HomeMy WebLinkAboutCCMin_71Jan143038 MEETING OF JANUARY 11~, 1971 The regti].ar meeting was called to order at 7:00 P.M. with the following mea-bers present: Mayor Warkentien, Councilmen Black, Ecklund, Stone and Taylor. Also present were Clerk Printon, Engineer Lemberg and Attorney Seed. Oaths of Office: Clerk The oath of office was administered by Mayor Warkentien Printon to John R. Printon, newly appointed Clerk-Administrator of Falcon Heights. Councilman The oath of office was administered by Clerk Printon to Stone Charles P. Stone, who was re-elected to serve as Councilman. Councilman The oath of"office was administered by Clerk Printon to Taylor James W. Taylor, newly elected Councilman of Falcon Heights. Justice of the The oath of office was administered by Clerk Printon to Peace Mannikko: Joseph L. Mannikko, who was re-elected to serve as Justice of the Peace of Falcon Heights. Minutes: Stone moved that the minutes of the December 23, 1970 meeting be approved as corrected. Black seconded and the motion carried. Ken Moore - Ben Moore, 18175 North Lex3.ngton Avenue, was present at Regarding the meeting and indicated great difficulty in getting Insurance: proper liability insurance to protect the Village in connection with the snow plowing. Councilman Black will check further into the matter. Appointments for Year 1971 - 4~fficial Stone moved that the Sun Newspapers be retained as Newspaper: official newspaper for the Village of Falcon Heights. Ecklund seconded and the motion carried. Attorney: Warkentien moved that the firm of Briggs and Morgan, represented by Peter Seed, be retained as Village Attorney. Black seconded and the motion carried. Engineer: Stone moved that the firm of Bonestroo, Rosene, Anderlik ~ Associates, represented by Brad Lemberg, be retained _ as consulting engineer. Taylor seconded and the motion carried. Building Black moved that Richard Magnuson be retained as Village Inspector: building inspector. Warkentien seconded and the motion carried. Civil Defense Stone moved that Henry Dachtera be retained as Civil Director: Defense Director at the same aa.lary as last year and Mrs. Dachtera as assistant without salary. Ecklund seconded and the motion carried. Gas Inspector: Weed Inspector: Acting Mayor: Electrical Inspector: 3039 Warkentien moved that Frank B. Eha be retained as gas inspector for the Village. Stone seconded and the motion carried. Ecklund moved that Ken Quarn be retained as weed in- spector. Taylor seconded and the motion carried. Warkentien moved that Charles Stone be re-appointed as gcting Mayor in theevent Mayor Warkentien is absent. Ecklund seconded and the motion carried. Black moved that Gilman Moe be retained as electrical inspector for the Village. Stone seconded and the motion carried. r: Safety Deposit Warkentien moved that the Village continue renting a Box: safety deposit box at the Falcon Heights State Bank as long as the bank remains in the Village. Stone secon- ded and the motion carried. Board of Health: The oath of office was admin:i.steeed to Keith I. Loken, 1615 Garden Avenue, by Clerk Printon, pursuant to his appointment to the Falcon Heights Board of Health, the term to expire December 31, 1973• Planning Commission: Black moved that the following members be re-appointed to the Falcon Heights Planning Commission, their terms to expire December 31, 1973. George W. Plant, Chairman, 1861 Moore Street Mrs. Ralph F. Berdie, Secretary, 2208 Folwell Gale E. Libby, 1868 Simpson Street Warkentien seconded and the motion carried. Municipal Bond Stone moved that the Village retain the firm of Duran Consultants: and Moody as municipal bond consultants. Taylor second- ed and the motion carried. Horticulturist: Ecklund moved that the Village retain Dr. C. Gustav Hard as Village Horticulturist. Warkentien seconded and the moti~in carried. Animal Control: Ecklund moved that the B & E Patrol be retained ~ furnish animal control services for the Village on a call basis. Warkentien seconded and the motion carried. Official Depository - Stone introduced the following resolution and moved Resolution 71-1: its adoption: RESOLVED that the Falcon Heights State Bank of Falcon Heights, Minnesota, be and is hereby designated as depository for the funds of the Village of Falcon Heights and the Village Treasurer is authorized to deposit general andother funds therein to the amount of two-hun- dred fifty thousand dollars ($250,000). 3010 RESOLVED FURTHER that the collateral shall be furnished by the Falcon Heights State Bank in lieu of the corporate of surety bond required by law~consisting of two-hundred forty-five thousand dollars ($215,000) face of U. S. Government Obligations accompanied by an assigmnent pro- viding that in case of default on the part of the Faloon Heights State Bank, the Council has full power and author- ity to sell the collateral or so much as may be necessary to realize the full amount due the municipality. RESOLVED FURTHER that checks of the Village of Falcon Heights drawn upon the said bank account shall be honored by said bank only if signed by the Mayor and Clerk-Treas- urer of the Village of Falcon Heights, Minnesota. In the absence of axiy one or more of the above, the acting Mayor's signature shall be honored in place of the Mayor, and the Deputy Clerk-Treasurer°s signature shall be honored in place of the Clerk-Treasurer. RE90LVED FURTHER that this designation shall be effec- tive until the end of the present calendar year providing the depository is located within the Village of Falcon Heights during this time. Applebaum°s Market - 1558 West Larpenteur Avenue 3. Borgstrom's Pharmacy - Hamline and Iowa Avenue !~. Falcon Heights Pharmacy - 1707 North Snelling Avenue Stone seconded and the motion carried. Representative and Ecklund moved, seconded by Taylor that the following Alternate resolution be adopted. Upon a vote being taken, the Representative - resolution was unanimously adopted. Ramsey County League of WHEREAS, the Village of Falcon Heights is a member°in Municipalities - good standing of the Ramsey County League of Municipalities, Resolution 71-2: and WHEREAS, the Village of Falcon Heights desires to con- tinue its participation in the Ramsey County League of Municipalities, NOY1, THEREFORE, BE IT RESOLVED that the Village of Falcon Heights hereby designates as ib3 repeesentative to the Ramsey County League of Municipalities for the period January 1, 1971 to December 31, 1971 - William Black. BE IT FURTHER RESOLVED, that the Village of Falcon Heights hereby designates Charles P. Stone as its alter- nate representative to the Ramsey County League of Muni- cipalities. 30l~1 1 Plumbing Inspector: Human Rights Taylor moved that Mayor Warkentien's appointment of Commission: Arley Waldo, 1736 Fry Street, be approved, as a member of the Falcon Heights Human Rights Commission, the term to expire May, 1973. Ecklund seconded and the motion carried. Taylor moved that Richard Alquist be retained as plumb- ing inspector for the Village. Ecklund seconded and the motion carried. Auditor: Taylor moved that Carl Pearson of Pearson and Company, Auditors, be engaged to do the 1970 audit of the books for the Village of Falcon Heights at a fee to be negoti- ated. Stone seconded and the motion carried. 1 Deputy Clerk-Treasurer: Taylor moved that the Council ratify the Clerk's appoint- ment of Genevieve Belgea as Deputy Clerk-Treasurer for 1971. Warkentien seconded and the motion carried. Insulating of Warkentien moved that the Village appropiate a maximum Warming Houses: amount of $100 per unit to insulate the warming houses at the Falcon Heights Elementary School and West Falcon Woods skating rinks, under the supervision of Richard Magt3nsen, building inspector, the work to be supplied by the local advisory committee members. Stone seconded and the motion carried. Recreation Warkentien moved that Miss Donna Seline, 1970 Recreation Director and Director, be engaged as the recreation director for the Assistant: suYruner of 1971 at a salary of $1000 and that she be re- quested to hire an assistant at a salary of $750. It was also requested that Donna and Mrs. Barbara Lukermann try to coordinate the Village recreation program with that of Roseville School District 623 and that the com- mittee be advised to employ teenagers at the rate of $1.35 per hour with the total salaries not to exceed $1000 for the eight week season. Black seconded and the motion carried. Human Rights Ecklund moved that Mayor Warkentien's appointment of Commission Mrs. Patricia Buschmann, 191. Black seconded and the motion carried. 1 Life Insurance - Black moved that the Village Council authorize the pur- John R. Printon: chase of a $5000 YJhole Life Insurance Policy covering John R. Printon, Village Clerk-Administrator, to be obtained from Vincent Schadegg, Agent, Mutual Service Insurance Companies, 891 South Robert Street, St. Paul, Minnesota, for an annual premium of $237.50. Warkentien seconded and the motion carried. Sewer Board Clerk Printon and Engineer Lemberg attended a meeting Meeting Attended by scheduled by the City of St. Paul and the Metro Sewer Clerk Printon and Board January 1!}, 1971. Clerk Printon stated that the Engineer Lemberg: residencies presently served by the City of St. Paul 3 will be billed in the future by the parent community. The amount of sewerage flow calculated would be attribu- table to the residency involved and would be deducted from the total flow of the City of St. Paul by the Metro Sewer Board. The maintenance of these sewers would be a cost arrived at during negotiations by the City of St. Paul and the Metro Sewer Board. Fire Reports: Ecklund read Fire Report Nos. 70-1.~1, ).~2, and 71-1.
