HomeMy WebLinkAboutCCMin_71Feb253 MEETING OF FEBRUARY 25, 1971 J The regular meeting was called to order at 9:15 P.M. with the following members present: Mayor Warkentien, Councilmen Black, Ecklund, Stone and Taylor. Also present were Clerk Printon, Engineer Lemberg and Attorney Seed. Minutes: Stone moved that the minutes of the February 11, 1971 meeting be approved as corrected. Ecklund seconded and the motion carried. 1970 Fire Department The January financial report was reviewed by the Council. Improvement Fund It was pointed out that $7500 was allocated for the Fire Allocation: Department Improvement Fund in 1970 and not $10,000 as indicated in the report. The Village Clerk stated that the adjustment would be made to indicate the correct amount. Correspondence Various letters of correspondence were read and ordered Read: filed. Village Office An estimate for the remodeling of the Village office was Remodeling Estimate presented by the Village Clerk. After discussion, the Presented: Village Engineer was directed to prepare plans and speci- fications for Council consideration. Utility Billing A letter was received from the 5t. Paul Sewer Department Letter from St. Paul regarding utility billing of perimeter residences now being Sewer Department: billed. by the City of St. Paul. The Village Clerk was directed to review the matter with representatives of the Metropolitan Sewer Board. Letter of Mayor Warkentien read a letter of recommendation for Steven Recommendation: A. Nelson, candidate for appointment to possible vacancy in the position of Justice of the Peace. Water Rate Study Brad Lemberg, Village Engineer reported on his attendance Meeting: at a meeting with the City of St. Paul regarding a water rate study. He stated that the Village of Roseville's position was to push for a water rate reduction while the City of West St. Paul had taken a "wait and see" position. He further stated that the City of St. Paul presented a voluminous report updating their water system. It was Mr. Lemberg's recommendation that the Village of Falcon Heights wait to see if St. Paul intends to raise water rates be- fore taking action. Roseville Proposed Mr. Lemberg also reported on a letter from the Metropoli- Sanitary Sewer tan Sewer Board regarding a proposed sanitary sewer im- Improvement: provement by the Village of Roseville, He stated that the improvement had no effect on the Village of Falcon Heights and that he would so inform the Sewer Board by letter. • Basement Flooding - The Council was informed that a seFaer plug on Iowa between Iowa Avenue: Snelling and Arona caused some basement flooding. The Roseville sewer department cleared the line and reported an apparent piece of pipe or steel in the line as the 3049 cause of the ?~ckage. He recommended the line be excavated and cleared of the obstruction this summer. Ramsey County The Village Attorney discussed at length a proposed Ramsey Municipal Court County Municipal Court System. He was directed by the System: V~Illage Council to draft a letter putting the Council on record as opposing such a bill. The Village Clerk was directed to contact the Village of Roseville regarding the possible merger of the two court systems. Fire Report: Ecklund read Fire Report No. 71-2. Recreation Advisory Black presented the January 11th and February 18th reports Committee Reports: of the Falcon Heights Recreation Advisory Committee. The reports are to be reviewed at the March 11th Council meet- ing. The Village Clerk was directed to contact Lloyd C. Nielsen, Superintendent School District No. 623, request- ing permission to use the Falcon Heights Elementary School playground for the 1971 summer recreation program. Mr. Black fuxther reported that the 1970 recreation agreement with the University of Minnesota and residents of Univer- sity Grove had expired. The Village Attorney was directed to prepare an agreement for review extending the conditions of the 1970 agreement. Motion by Warkentien that the Village Clerk be authorized to renew the 1970 agreement with the University of Minnesota for the use of playground area in University Grove. Black seconded and the motion carried. Bills: Stone moved that the properly verified claims be approved for payment . Village Favors Stone moved that the council go on record as favoring State Regulation state regulation of public utilities. Taylor seconded of Public Utilities: and the motion carried.
