Also present were Clerk Administrator Barnes, Attorney Kenefick and Engineer Lemberg. 6~ PRESENT Moved by Councilman Steele and seconded by Councilman Labalestra APPROVAL OF to approve as corrected and amended the minutes of June 23, 1977. JUNE 23, 1977 Upon a vote being taken the following voted "aye": Mayor Warkentien, MINUTES Councilmen Black, Steele, Ecklund and Labalestra. The following voted "nay": None. Motion carried. Moved by Councilman Ecklund and seconded by Councilman Black to approve the Consent Agenda with the exclusion of Hermes License 4387, as follows: 1. Building Inspector Report 2. Councilman Steele suggested to Council that it would be an advantage POSTAGE METER to the operations of the City of Falcon Heights to have a Postage FOR CITY HALL Meter. Council directed Clerk Administrator BArnes to look into the costs and report back to the Council his findings. I' ~J MINUTES SPECIAL CITY JULY 7, 1977 Page 5 COUNCIL MEETING ~s7 Fire Chief Jerry Renchin noted to Council that a new member was accepted by the Fire Department on July 5, 1977, pending physical and Council approval. Name: William F. Terrault, Age: 39, is employed by Bell Telephone and resides at 1718 N. Fry. Mayor Warkentien moved, seconded by Councilman Black to accept application, subject to supplying physical report and 6 months probation. Upon a vote Being taken the following voted "aye": Mayor Warkentien, Councilmen Black, Ecklund, Steele and Labalestra. The following voted "nay": None. Motion carried. FIRE DEPT. REPORT - NEW MEMBER Fire Chief Jerry Renchin noted to Council the Falcon Heights Fire FIRE DEPT. Department in conjunction with Roseville and the Sheriff's Dept. HAR-MAR DISPLAY were having a four day display at Har-Mar on Hypertension starting on July 6th. They have had a good response and also noted it is doing a good job of public relations for the City. Mayor Warkentien made note of and thanked Fire Chief Renchin for his report. Councilman Black moved and was seconded by Councilman Steele, the variance request for a garage at 1422 W. Larpenteur be referred to the Planning Commission for their July 11th meeting and that the applicant, Charles Skweres be requested to get written approval of the two adjoining neighbors. Request will be put on the July 18th Council agenda. Upon a vote being taken the following voted "aye": Mayor Warkentien, Councilmen Black, Ecklund, Steele and Labalestra. The following voted "nay": None. Motion carried. The following voted against same: None. Motion carried. Clerk Administrator Barnes noted to Council the report on re- planting of boulevard trees. The State Department shall pay 50% of the cost of the sanitation program, not to exceed $40 per tree. The number of trees that can be planted under this program can not exceed the number of trees removed in 1976. Councilman Steele moved seconded by Councilman Ecklund to re- imburse the private citizen for the purchase and planting cost on public property, but not to exceed the cost of trees the City acquires and delay planting till spring. Upon a vote being taken the following voted "aye": Mayor Warkentien, Councilmen Black, Ecklund, Steele and Labalestra. The following voted "nay": None. Motion carried. VARIANCE REQUEST 1422 W. Larpenteur YOUTH SERVICE JOINT POWERS AGREEMENT RESOLUTION 77-18/x, SHADE TREE SANITATION REPLANTING PROGRAM PURCHASED TREES PUBLIC PROPERTY BY CITIZEN MINUTES SPECIAL CITY COUNCIL MEETING JULY 7, 1977 Page 6 Attorney Kenefick reported to Council on six (6) chapters of the Codification. No adoption motion was made on each chapter, Attorney Kenefick will make the changes discussed and report to the Council at their regular meeting on July 28th for vote and adoption. 1 Clerk administrator Barnes brought up for discussion the assessed valuation of the Milton Cohen property. Clerk Administrator Barnes stated that he had met with the State, Ramsey County Assessor and Milton Cohen. Due to a retroactive loss of $479.00 deducted from our current taxes, the City of Falcon Heights will have to watch and make sure the County assessor is reviewing this annually. Deferred to the July 28th meeting. Clerk Administrator Barnes was requested to call Florence Chambers so she would be aware of the meeting date. • ~ s$ CODIFICATION DISCUSSION COHEN PROPERTY ASSESSED VALUE REDUCTION CRIME WATCH PROGRAM REPORT Dave Anderson appeared before the Council regarding the park fence PARK FENCE posts for installation of donated materials. Due to the donation of fabric for the fence, he is requesting a top and bottom rail for said park fence, and alternate bid for installation. Motion was made by Mayor Warkentien seconded by Councilman Steele to have Dave Anderson get three (3) bids in writting sent to Clerk Administrator Barnes, to be presented at the July 28th meeting. Upon a vote being taken the following voted "aye": Mayor Warkentien, Councilmen Black, Ecklund, Steele and Labalestra. The following voted "nay": None. Motion carried. There was a discussion by Council regarding Herme's Floral Co.'s license for christmas tree sales. Herme's Floral will not be required to obtain a separate corporate license for the sale of christmas trees, but the party taking over the selling of the tree's will have to take out a license of their own. Motion was made by Councilman Labalestra seconded by Councilman Ecklund to cancel license 4387 and refund money. Upon a vote being taken the following voted "aye": Mayor Warkentien, Councilmen Black, Ecklund, Steele and Labalestra. The following voted "nay" None. Motion carried. HERME'S XMAS TREE LICENSE DISCUSSION The City Council of Falcon Heights received a letter from Gary LETTER FROM Marshall stating during August the following positions will be GARY MARSHALL open - three vacancies on the Community Correction Advisory Board, RAMSEY COUNTY positions to be fill in August are to citizens positions, these DEPUTY COMM. are for two years from date of employment. Position of Medical Dr. will be recommended after August. Deadline for application to participate in the State Shade Tree APPLICATION FOR Program is July 1, 1977. SHADE TREE PROGRAM i; I u MINUTES SPECIAL CITX COUNCIL MEETING JULY 7, 177 Page 7 Mayor Warkentien informed Council of a letter he received relating to immediate State Grants for Outdoor Athletic Court .Facilities, 1977 State Letislature at the request of Gov. Perpich, enacted an Outdoor Recreation Grant program to be funded by the proceeds in the sale of bonds. Included in a new program which provides 50% of the developing cost of an outdoor authletic court facility for: tennis, basket ball, vollyball and handball.. ~• ~ ss MINNESOTA YOUTH INC. Clerk Administrator Barnes reported to Council on the HRA Section 8 Rent Assistance program for qualified individuals and families. In summary, we are going to need assistance in handling the application forms and the investigation of each applicant. Each applicant must meet low and moderate income limits depending on family size. Persons selected will pay no more than 25% of their income towards their rent. Metro HRA will pay the difference. The City Council will go into further detail at the July 28th meeting. Councilman Steele noted to Council he had been contacted by Mr. Richard Kranz to plow the alley between Simpson - Arona anytime it ow ~o,.~ a contract basis. They can not charge citizens in view of Hey would have to charge the City of Falcon Heights. He had talke with all of his neighbors who have garages on the alley and can collect enough money from what they say the cost will be to last for approximately ten years. He wants to know if we will permit them to contract with Roseville and Roseville will bill us, and the citizens would have an escrow fund set up with the City of Falcon Heights. No action taken. Deferred to July 28, 1977 by request of Councilman Labalestra. Clerk Administrator Barnes noted to Council he would like to stock pile black dirt to fill in the holes caused by stump removal and also for our maintenance crew to use as needed. But would only be available during office hours for citizens. Donation from the City of Lauderdale was noted to Council by Clerk Administrator Barnes. Softball - $103.00 and Tennis - $25.00. Councilman Steele moved, seconded by Mayor Warkentien to adjourn the meeting at 11:00 p.m. Upon a vote being taken the following voted "aye": Mayor Warkentien, Councilmen Black, Ecklund, Steele and Labalestra.
