REGULAR CITY COUNCIL MEETING

AUGUST 11, 1977
The regular meeting of the Falcon Heights City Council was called
to order by Acting Mayor Blac7c at 7:25 p.m.
Acting Mayor Black, Counci]men Steel and Labalestra. Als o PRESENT
present were Clerk Administrator Barnes, Engineer Lemberg,
Attorney Jack VandeNorth, sitting in for Attorney Kenefick.
Mayor Warkentien was on vacation.
Moved by Councilman Labalestra, seconded by Councilman
Steele to approve the Consent Agenda as follows:
1. Fire and Rescue reports 67, 68, 70 and 71
2. General Disbursements in the amount of $36,127.76
3. Liquor Disbursements in the amount of $19,245.02
4. Licenses

Councilman Steele moved, seconded by Acting Mayor Black, APPROVAL OF
to approve the minutes of July 28, 1977 as corrected. MINUTES OF

Dr. David French appeared before Council and answered
questions on the use of Arboteck as an alternate to
Vapam. Dr. French does not have positive feelings
that Arboteck will work, however, it has a better possi-
bility of working than other methods. Dr. French
suggested to Council it should be used on remaining
trees along streets to stop the infection from moving
up the street. Dr. French also stated to Council we
should draft a proposal to the State Department of
Agriculture for a grant for injecting Arbotech on an
experimental basis. Councilman Steele moved, seconded
by Acting Mayor Black, requesting Clerk Administrator
Barnes and Dr. French to write a proposal to be presented
to the State Department of Agriculture. Upon a vote being
taken, the following voted "aye": Acting Mayor Black,
Councilmen Steele and Labalestra. The following voted
"nay": None. Motion carried.
Mr. Bruce Rushton - 1469 California appeared before the
Council regarding a boulevard tree removed at 1471
California. Clerk Administrator Barnes requested the
tree be removed as it was a hazard. Mrs. Rose Ford,
Northland Tree Service requested confirmation from the
Clerk Administrator before removing the tree. Further
discussion is deferred until full Council is present.

Mr. Ray Schommer, 1497 Idaho, apeared before Council IDAHO CURB
regarding the street improvements on Idaho, from Arona 8 GUTTER
to .Pascal and asked Council what is going to be done.
Engineer Lemberg reported to Council problems with
grading on Idaho. There is going to be re-shaping and
grading done to correct water run-off problems.
Clerk Administrator Barnes reported to Council the two IDAHO-SNELLING
bids received for the extra materials and erection of PARK FENCE BID
the Idaho-Snelling Park fence. The specifications
quoted on, were drawn up by Dave Anderson. The Viking
Fence bid was $458.00 with out the bottom rail: the
Crowley Fence bid was $627.55 with out the bottom rail.
Councilman Labalestra moved, seconded by Acting Mayor
Black to award the contract to Viking Fence at the
cost of $458.00 with out the bottom rail.. Upon a vote
being taken, the following voted "aye": Acting Mayor Black,
Councilmen Steele and Labalestra. The following voted "nay":
None. Motion carried.

Councilman Labalestra reported to Council the need for
a new ice machine, Refrigeration Systems will be sub-
mitting a bid. Deferred to a meeting after the bid is
received.
Councilman Labalestra reported to Council the need for
a new vacuum cleaner for the Municipal Liquor Store.
It was noted that repair of the old one would be a waste
of money. Councilman Labalestra moved, seconded by
Acting Mayor Black to purchase a new vacuum cleaner not
to exceed $180.00. Upon a vote being taken, the following
voted "aye": Acting Mayor Black, Councilmen Steele and
Labalestra. The following voted "nay": None. Motion
carried.
Moved by Councilman Labalestra, seconded by Acting
Mayor Black, to have Universal Sign Company remove the
sign at the Municipal Liquor Store at the cost of $135.60.
Upon a vote being taken, the following voted "aye":
Acting Mayor Black, Councilmen Steele and Labalestra.
The following voted "nay": None. Motion carried.

Councilman Steele requested that Clerk Administrator DOG LICENSES
Barnes publish the new fee and licensing procedure for
dogs in the official newspaper. In addition, this in-
formation should be displayed in the designated posting
stations in the city.
Moved by Councilman Steele, seconded by Acting Mayor STATE FAIR
Black, to approve the porposed posting of "NO PARKING" PARKING
signs on the fire hydrant side of the street as shown
on the map submitted by the Clerk Administrator, during
the State Fair as follows:
1. All of the Northome Addition
2. Water hydrant side on Albert, Holton, Pascal,
Simpson, Arona, Asbury and Crawford, south of
Garden Avenue to Larpenteur.
3. All of Hollywood Court including the alley.
4. St. Marys, Fry, Maple Knoll Drive and Garden
Avenue west of Snelling.
5. Fairview Avenue 1,300 feet north of Larpenteur
on both sides.
6. Tatum 1,300 feet north of Larpenteur.
7. Lindig Street on water side, including CuldaSac.
8. Larpenteur Avenue on both sides between Hamline
and Cleveland.
Upon a vote being taken, the following voted "aye": Acting Mayor
Black, Councilmen Steele and Labalestra. The following voted
"nay" None. Motion carried

Moved by Councilman Labalestra, seconded by Councilman ADJOURNMENT
Steele to adjourn at 9:25 p.m. Upon a vote being taken,
the following voted "aye": Acting Mayor Black, Council-
men Steele and Labalestra. The following voted "nay":
None. Motion carried.
