HomeMy WebLinkAboutCCMin_71Sep93 MEETING OF SEPTEMBErZ 9, 1971 The regular meeting was called to order at 8:00 P.M. with the following members present: Mayor Warkentien. Councilmen Black, Ecklund, Stone and Taylor. Also present were Engineer Lemberg and Attorney Seed. Minutes: Stone moved that the minutes of the August 26, 1971 meeting be approved as corrected. Ecklund seconded and the motion carried. Rezoning Request - rirs. Nick Labalestra and son John Labalestra appeared at 189q tivest Larpenteur the meeting to discuss rezoning of tree property at 1899 Avenue: West Larpenteur for consideration of a proposed new res- taurant at the site. "No Parking Zone" Signs hequested - Tatum and Linaig Streets at Larpen- teur Avenue: No. 1 and Final Payment Request - 1971 Street Maintenance and Seal Coating: Ecklund moved that the Village Engineer be instructed to study the Tatum Street parking situation north of Larpen- teur Avenue, as requested by hlrs. Nick Labalestra and son John Labalestra, and the study also to include Lindig Street north of Larpenteur• Avenue on complaint of Art. Lindig. Taylor seconded and the motion carried. Warkentien moved that the No. 1 and final payment in the amount of $9,061.63 be paid, on the recommendation of the Village Engineer, to the Blacktop Construction Company, Route 1, Shakopee, Minnesota, for the 1971 Street Mainten- ance and Seal Coating Project of the northeast section of Falcor. Heights. Black seconded and the motion carried. Variance Request Black moved that the variance request submitted by Nirs. Granted - 1910 Diarle Lalla., 1y10 Asbury Avenue, be approved to install a Asbury Avenue: 6 coot privacy fence on the basis that the fence be 18 feet south of the north lot line and a height not to exceed 6 feet as recommended by the Village Planning Commission. Stone seconded and the motion carried. Parking Lot Anthony Englund, 903 Eustis Street, owner of the apartment Construction - building at 1707 Lindig Street appeared at the meeting as 1707 Lindig Street: requested by the Council to discuss the parking lot he had constructed in violation of the ordinance. He was reques- ted to submit application for a variance. Snowplowing Stone moved that the Village employ James N. Hoel, 1266 Contract: Garden Avenue, to do the snowplowing during the 1971-1972 season for the Village, on the same basis and terms of the previous year. Taylor seconded and the motion carried. Fry Street Everett Holes, 1771 Fry Street, appeared at the meeting to Parking Complaint: complain of the parking problem on Fry Street during Fair Time, and also of residents on Fry Street parking cars in front yards during Fair Time. 3 89 Variance Request Black moved that the Village Clerk be directed to write a Letter - 1136 letter to Harry Olson, 1i~36 West Larp enteur Avenue, re- West Larpentuer questing an application for variance be submitted to the Avenue: Viilag:e Office, for a fence constructed in violation of the Vi1l.age building code, which will be submitted to the Planning Commission for recommendation. Stone seconded and the motion carried. Fund Transfer ~larkentien moved that the Village transfer $25,183.83 from From. Account the general fund to the sinking fund, at the interest rate No. 199 : of 5 3/L.r . Taylor seconded and the motion carried. The Village Council of the Village of Falcon Heights hereby ratifies and affirms the determination that the total cost of the ecnstruction of the northwest Area Storm Sewer riunicipal Improvement of 19bq-1 in the Village is X15,879.86, and that the total amount of said cost shall. be assessed against benefitted property owners based upon benefits received without regard to cash valuation. c. The acting Village Clerk with the assistance of t:-ze Village consulting engineer has prepared an assessment roll. f'or said store: sewer improvement, and said proposed assessment roll. is on file with the acting Village Clerk and open to public inspection. 3. The acting Village Clerk shall. publish notice that this Council will. meet to consider the proposed assessments on Sapte~~ber 30, 1971, at B:GG o'clock P.r~i., in the Village Hall of said Village of Falcon Heights, Iiinnesota. 1.G. Said notice shall be mailed to theowners of each parcel of property described in the assessment roll no less than two weeks prior to said hearing to the owners of each parcel of property described in the assessment roll. 5.
