were to ba erected the State would not allow a fence without a gate. n ~+ REPORT ON TREE COMMITTEE AND ELM FIREMIOOD SEARCH PRE~NTATION BY NORTHWEST SUB- URBAN YOUTH SERVICE BUREAU FENCING REQUESTED FOR IDAHO PONDING AREA MINUTES REGULAR CITY COUNCIL MEETING APRIL 28, 1977 page 3 Clerk-Administrator Barnes reported that the flyers for the swmner recreation program were. not our yet because there is a problem with-girls softball as Roseville will not permit at~r teams from our City to participate in their program this year. Falcon Heights is attempting to get in with either Maplewood, Little Canada or New Brighton. Clerk-Administrator Barnes stated there are two porspective tennis instructors, a soccer instructor has committed himself and so has a volleyball in- structor. Horseshoes is sti.11 planned but there is, as yet, no instructor. Mr. Barnes stated he hopes to have the flyers out next week. The Cou~il reviewed a schedule of proposed permit and license fees and made numerous suggestions as to possible revisions. Council directed Clerk-Administrator Barnes to trim and simplify the list and rejpresent it at the next meetitag. Councilman Labalestra reported that he had attended a public hearing on the Minnesota Health Services Act during the past week. Re gave a brief summary of the committee's ob3ectives and goals. He stated the program was still sort of a nebulous theory. Councilman Labalestra stated he would attempt to keep abreast of the program and report aqy significant new informa- tion. Councilman Black noted that State Senator Neil Dieterich had spent a lot of time on the Unit Pr3,cing bill, which wa+~ defeated. Councilman Ecklund informed Council that Lido Cafe had offered to pay the prnting_ costs for the "~,0 Ways to Protect Your Home" booklets and possible a poster to be distributed to Falcon Heights residents by the Human Rights Commission. Councilman Ecklund requested the City purchase a rubber stamp imprinted with "Distributed by the Falcon Heights Human Rights Commis- sion -Printing costs donated by Lido Caf®." Council agreed to the proposal. Councilman Ecklund noted that Ramsey County has denied Falcon He~glits~ request for afour-xay stop sign at Cleveland and Roselawn Avenue. Councilman Ecklund also. noted he had attended a meeting on 91l Radio Communications in regard to the entire dispatching pro- blem. He said the committee will be meeting again, probably to formulate a 3oint powers agreement. Councilman Steele, noted that on April 8, at appro~dmately 10:15 to 10220 am., for the third time, ther® was a xcxna,s, appeared not in uniform, riding in the deputies vehicle.. They were observed going into the Falcon Heights Pharmacy to purchase c3.garettes. Along the same. line, Councilman Labalestra noted that on the evening of the chase of the alleged burglars, in the ITorthhome area, there was a report of a citizen, armed with a shotgum, riding in the squad. There is one hydrant located at the Selling service HYDRANTS FOR drive. Engineer Lemberg stated there should be a hydrant at HOLLYWOOD COURT the west end for fire safety and to flush ;#he line. Engineer Lemberg stated he would really like to see two additional hydrants to better service the area. Councilmanz Steele moved and it was seconded by Councilman Ecklund to authorize the purchase of two new fire hyrants for Hollywood Court. 7.he hydrants will be paid for out of the Sanitary Sewer Fund and will be installed, along with the scheduled street improveanent, at the west end. and the middle of the street on the north side. Councilman Steele noted that Como Park Lutheran Church trustees POSSIBLE USE OF and council will vote next week on whether the City can use CHURCH AS POLLING the premises as the polling place for precenct #2. PLACE FOR PRE= CINCT ~2 Councilman Labalestra stated that=Liquor Store Manager, George LIQUOR STORE Willkom may increase his working to lt0, with no lifting, on MANAGER TO RESUME his doctor's recommendation. Councilman Labalestra stated !t0 HOUR WEEK- things have settled down and that the employees have a better attitude. Clerk-Administrator Barnes read Senate File 1306, which has REPORT ON SENATE been referred to the Committee on Commerce. It is a bill on FILE 1306 liquor minimum retail proces for off-sale and groviding pen- alties. Clerk-Administrator Barnes also reported that he attended the Ramsey County Historical Society meeting last. night at the Gibbs Farm. The Society has requested $60,000 from Ramsey County for improvemaents to the Farm. Councilman Steele suggested the City look into the possibility of charging Ramsey County for policing and fire protection of the Gibbs farm area as the City provides these services but has no jurisdiction over the area. Clerk-Achninistrator Barnes informed Council that Maintenance Engineer William Garlick was at hcaee not expected to be albs to return to work for ttiree to four months until recuperated from his motorcycle accident. Mayor Warkentien stated he will be unable to be present at the June 9th meeting as he wi11 be attending Alexander Ramsey Graduation. Mayor Warkentien moved and it was seconded by Councilman Steele to adorn the meeting at 11:00 p.m. Upon a vot~e-being taken the following voted "aye": Mayor Warkentien, Councilman Black, Ecklund, Steele and Labalestra and the following voted "nay"s None.
