HomeMy WebLinkAboutCCMin_77May12MINUTES REGULAR CITY COUNCIL FETING CITY OF FALCON HEIGHTS, MINNESOTA MAY 12, 1977 • A regular meeting of the Falcon Heights City Council was called to order by Mayor Warkentien at 7:30 p.m. Mayor Warkentien, Councilmen Black, Ecklund, Steele, and Laba- PRESENT lestra. Also Clerk-Administrator Barnes, Attorney Kenefick and Engineer Lemberg. None. ABSENT Moved by Councilman Labalestra, seconded by Councilman Steele APPROQAL OF to approve the iteuas on the Consent Agenda as follows: CONSENT AGENDA 1. Falcon Heights Company Fire Reports, Nos. 35 and 36. 2. Building Inspector's Report, April, 1977. 3. General payroll (5/1-15/77) in the amount of $3,762.69. ~.. Liquor payroll (5/115/77) in the amount of $1,816.65. ' 5. General disbursements in the amount of $1,751.57. 6. Liquor dsbursea~enta in the amount of $16,Ii.10.39. Upon a vote being taken the following voted 'Faye"s Mayor War- kentien, Councilmen .Black, Ecklund, Steele and Labalestra and the following voted "nay": None. Motion carried. Councilman Labalestra moved and it was seconded by Councilman A'PPROV'AL OF Steele to approve, as corrected, the minutes of April 28, 1977. MINUTES OF Upon a vote being taken the following voted "aye": Mayor War- 1x,/28/77 kentien, Councilmen Black, Ecklund, Steele and Labalestra and the following voted "nay": None. Motion carried. James Pratt, 1811 Arona; Robert Lamb, 1811 Simpson and William Brown, 1808 Asbury, appeared before Council with documentation of the traffic-survey they conducted on Garden Avenue. They presented Council with their findings and requested Council authorize the installation of two (2) !~ Way stop signs on Garden Avenue at the intersections of Asbury Avenue and the intersection of Simpson Avenue. After lengthy discussion as to the need for such signs. Council- man Labalestra moved and it was seconded by Mayor Warkentien to install two (2) teeaporary !~-way signs on Garden Avenue at the (intersections ~i8 Asbury and Simpson and to conduct a traffic count for. seven (7) full days before installation and for seven (7) full days, after installation, during the week of September 5, 1977. Upon completion of the traffic count the results of the count will be submitted to the Council on or about September 15, 197? for determination as to whether the installation is to be continued beyond September 15th. After scone discussion the amend- ment was withdrawn by Councilmen Black and Steele. Upon a vote being taken on the original motion the following voted "aye": Mayor Warkentien, Councilmen Ecklund, Steele, and Labalestra and the following voted "nay": Councilman Black. Motion carried. William Korstad, Attornoy for Mr. Boyd, owner of the Fairfield apartments, 1800 and 1818 W. Larpenteur Avenue, appeared before Council to request that Mr. Blyd b® allowed to install the fire alarm syste:a in his buildings, which are three s apartments, with only one alarm bell on the second floor to serve all the tenants. Ms Korstad also requested that Mr. Boyd be s3.3.ow®d to place the alarm`pu11 box in an area other than;that-?apecified by the Fire Chief. Mr. Korstad maintained that one alarm bell was sufficient to alert all the building residents and that the location of the pull box, as designated by Chief Renchin, was in an area where it would attract children, who would-fre=~ quently pull it, causing false alarms. Mr. Korstad stated that Mr. Boyd wanted the pull box located at the end of the hall, away from the heavily trafficed stair areas. Chief Renchin maintained that the purpose of the alarm system was to awaken all of the residents of the apart,~nents in the mid- dle of the night. and that the pull box should be near .the exits so as to be convient for residents when exiting during a fire. Councilman Steele moved and it was seconded by Councilman Black to table the matter until the next meeting at which time both Mr. Korstad and Chief Renchin would appear with documented opin- ions Pram experts in the field. Upon a vote being taken the following voted "aye": Mayor Warkentien, Councilmen Black, Ecklund, Steele and Labalestra and the following voted "nay'!: None. Motion carried. ~41 FIRE ALARM SYS~S IN- STALLATION IN BOYD APARTMENT (FAIRFI$LD} WM. KORSTAD AND CHIEF RENCHIN Chief Renchin informed Council he had made numerous inquiri®s REQUEST FOR BAND as to the coat of repairing the pua~ on the old fire truck. ISSUE FOR NEW FIRE Of the quotations he received the only feasible quote was from TRUCK - General Safety Compagy in North Branch, Minnesota, for $12,500. CHIEF RENCHIN The Compa~r estimated it would be 16-18 months before the work could be done. Most of the firms contacted stated they would only quarantee the pump. After lengthy discussion concer~3.ng the feasibility of repairing the pump in the old truck and how to budget funds for anew truck, Mayor Warkentien moved and it was seconded by Council- / man Labalestra to proceed to place a bond issue for $b6,000 for a new fire truck, on the ballot next November. tTpon a vote being taken the following goted "aye": Mayor Waxkentien, Council- men Black, Ecklund, Steele and Labalestra and the following voted "nay"; None. The variance was approved unanimously by the plan- C HOLERUD rung Commission because the sign is already there and the cost . of altering the existing sign is unwarranted. Councilman Black noted the building has been unoccupied for some time and he would like the City to encourage new businesses. Councilman Black moved and it was seconded by Councilman Ecklund to ap- prove the variance as submitted. Upon a vote being taken the following voted "aye: Mayor Warkentien, Councilmen Black, Eck- 1und, and Labalestra sled the following voted "nay": Councilman Steele. Motion carried. Councilman Black informed Council that N.E. Hermes, owner of BERMES FENCE the. shopping center on the northwest corner of Snelling and VARUINCE Larpenteur Avenue had spied for a variance to erect a fence TAHLED UNTIL on the northerly sad westerly lot: .line of Lot 7 of the Cross- FUTURE MEETING roads, which is to be used as a parking lot. Lot 7 abuts an "R" district lot and Ordinance 64 calls for a fence to be not less than 75~ opaque. the Hermes' were desirous of erecting a l 5' cyc one fence which would be less than 75K opaque, thereby making the need for a variance. Councilman Black moved and it was seconded b9 Councilman Steele to table the matter until .the next meeting. Clerk Administrator Barnes was Bisected to call Mr. Hermes and inform him that Council would like him to appear at the next meeting with a plan which conforms with Ordinance 6l~, Section 11~.2.Upon a vote being taken the following voted "aye": Mayor Warkentien, Councilmen Black, Ecklund, Steele and Labalestra and the following voted "nay": None. Motion carried. Mayor Warkentien recognized Ms. ,Sandy Menge of the League of LEAGUE OF W Women Voters who was monitoring the meeting for the League. Vp~ gEp~ Clerk-Adm3.nistrator Barnes noted that he had received a reply BEEEIIPES AT from Dr. Ausman on the matter of the beehives being kept on 1718 LIlJDIG the Malcoan Sugden property at 1718 Lindig. Dr. Ansman agreed that the bees might be a health hazard. After consideration of the beneficial aspects of the bee's pollination and the fact that no one has ever been stung in the six years the bee- hives have be®n maintained, the matter was dropped by the Council. The determination to drop the matter was also based on the fact that the original complaint had been withdrawn. Clerk-AdNai,nistrator Barn®s presented a list of revised fees REVIEW OF FEES for licenses and permits. After discussion and some revisions FOR LICENSES were made, the iteaa was deferred until the next meeting at AND PERMITS which time Attorney Kenefick will have draws up an Ordinance ~ [JNTIL pertaining to reviewing the Fee schedule each year on June 30th. NEXT MEETING MINUTES RRGULAR COUNCIL MEETING MAY 1~, 1977 page Clerk Administrator Barnes informed Council that the City had received notice from the State Depart~aent of Rertrenue that Mil- ton Cohen has applied for a reduction in the assessed valua- tion of property located in Falcon Heights.. More specifically, Plat 90020, Parcel 0lt000 and Plat 909lt0, Parcel 01002, located in the shopping center on the southeast corner of Larpent~ur and Snelling Avenue. The notice from the Department of Revenue stated that Minnesota Statutes, Section 270.19 provides that Falcon Heights may request a hearing to object to the reduction, theref.©re Mayor Warkentien moved and it was seconded by Councilman Ecklund to adopt Resolution.. 7?-llt, requesting a hearing for such_.an ob- ~ection. Upon a vote being taken the following voted 'aye": Mayor Warkentien, Councilmen Black, Ecklund, Steele, and Laba- lestra and the following voted "nay": None. Motion carried. Engineer Lemberg told Council the plans and specifications for the 1977 Street and A11sy Sealcoating pro3ect for Precinct #2 were prepared and he was reac~p to advertise for bids. Council Labalestra moved and it was seconded by Councilman Steele to approve the plans and specificatiors for alley seal- coating in Precinct #2 and advertise to receive bids on the project on June 9, 1977 at 2:00 p.m. Upon a vote being taken the following voted "aye°: Mayor Warkentien, Councilmen Black, Ecklund, Steele and Labalestra and the following voted "nay"; None. Motion carried. Councilman Steele reported on the Tree Committee meeting of last evening. He stated that he and Dr. French and the commit- tee had discussed the canker worm situation and the possibility of spraying and also the possibility of the City implementing a program using the Vapata barrier to further counteract Dutch Elm disease. Clerk-Administrator Barnes stated he would contact Northland Tree Service about 9apam prices. Councilman Steele also noted that there appears to be several diseased trees on the Rose Hill Nursery property and suggested the City send a letter to Mr. Hawkins directing him to clean up the area. Councilman Steele also informed Council that many of the new tree plantings appear to be dead and he suggested Clerk-Admin- istrator Barnes check the contract and guarantee and see what can be done about getting them replaced. CounciLnan Steele moved and it was seconded by Mayor Warken- tien to direct the City Horticulturist, Dr. David W. French, to prepare, at the City's expense, a brochure explaining Vapam procedures. Upon a vote being taken the following voted "aye": Mayor Warkentien, Councilmen Black, Ecklund, Steele and La- balestra and the following voted "nay": None. Councilman Steele noted that the Falcon Heights Baha'i community BIHA'I COMMUNITY had dedicated a maple tree to be planted in the Falcon Heights DEDICATES TREE Woods Park on Saturday, May 1.!}, 1977. Mrs. Maxine Harkness is in charge of the planting.
