November 11, 1971. PIi.ESENT: Mayor Trlarkentien, Councilmen Black, Ecklund and Stone. Also present were Clerk-Administrator Barnes, Engineer Lemberg and Attorney Seed. ABS~i`P: Councilman Taylor. MINUTES: Motion by Councilman Stone, seconded by Mayor Warkentien to table the minutes of the special meeting of September 30, 1971 until mee~€ing of November 2l~, 1971. Motion carried. Motion by CounciLnan Ecklund, seconded by Councilman Black to approve the minutes of a regular meeting held October 28, 1971 with the following amendments: Page 1, sixth paragraph shall. read, Larry Blackstad of the University of Minnesota presented an analysis of several recreational site proposals. Councilman Black moved that the Village Attorney be direct- ed to draw up anagreement to be executed by Mayor Warken- tien in behalf of the Village for said tract of land for park purposes. Tract 3 as proposed, known as Exhibit "A" on file in the Clerk-Administrator's office. Mayor Warken- tien seconded the motion and it carried. Motion carried. RESOLUTION 71-12: A RESOLUTION APPROVING THE CLASSIFICATION OF LOT 1, BLOCK 3, LINDIG SECOND ADDITION AS NONCONSERVATION. WHEREAS, THE Board of County Commissioners of Ramsey County by resolution dated August 30, 1971, classified as nonconservation land, certain land lying within the limits of the Village of Falcon Heights; and WHEREAS, A certified copy of the classification reso- lution together with a list of the land classified has been submitted for approval of the classification of the land classified in accordance with MSA, Section 282.01, sub. 1; NOW, THEREFORE, BE IT RESOLVED That the classification of the land shown on said list as nonconservation land be and hereby is approved. (Lot 1, Block 3, Lindig Second Addition; and BE IT FURTHER RESOLVED That the Village Clerk-Admin- istrator be and is hereby authorized to file a certified copy of this resolution in the Office of the Land Commis- sioner. LAND - RESOLUTION 71-13: A RESOLUTION AUTHORIZING THE MAYOR AND CLERK-ADMINIS- TBATOR TO APPLY FOR CONVEYANCE OF TAX FORFEITID LAND (Lot 1, Block 3, Lindig Second Addition) for park purposes. WF~~REAS, The Village of Falcon Heights has been advised that certain lands within the Village of Falcon Heights axe now certified as being tax forfeited; and WfiEREAS, Said parcel is situated in a location which is desirable and well adapted to use by the Village of Fal- con Heights for needed park site. NOW, THEREFORE, BE IT RESOL'JBB That the Mayor and Clerk-Administrator be authorized and directed to execute an application by governmental subdivision for conveyance of tax forfeited lands for the following described parcels for the reasons hereinafter set forth. PAYMENT OF DUES - Motion by Mayor Warkentien, seconded by Councilman Black HUMAN RIGHTS approving the expenditure of William H. INCREASED Motion by Councilman Black, seconded by Councilman Stone INSURANCE to direct the Clerk-Administrator to update the insurance COVERAGE: coverage on the Falcon Heights Village Hall to $100,000 and add replacement cost of the endorsement to the policy immediately. Motion carried. LETTER FROM Mayor ~;arkentien read a letter from Engineer Schnarr of ENGINEER SCHNARR: Ramsey County in ~+espect to the winter road policy for 1971 RECREATION SITE which relates to less use of salt. Attorney Seed discussed the proposed agreement with the PROPOSED AGREEI~3T: University of Minnesota and the Village of Falcon Heights on the site locations for a Village playground and recrea- tion area. VILLAGE MAPS Motion by Councilman Stone seconded by Councilman Ecklund PRINTED: to authorize the Clerk-Administrator to direct the Village Engineer to have 200 maps of the Village of Falcon Heights printed for approximately $200. Sign Report - Engineer Lemberg reported on the proposed Village signs Village Engineer: which he was directed to do at the meeting of October 28, 1971. The Minnesota Highway Department and Ramsey County Highway Department would not permit any signs other than the regulation signs. They will be installing new signs in the near futiu~e. New Tn'ARMTNG HOUSE Richard Aiagnuson, Village Building Inspector was present to AT FALCON HEIGHTS discuss the cost of building a new warming house at the SCHOOL: Falcon Heights Elementary School playground. Motion by Mayor h'arkentien, seconded by Councilman Black to authorize expenditures not to exceed $3000 for a new warming house including electrical wiring, 200 amp service heating facili- ties, and moving of the existing shelter to University 3111 1 1 1 Grove. VOLUNTF;ER FIREMAN Motion by Councilman Ecklund, seconded by Councilman Black APPLICATIOPd: to approve the application submitted by Janes D. Fuller, 1792 Lake Street, as volunteer fireman, subject to his passing a physical and the customary six months probationary period. Motion carried. ARCHIT~T SERVICES Mayyor Warkentien read a letter from James I. Lammers, 1697 REQ,UESTF.D: North Hamline Avenue, Gingold and Pink Architect Firm, requesting that he be considered in the event any architect services are needed in the possible proposed liquor store. CHR.ISTN~AS TREE Motion by Councilman Stone, seconded by Mayor Warkent;ien LOT LICENSE: that the General Corporate License to sell Christmas trees at 2001 West Larpenteur Avenue, be granted to Al Herres, commencing December 1, 1971 and ending December 31, 1971. Motion carried. LIQUOR STORE Mayor Warkentien discussed the possibility of a liquor store TOUR: tour in the Metropolitan Area and it was decided to conduct this toux• at 9:00 A.P!~. Saturday, November 27, 1971. GENERAL FUND Motion by Councilman Stone, seconded by Councilman Black to DISBURSEMENTS: approve payment of the General Funds ending November 15, 1971, check: numbers 6197 through 6222 in the amount of $3,090 respectfully, except the two checks nurr~bered 6211 to Haznline University and 6212 to Jeff Parish pertaining to Human Rights Survey of which no material has been provided to this office. Motion carried. PAYROLL: Motion by Councilman Stone, seconded by Councilman Black to approve the Payroll ending; Nov~nber, 15, 1971, in the amount of $1,958.62. Motion carried.
