HomeMy WebLinkAboutCCMin_77Nov22_SpecialMINUTES SPECIAL CITY COUNCLL MEETING i t~] NOVEMBER 2 2, 19 7 7 1 i c7 1 A special city council meeting of the City of Falcon Heights was called to order by Mayor Warkentien at 7:30 p.m. Mayor Warkentien, Councilmen Black, McGough and Steele. PRESENT Also present were Clerk Administrator Barnes and Attorney Kenefick. Councilman Labalestra was delayed due to a prior engage- DELAYED ment. Fire Chief Jerry Renchin reported to council that specifications for the fire truck had been drawn up. Mayor Warkentien moved, seconded by Councilman Black to authorize Clerk Administrator Barnes to advertise for bids on the 6th of December, 1977, for bid opening on December 27, 1977 at 2:00 p.m., with the formal bid awarding to be at a special council meeting to be held on the 29th of December, 1977, at 8:00 p.m. Upon a vote being taken, the following voted "aye": Mayor Warkentien, Councilmen Black, McGough and Steele. The following voted "nay": None. Motion carried. Councilman McGough moved, seconded by Councilman Black to approve the Consent Agenda as follows: 1. Fire 8 Rescue Reports: 103, 104, 105, 106, 107 and 108 2. Ramsey County Sheriff Report: October 1977 3. General Payroll in the amount of $3,763.77 Novembe r - 1st half. 4. Liquor Payroll in the amount of $2,001.40 Novembe r - 1st half 5. General Disbursements in the amount of $54,685.17 6. Sinking Fund Disbursement in the amount of $2,555 7. Liquor Disbursement in the amount of $14,836.48 8. General Corporate Licenses: Christmas Tree Licenses B. 8 J Florists #439 1871 W. Larpenteur Falcon Heights, Mn Roger W. The following voted "nay": None. Motion carried. Councilman Labalestra arrived at 7:50 p.m. HRA - Section 8 housing was discussed by council and guest speakers Sen. Neil Dieterich, Rep. Ms Wynnia, Phil Katzung, representing the Metropolitan Council and Phillip Chenoweth of the Human Rights Commission. Also, Mr. Andy Holdorf appeared and represented Commonwealth Terrace Co-Op Student Housing. The council is not against the housing program, however, it was felt that the elderly people of Falcon Heights should be better informed about the program and given a chance to apply.. Participants in the program pay at least 250 of their income for rent and the balance is paid by HUD. Councilman Black moved, seconded by Councilman McGough to extend Section 8 Housing to May 1, 1978, beginning December 1, 1977, At that time the program will be re-evaluated.. Upon a vote being taken, the following voted "ayes': Mayor Warkentien, Councilmen Black, McGough, Steele and Labalestra. The following voted "nay":. None. Motion carried. x.14 CONSENT AGENDA (CONT.) HRA-SECTION 8 HOUSING - HUMAN RIGHTS Sen. Neil Dieterich advised council he had received SEN. NEIL the ctyts letter in respect to Gas Tax Funds and its DIETER2CH - use and will become more informed in the area of its GAS TAX use and to consider legislative change. The City of Falcon Heights has requested the League of Minnesota Cities to review the gas tax uses. Sen. Dieterich noted that it was a good idea to review this periodically. Council discussed the monies available and the restric- tions placed against it, as there are many other areas this could be used. Attorney John Kenefick reviewed Gas Installer license MONTGOMERY #338 for Montgomery Wards. Wards subcontracts the WARDS - GAS jobs, but are responsible for the installation. INSTALLERS Attorney Kenefick read a letter received from Wards LICENSE explaining this.. Councilman McGough moved, seconded by Councilman Steele to approve license #338 issued to Montgomery Wards. Upon a vote being taken the following voted "aye": Mayor Warkentien, Councilmen Black, McGough, Steele and Labalestra. The following voted i~nay": None. Motion carried. Upon a vote being taken the following voted "aye": Mayor Warkentien, Councilmen Black, McGough, Steele and Labalestra. The following voted "nay": None. Motion carried. 1 Mayor Warkentien read to .council a letter of resigna- tion received from Leo Ohman, a member of the Planning Commission effective October, 1977. Mayor Warkentien moved the acceptance with regret and thanks for the fine services rendered by Mr. Leo Ohman over the years. Councilman Black seconded. Council requested Clerk Administrator Barnes to prepare a written commendation and letter of thanks for his years of service. Upon a vote being taken, the following voted "aye": Mayor Warkentien, Councilmen Black, McGough, Steele and Labalestra. The following voted "nay": None. Motion carried. Mayor Warkentien moved the 1794 Tatum to the Planning approval to fill the unexp Councilman Black seconded. the following voted "aye": mem Black, McGough, Steele voted "nay": None. Motion appointment of Harold Nilsen, Commission with council iced term of Leo Ohman. Upon a vote being taken Mayor Warkentien, Council- and Labalestra. The following carried. Mayor Warkentien reviewed for approval the partial payment to C.S. McCrossan in the amount of $41,728, for the Idaho and Hollywood Court improvement. Mayor Warkentien moved, seconded by Councilman Steele to approve payment as submitted. Upon a vote being taken, the following voted "aye": Mayor Warkentien, Councilmen Black, McGough, Steele and Labalestra. The following voted "nay": None. Motion carried. Clerk Administrator Barnes suggested to council that Larpenteur Avenue be posted No Parking on both the north and south side from Cleveland Avenue to Fry Street. This request was made due to the county's concern for snowplowing. Council suggested the County Engineer make a request before council reviews the matter. Defered to the next meeting. LEO OHMAN RESIGNATION PLANNING COMMISSION APPOINTMENT - H. Nilsen PARTIAL PAY- MENT - C.S. McCROSSAN LARPENTEUR AVENUE "NO PARKING" Councilman Black moved, seconded by Councilman PLANNING Labalestra to adopt the By-Laws of the Planning COMMISSION Commission as submitted. Upon a vote being taken, BY-LAWS the following voted "aye": Mayor Warkentien, Council- men Black, McGough, Steele and Labalestra. The following voted "nay": None, Motion carried. MINUTES SPECIAL CITY COUNCIL MEETING ~ 1 6 NOVEMBER 22, 1977 Page 4 Councilman Black reported that School District 623 TENNIS COURT might be favorable toward installation of tennis courts FALCON HEIGHTS at the Falcon Heights Elementary School.. It would take SCHOOL further negotiations as to the responsibility for the installation costs. Councilman Black volunteered to look into the matter and report back at a later date. Attorney Kenefick reviewed with council the specifica- INSURANCE tions for city insurance that was expiring Jan. 1, 1978. BPECIFICATION He suggested to council that the General Automobile Liability (Bodily Injury) requirements be at $100/$300 as stipulated by State Statutes. Attorney Kerffick further suggested the council retain the General Liquor Liability (dram shop) at $250/$500 as required by State Statutes. Councilman Black moved, seconded by Councilman Steele to authorize Clerk Administrator Barnes to prepare a cover letter to accompany the insurance specifications for 1977, with City Attorney's reccomendations, excluding the Institutional Policy as it does not expire until January 1979 and forward a set to numerous insurance companies for their consideration of a bid. Upon a vote being taken the following voted 11aye": Mayor Warkentien, Councilmen Black, McGough, Steele and Labalestra. The following voted "nay": None. Motion carried. The Liquor Store financial report for October 1977 was LIQUOR STORE noted. REPORT - OCTOBER 1977 Councilman McGough moved, seconded by Mayor Warkentien ADJOURNMENT to adjourn the meeting at 10:50 p. m.
