The regular meeting was called to order at 7:00 P.M. with the following members
present: Mayor Warkentien, Councilmen Black, Ecklund and Stone. Also present
were Clerk Printon, Engineer Anderlik and Attorney .Seed. Councilman Taylor ar-
rived at 9:00 P.M.
Minutes: Stone moved that the minutes of the April 8, 1971 meeting
be approved. Black seconded and the motion carried.
Correspondence: Various letters of correspondence were read and ordered
fii.ed.
Rarisey County Ecklund introduced the follow~.ng resolution and moved its
Plat Commission adoption: A RESOLUTION RELATING TO ABOLISHMENT OF RAMSEY
Resolution No. 71-3: COUNTY PLAT CON.MISSIOPI.
WHEREAS, the Village Council of the Village of Falcon
Heights has reviewed the Ramsey County League of Munici-
palities Legislative Committee Resolution No. 1~ concerning
abolishment of the Ramsey County Plat Commission, and
WHEREAS, the Village Council of the Village of Falcon
Heights does concur with the position stated in said
resolution.
NOW, THEREFORE, BE IT RESOLVED by the Village Council
of the Village of Falcon Heights that the Legislature of
the State of Minnesota should:
(1} Pass a bill repealing S. L. Ch. 108 of the Laws
of 1887, the antiquated and insufficient enabling authority
for the Ramsey County Plat Commission; and,
(2) That such bill should specifically provide for
the abolition of the Ramsey County Plat Commission.
The foregoing resolution, offered by Councilman
Ecklund and supported by Councilman Black, was declared
carried on the following vote: Ayes: All. Nays: None.
Donald Shannon - Mr. Donald Shannon appeared at the meeting to discuss the
Re: Pori-Mutuel Village opposing the Pari-Mutuel Bill. Mr. Shannon would
Betting Resolution: like the Village to pass a resolution opposing the bill
and have the Village send copies of this resolution to the
House and Senate.
Street Sweeping: Taylor moved that the Village Engineer be authorized to
arrange for street sweeping. Stone seconded and the motion
carried.
Fire Report: Ecklund read Fire Report No. 10.

Bids - Advertisement for Bids were published two consecutive
Village Office weeks in April, 1971. Bids to be opened at 8:00 P.M. at
Revision: the meeting of April 22, 1971.

Stone moved that the Bid be awarded to Elview Construction
Inc., 7601 - 73rd Avenue North, Minneapolis, Minnesota, as
the lowest responsible bidder for revision of the Village
Office, work to be started May 3, 1971 and completed by
June !~, 1971, and also, the alternate bid work be elimina-
ted. Ecklund seconded and the motion carried.
Recreation Mrs. Lillian Duethman, Recreation Committee Chairman,
Committee - Falcon Richard Thorpe, Member, and Edward Gutzman, Photographer,
Heights Little were present at the meeting to show slides and discuss
League Hockey: finances for the proposed hockey rink to be constructed
adjacent to the present Falcon Tnroods playground if signed
agreement is received from the University of Minnesota.
Many residents from the area were also present.
Black moved that the Village Attorney be authorized to
contact the Attorney for the University of Minnesota as to
the feasibi7l~.ty of setting up an agreement with the Univer-
sity of Minnesota. Ecklund seconded and the motion carried.
