Also present were Clerk Administrator Barnes, Attorney Kenefick and Engineer Lemberg. A regular meeting of the Falcon Heights City Council was called to order by Mayor Warkentien at 7:30 p.m. None. ABSENT Councilman Steele moved, seconded by Councilman McGough CONSENT to approve the Consent Agenda as follows: AGENDA 1. Fire and Rescue reports 109, 110,111, 112 & 113. 2. Building Inspectors Report - November, 1977 3. General Disbursements in the amount of $11,111.69 (December) 4. Liquor Disbursements in the amount of: $10,403.88 (December) 5. General Payroll - Last half - Nov. $3,883.87 6. Liquor Payroll - Last half - Nov. $1,829.15 7. General disbursements - Nov. $41,954.61 8. Sheriff Report - November Upon a vote being taken the following voted "aye": Mayor Warkentien, Councilmen Black, McGough, Steele and Labalestra. The following voted "nay": None. Motion carried. Council discussed the Sheriff report for the month of November, 1977. The council would like to see a more detailed report submitted. Councilman Steele suggested to council to look into the possibility of more rotation of the patrols for Falcon Heights. Councilman McGough was requested to check into the report and ask for supportive documents of the report. Councilman Black presented to Mr. Leo Ohman a certifi- cate of appreciation from the City of Falcon Heights for his years of service on the Planning Commission, January 9, 1958 to October 31, 1977. Councilman Black commented that the city was fortunate in having Leo working on the planning commission all these years and appreciated working with him. Mr. Leo Ohman addressed the council and stated he has enjoyed his association with the planning commission and he felt that Falcon Heights was a fine place to live and thanked the Mayor and council for the certifi- cate. SHERIFF REPORT LEO OHMAN CERTIFICATE OF APPRECIA- TION MINUTES REGULAR CITY COUNCIL MEETING DECEMBER 8, 1977 Page 2 Councilman Black read a letter from Mayor Loren L. Law, Richfield, regarding the Minnesota Mayors Assoc. meeting that was held in Bloomington. At the meeting certificates of appreciation were presented to several Mayors with long and outstanding services to their communities. Mayor Warkentien was unable to attend the meeting due to a pr~i.~or engagement, so the certifi- cate was mailed, to be presented at a regular city council meeting. Mayor Warkentien present pictures taken by Bonestroo, Rosene, Anderlik and Assoc., Inc. of the Falcon Heights Community Park and it was suggested they be framed and placed in the council chambers. Councilman Black moved, seconded by Councilman McGough to approve the minutes of November 22, 1977 as amended and corrected. Upon a vote being taken, the following voted "aye": Mayor Warkentien, Councilmen Black, McGough, Steele and Labalestra. The following voted "nay": None. Motion carried. Councilman Steele moved, seconded by Councilman Labalestra to approve the final payment to C.S. McCrossan - Resolution 77-30 in the amount of: $6,668.44: RESOLUTION 77-30 A RESOLUTION AUTHORIZING FINAL PAYMENT IN THE AMOUNT OF $6,668.44 TO C.S. McCROSSAN, INC. FOR THE IMPROVEMENT PROJECT IDAHO CURB AND GUTTER AND HOLLYWOOD COURT ALLEY AND STREET Upon a vote being taken the following voted "aye": Mayor Warkentien, Councilmen Black, McGough, Steele and Labalestra. The following voted "nay": None. Motion carried. Mayor Warkentien presented a letter from the Ramsey County Engineer regarding parking on Larpenteur between Cleveland and Fry, both sides. Cars are being parked for long periods of time and causing a traffic hazard and decreasing the capacity of the roadway. Councilman Labalestra moved, seconded by Councilman Black to direct Clerk Administrator Barnes to prepare a resolution to prohibit parking from Cleveland to Fry Streets, north and south sides of ~arpenteur for the entire year and forward to the Ramsey County Commissioner for consideration. Upon a vote being taken the following voted "aye": Mayor Warkentien, Councilmen Black, McGough, Steele and Labalestra. The following voted "nay": None. CLEVELAND TO FRY MINUTES REGULAR CITY COUNCIL MEETING DECEMBER 8, 1977 Page 3 Engineer Brad Lemberg reviewed the designated state aid streets for Falcon Heights. We are under desig- nated by a little more that a quarter of a mile and the maintenance payments we receive are figured on the mileage of designated streets, The city receives maintenance payments at the rate of $1,500 per mile per year. There may be some changes the council may want to make by taking the designation off Pascal and moving it to Tatum and Roselawn. The city can desig- pate 200 of the city streets. Designated streets are: Garden: Snelling to Hamline, Pascal: all the way through, Hoyt to Roselawn, Crawford: Arona to Snelling, Arona: Hoyt to Roselawn. Engineer Lemberg suggested concen- trating on Roselawn in conjunction with Roseville. The two city councils could get together on this project for the upgrading of Roselawn. Action tabled until staff members of Roseville, Falcon Heights and Ramsey County can work out certain details. Clerk Administrator Barnes submitted to council the animal control contract that MAPSI requested signed, and informed council of the rate increases. Mayor Warkentien moved, seconded by Councilman Steele to authorize Clerk Administrator Barnes to sign the contract for the year 1978. Upon a vote being taken, the following voted "aye": Mayor Warkentien, Council- men Black, McGough, Steele and Labalestra. The following voted "nay": None. Motion carried. Clerk Administrator BArnes presented a letter to council from the state regarding the planting of trees on Snelling Avenue. The state informed the city they do not permit planting of trees in the median and if the city desires to plant on the blvd.'s at their expense, they should submit a re- quest for approval as the state does not at present have funds available. Council requested Clerk Administrator Barnes to inform the state to consider the expenditure in their budget in the future. Clerk Administrator Barnes explained the water rate had increased, effective January 1, 19.78 and furnished an itemized listing of water rates St. Paul Water Dept. furnished for the cities information• Clerk Administrator Barnes reported that Roseville City Manager James Andre had called on Monday advising that Roseville was opposing taking street lighting over from Ramsey County as the cost for utilities will exceed the funds the County will reimburse the City. Mr. Andre requested the City of Falcon Heights support Roseville in the objection. Council decided not to pass a motion to accept the street lighting at this time and await the outcome of Roseville's objections. ~zs MUNICIPAL STATE AID STREET SYSTEM ANIMAL CONTROL CONTRACT TREE PLANTING SNELLING AVE. INCREASE IN WATER RATES STREET LIGHTING MINUTES REGULAR CITY COUNCIL MEETING DECEMBER 8, 1977 Page 4 Councilman Labalestra reported that a meeting was held on Monday, December 5, 1977 with Governor Perpich concerning the Job Corps. Como-Falcon Community Coalition members Michael Fritz and John Labalestra were present at the governor's house at the invitation of the governor. The main points of the discussion are as follows: 1. The governor informed the committee members that if no other acceptable site was discovered, the Job Corps would be allowed to locate at the old Bethel College site. 2. The governor said that he had created a committee to investigate other possible sites. Michael Fritz asked and the governor accepted the request that Robert Moder be appointed a committee member. 3. John Labalestra handed the governor a list of 13 possible sites for the newly appointed committee to examine. 4. The site committee, headed by Mr. Richard Brubacher State Chief Administrator, narrowed the selection of sites to four: a. St. Paul Hotel b. Children's Hospital, St. Paul c. St. Paul Depot d. Minnesota Mutual Insurance Bldg. 127 JOB CORP 5. John Labalestra asked the governor how he expected the Job Corps program to be successful without the backing of the community. The governor said he hoped the community would back the Job Corps. 6. Michael Fritz mentioned that there has never been a successful Job Corps located in a residentual neighbor- hood. 7. Mr. Fritz also pointed out that visitors to the Job Corps sites have presented many problems in the past. 8. John Labalestra stated that the City of Falcon Heights is hard-pressed to meet escalating police protection costs and that the city could not afford the additional costs of added police protection which the Job Corps program may necessitate. 9. John Labalestra also mentioned that businesses catering to the Job Corps students may cause a devaluation of property values in the business district. John Labalestra also stated ~~' JOB CORP-S(cont) the uncertainty of the future land use of the Bethel site if Job Corps were to discontinue their program. 1 11. Michael Fritz concluded that the Como-Falcon Community Coalition would pursue legal action if the governor were to approve the site. Mr. Fritz has stated that the pledges have topped the $7,000 mark. 12. The community's objection is not against the Job Corps program, but against the residential site location primarily due to increased crime as demonstrated in other Job Corps areas like Clinton, Iowa. Councilman Labalestra informed council that the Liquor LIQUOR STORE Store will be closed Monday, Dec. 26, 1977 and CLOSES Jan. 2, 1978. Councilman Steele moved, seconded by Councilman Black ADJOURNMENT to adjourn at 10:05 p.m. Upon a vote being taken the following voted "aye": Mayor Warkentien, Councilmen Black, McGough, Steele and Labalestra.
