OCTOBER 27, 1977
A regular city council meeting of the City of Falcon
Heights was called to order by Mayor Warkentien at 7:30 p.m.
Mayor Warkentien, Councilmen Black, McGough, Steele and PRESENT
Labalestra. Also present, Clerk Administrator Barnes,
Engineer Lemberg and Attorney Kenefick.
None. ABSENT
Councilman Black, moved, seconded by Councilman Labalestra CONSENT
to approve the conset agenda as follows: AGENDA
1. Ramsey County Sheriff Report
2. Fire and Rescue Reports 95, 96, 97, 98 and 99.
3. General disbursements in the amount of $37,117.00
4. Liquor disbursements in the amount of $41,161.42
5. License:

Upon a vote being taken the following voted "aye": Mayor
Warkentien, Councilmen Black, McGough, Steele and Labalestra.
The following voted "nay": None. Motion carried.
Rep. Walter R. Hansen appeared before council regarding JOB CORP
the location of the Job Corp. Youth Center at the Bethel YOUTH CENTER
College site on Snelling Avenue. Rep. Hansen reported to REP. WALTER
Council he had heard that the buildings had already been R. HANSEN
purchased by the Federal Government. Rep. Hansen asked
for support in opposing the proposed site, and requested
the city council prepare a resolution. to be presented to
Gov. Perpich that he not approve the proposed site. Others
in attendence opposing the sale were from Como Community
District #10.

Roger Petersen and Vern Peterson of the Association of ASSOCIATION OF
Metropolitan Municipalities appeared before council METROPOLITAN
with a slide presentation on what the association can MUNICIPALITY
provide the municipalities. .After the slide. presentation, MEMBERSHIP
there was a question and answer period. No action
taken.
Mr. Stan Peskar appeared before council on behalf of the
League of Minnesota Cities regarding membership for
Falcon Heights. Mr. Peskar explained to the council
services the league provides for municipalities. The
State League coordinates its efforts and services with
the Association of Metropolitan Cities. Councilman
Black moved, seconded by Councilman McGough to defer
the matter of both memberships to the November 10,1977
meeting, Upon a vote the following voted "aye": Mayor
Warkentien, Councilmen Black, McGough, Steele and
Labalestra. The following voted "nay": None. Motion
carried.
Brad Lemberg City Engineers presented to council the
three plans submitted by Norbert Hermes to provide_a
parking lot on Lot 7 of the Crossroads north of their
existing shopping center. Engineer Lemberg suggested
to council they should adopt Plan A as it is most
desirable, but a few minor changes should be made.

Councilman Black moved, seconded by Councilman Labalestra MINUTES OF

Councilman Labalestra moved, seconded by Mayor Warkentien
to approve the George Hansen Auditing Firm to audit the
Cities 1977 books, including the liquor store accounts
at a cost not to exceed $4,000.00. Upon a vote being
taken the following voted "aye": Mayor Warkentien,
Councilmen Black, McGough, Steele and Labalestra. The
following voted "nay": None. Motion carried.
Clerk Administrator Barnes submitted to council a survey
showing the number of trees to be provided in the N.E.
Quadrant of the City as follows:

Council brought up for discussion the second meeting of
November which falls on Thanksgiving Day. Councilman
Steele moved, seconded by Councilman Labalestra to set
a special meeting for November 22nd at 7:30 p.m. and
dispense with the regular meeting of November 24, 1977.
Upon a vote being taken, the following voted "aye":
Mayor Warkentien, Councilmen Black, McGough,Steele and
Labalestra. The following voted "nay": None. Motion
carried.
Councilman McGough moved, seconded by Councilman Black
to appoint Councilman McGough, Black and Labalestra to
the canvessing board for November 9, 1977. Upon a vote
being taken the following voted "aye": Mayor Warkentien,
Councilman Black, McGough. The following abstained:
Councilmen Labalestra and Steele, the following voted
"nay": None. Motion carried.

Council discussed entering into a contract with Minnesota
GASP Federal Surplus purchasing. Councilman Steele
moved, seconded by Councilman Black to participate in the
program with a maximum limit of $500.00 per item, and
authorize Clerk Administrator Barnes, Vincent Wright
and Fire Chief Jerry Renchin to purchase items. Upon
a vote being taken, the following voted "aye": Mayor
Warkentien, Councilmen Black, McGough, Steele and
Councilman McGough offered his services to advise on some
items due to his experience in this type of purchasing.
Council agreed the staff consult with Councilman McGough
on purchases.
Councilman McGough moved, seconded by Councilman Labalestra
to authorize the installation of a city owned radio for
Fire Chief Jerry Renchin's private car for a total cost
of $80.00. The radio to be installed is an RCA,
Type CACA6M, Fee N06T260G, serial J-04412-2. Upon a vote
being taken, the following voted "aye": Mayor Warkentien,
Councilman Black, McGough, Steele and Labalestra. The
following voted "nay": None. Motion carried.
Councilman Labalestra moved, seconded by Councilman Steele
to recind the motion made at the October 13, 1977 meeting
regarding the Larpenteur Avenue median cut in front of
the City Hall and Fire Station. Upon a vote being taken,
the following voted "aye": Mayor Warkentien, Councilmen
Black, McGough, Steele and Labalestra. The following
voted "nay": None. Motion carried.

Councilman McGough moved, seconded by Mayor Warkentien RAMSEY COUNTY
to authorize Clerk Administrator Barnes to enter into ENGINEER -
an agreement with Ramsey County Highway Dept. to proceed MEDIAN CUT
with the median cut on Larpenteur Avenue in front of
City Hall and the Fire Station, sharing in the cost not
to exceed $1,200, using undesignated funds on hand. Upon
a vote being taken, the following voted "aye": Mayor
Warkentien, Councilmen Black, McGough, Steele and
Labalestra. The following voted "nay": None. Motion carried.

Clerk Administrator Barnes presented to council the bids
received for the drapes for the council chambers and the
fire hall as follows:
J. C. Penney $1,279.00
Studio D 1,397.00
Wards 1,396.00
Clerk Administrator Barnes was requested to get further
quotes with Thermo lining in lieu of lined drapes. The
new quotations will be discussed at the November 10, 1977
:~~eeting.
Attorney John Kenefick informed council that the city
may post sample ballots in lieu of publishing providing
a resolution is posted. The resolution to dispense with
publication is as follows:

Mayor Warkentien moved, seconded by Councilman Steele to
adopt Resolution 77-26. Upon a vote being taken the
following voted "aye": Mayor Warkentien, Councilmen
Black, McGough, Steele and Labalestra. The following
voted "nay": None. Motion carried.
Councilman McGough reported to council the meeting held on
the 27th of October, 1977 at Hafners with Capt. Spencer,
of the Ramsey County Sheriff's Office. In attendance
with Councilman McGough were: Mayor Warkentien, Clerk
Administrator Barnes and George Weber. A discussion of
policing policies were re~r~ewed so that Councilman McGough
would have a more th_ourogh understanding to carry out his
assignment as council representative for policing.

Councilman Labalestra reported to council the Municipal
Liquor Store income and Expense report for the month
of September, 1977
Councilman Steele moved, seconded by Mayor Warkentien
to adjourn the meeting at 11:30 p. m. Upon a vote being
taken, the following voted "aye": Mayor Warkentien,
Councilmen Black, McGough, Steele and Labalestra. The
following voted "nay": None. Motion carried.
