1. Neal Kwong Award
Nicholas Behrens was presented the Neal Kwong Award. Nicholas is volunteering in many
ways that betters our community. He is an Eagle Scout, just as Neal Kwong was. Nicholas
stated that he has also volunteered by starting a community garden at a senior care facility,
worked on conservation projects, has helped teach Sunday school, worked on social justice
projects, and at Roseville High School he led a winter clothing drive. He has an extensive list of
volunteering experience. Service brings unity and compassion in the world, and he is grateful
for the opportunities he has had.
2. Annual Falcon Heights Fire Report – Fire Chief Rich Hinrichs
Fire Chief, Rich Hinrichs, presented that last year the Fire Department responded to 120 calls
for service in Falcon Heights and Lauderdale. In 2016, the overall budget was about 155,010.
The capital budget was 34,180. There was a surplus of just under 1%. In regards to revenue, the
Lauderdale contract was a little over $28,000, accident cleanup was $4,500, and the board of
firefighter training allotted $3,600 to Falcon Heights.
110-150 calls for service tends to be the average amount per year. July of 2016 was the busiest
with a storm that had come through on a Tuesday. The most amount of calls happened between
4-8pm. Last year there were 81 calls in Falcon Heights, 36 in Lauderdale, and 3 calls for
assistance in New Brighton. Last year motor vehicle clean up and collisions yielded the highest
number of calls.
The average response time in 2016 was 6 minutes. That is typically accounting for the Fire Chief
and Assistant Fire Chief arriving on scene before a fire truck. They rely heavily on the police
departments low response time to provide information as early as possible.
They have had new initiatives with apartment complexes to inform residents about the stovetop
fire stop product. This is triggered by a fire on the stove and will extinguish it. They also did a
fire safety presentation for seniors.
Of their 20 members, last year they participated in over 1,600 hours of training. In addition to
that, they have done hazmat, FEMA, and EMT/First Responder training. They have also

attended a lot of community events over the year. Their fourth annual Chili Cook Off is
happening Saturday, October 7.
A few purchases that happened last year were updates to the CAD system with tablet
capabilities in the trucks, a detoxification unit, and complete uniforms for members.
For 2017, they received a grant from Ramsey County Emergency Management for equipment,
they look forward to some improvements to the training room, and they are having an
insurance survey done on the department.
A new engine truck would be between $400,000-$500,000. For any supply line over 600 feet,
you’re supposed to have an engine truck pumping from the hydrant to the next rig.
Council Members would like to look at the budgeted versus the actual for previous years when
moving forward with budget discussions. Council Member Gustafson would not feel
comfortable moving forward in the budgeting process until he sees those number comparisons.
City Administrator directed the Fire Chief to speak with the Fire Department member that put
together the report and the Finance Director to verify that the numbers are correct.

Council Member Fischer:
• Roseville Library is showing the documentary Thirteen about incarceration, specific to
effects on the African American population.
Council Member Harris:
• Night to Unite is coming up next week, Tuesday, August 1.
Council Member Gustafson:
• Parks and Recreation summer programing will be completing this week, with the
exception of summer camps. We have had positive feedback about summer programing.
The Ice Cream Social was held last Thursday. We give a big thank you to the Falcon
Heights-Lauderdale Lions for all their volunteer efforts.

• The next Parks Commission meeting will be on Monday, September 11. The
Commission will be discussing the two grant opportunities that the city was awarded:
piano in the park and interpretive signage at Curtiss Field. The Parks Commission is still
looking for a new Commissioner, and people can apply online or by calling City Hall.
Mayor Lindstrom:
• He attended the Unity Event on July 6. There were about 100-150 people that attended
out on the City Hall lawn. Melanie Leehy did the majority of the work to pull that event
together.
• The Ice Cream Social was a lot of fun, and he wants to give a big thanks to the Lions and
to staff for pulling that off.
City Administrator Thongvanh:
• He is still waiting on a response from Ramsey County Sheriff’s Office for an estimated
budget for contracted services. The city has also submitted a grant application to St. Paul
Foundation for an individual to assist the city on policing and inclusion. The city
requested $40,000.
• Additionally, he has been working on the budget, and at the next workshop the Council
will discuss the preliminary budget, covering special revenues and debt service. The
2015 and 2017 pavement management projects will be reflected in the debt service, and
estimated increase of $150,000 in debt service per year.
I. COMMUNITY FORUM:
Tom McNitch- 1508 Iowa Ave W:
Since last year, he has been attending the Governor’s Council on Law Enforcement and
Community Relations. They met yesterday, and part of the materials that were distributed
included the Falcon Heights Task Force Recommendations. There was an exceptional effort that
went into those recommendations.

Item Budget Amendments
Description
These book keeping entries improve the financial statements for year end.
Fund 209:
The County street project at the intersection of Larpenteur and Snelling required
relocating some city street lights. The city previously agreed to cost sharing of this
project at an estimate of $13,100. The budget line item 209-4209-87120 needs to be
increased this amount since the agreement was completed after the 2017 budget
was approved.
Fund 403:
During 2017 the city needed to replace a roof top furnace unit, a sweeper broom for
the John Deere mower, and a new air compressor for the city shop. These items
experienced failure during the year and needed to be replaced. The budget line
item in the Park Public Works Capital Fund was originally budgeted at $7,500. The
budget line item needs to be amended to be $23,000, an increase of $15,500.
Budget Impact Increase budget line item 209-4209-87120 to be $16,100 from $3,000.
Increase budget line item 403-4403-91000 to be $23,000 from $7,500.

Item MN Department of Natural Resources – Fire Department Volunteer Fire Assistance
(VFA) Matching Grant
Description
Every year the Fire Department submits an application with little success, except
for this year. The application was submitted to purchase pagers and radios. The
request is to purchase five (5) pagers and one (1) radio.
Budget Impact The impact on the capital fund is over $2,500 because of the matching requirements
for the grant.

Item Approve Payment #4 to Valley Paving, Inc. for the 2017 Pavement Management Project
Description
On March 22, 2017, the City Council awarded the 2017 Pavement Management Project
(PMP) to Valley Paving, Inc.
Payment #4 is in the amount of $281,898.80 and includes the following work:
• Grading
• Watermain replacement
• Concrete curb and gutter
• Sidewalk
• Paving
With this pay estimate, the total amount paid to date on this project is $890,575.31 or
65.91% of the original contract price.
Budget
Impact
Of the $281,898.80 being paid to the contractor, $68,824.43 will be reimbursed to the City by
Saint Paul Regional Water Services for watermain related work.
This project is being funded from the following sources:
• Special Assessments
• Municipal State Aid (MSA) dollars
• City funds (infrastructure, utility)
• Saint Paul Regional Water Services

Item Appointment of Olivia Demerath to the Park & Recreation Commission
Description
City Staff has interviewed and recommended Olivia Demerath to Mayor
Lindstrom for final recommendation for the Park and Recreation Commission.
Olivia Demerath is interested in government and interested in volunteering on
a committee for the betterment of the community. Olivia is on the speech team
at her high school and she would like to develop her critical thinking, problem
solving and public speaking skills through local government.

In Which Capacity Would You Like to Serve?: I would like to serve as a teenage representative on the
Parks and Rec Comission.
What is the Reason You Would Like to Serve?: I'm really passionate about the protection of our
environment and getting involved with the care and keeping of our parks in Falcon Heights seems like a
great way to do that. I can offer a unique perspective as a younger person who frequently uses our parks
and wants to help them improve. I'd like to learn from fellow committee members about how these
community decisions are made and gain a better understanding of environmental space improvement in
our area.
List Prior (Previous) Public Service: I have volunteered with the Women's Advocates Domestic Violence
shelter and Project Home. I have also been apart of a racial justice committee at the Twin Cities Friends
Meeting.
Other Relevant Background (Other Comments): I'm apart of the speech team at my school and have
developed an interest in public speaking and community betterment.

Item Community Solar Garden First Amendment
Description
BHE Renewables has to report that they currently have 38 gardens up and running,
and the remaining 60 gardens well under construction and all scheduled to be
service before the end of this year. BHE anticipates three projects (10 gardens) are
scheduled to reach commercial operations in late November.
With winter conditions just around the corner and Xcel getting a bit backed up on
certifying BHE projects for interconnection and commercial operations, BHE would
like to ask the City for an extension. The deadline for commercial operation is
currently set as December 31, 2017. BHE requested an amend to the subscription
agreement and would like to proposed a deadline of April 30, 2017.

FIRST AMENDMENT TO SOLAR GARDEN SUBSCRIPTION AGREEMENTS THIS FIRST AMENDMENT (the “Amendment”) to the Solar Garden Subscription Agreements listed in Exhibit A (the “Agreement(s)”), by and between City of Falcon Heights (“Subscriber”) and Owner, each as defined within the respective Subscription Agreement, (each, a “Party” and, collectively, the “Parties”), is effective as of this _____ day of __________, 2017 (the “Effective Date”). Unless otherwise defined herein, all capitalized terms shall be given their
respective meanings as set forth in the Agreement.
WHEREAS, pursuant to each Agreement, the respective Owner thereunder, in connection with developing, owning, operating and maintaining a Community Solar Garden, sold and allocated the right to receive certain Credits to Subscriber; and
WHEREAS, each of the Parties desire to amend the date whereby either Party may
terminate the Agreement if by such date commercial operations of the respective facility has not occurred.
NOW, THEREFORE, in consideration of the mutual agreements set forth herein, and for other valuable consideration, the receipt and sufficiency of which are hereby acknowledged, the Parties hereby agree as follows:
1. Amendments. The Parties hereby agree that each Agreement listed in Exhibit A, attached hereto and made a part hereof, shall be amended as follows:
1.1 Commercial Operation Date Deadline. Section 3(a) of the Agreement is hereby amended by replacing the date for which the Commercial Operation Date must be achieved, specified as “December 31, 2017” with the date “April 30, 2018”.
2. No Other Changes. Except as set forth in this Amendment, each Agreement listed in Exhibit A shall remain in full force and effect, provided that in the event of conflicting clauses, this Amendment shall govern. Nothing in this Amendment shall cause any entity to become a party to any Agreement to which it was not already a party.
