PRESENT: Mayor ~4arkentien, Councilmen B1acI~, Ecklund, Stone and Taylor. Also present. were Clerk-Administrator Barnes, Engineer Lemberg and Attorney Seed. ABSETJ'T : Nome Joseph Prifrel - i1r. Prifrel, Union representative, attended the meeting Union representative: to discuss the labor agreement for 1971 and 1972 for Ken ~:;uarn, Village maintenance man. I~ir. Prifrel requested an increase of X50 per month for Ken ~;uarn retroactive to January 1, 1y 71, and he said Ken warn woui.d accept the 5.5~: for the year 1972. Mayor tiiia.rkentien moved, seconded by Councilman Taylor, to authorize the Clerk-Administrator to t•rrite to the IRS for consideration of the X50 per month retroactive to January i, 1971. A discussion ensued and I~ir. Prifrel stated that :toseville Village has a higher rate of salary for the maintenance man. He doesn't think X50 per month increase is tao high. Councilman Black said may'oe the IRS guidelines should be followed. Councilman Taylor said 6.2~~ is the cost of living inrr•ease for the year 1971. Joseph Prifrelstated guidelines were never used until the freeze, and that the area increase should be considered. AYES: Taylor and jwarkentien. NAYS: Stone, Black, Ecklund. Councilman Ec~;lund moved, seconded by I~iayor '~arkentien, and carried, that an increase of ~i~0 per mott.'ra for the year 1971 be allowed subject to IRS agreement and ~tLO per month for the year 1972. AYES: ~~arkentien, Stone, Black, Eekiund. NAY: Taylor. Christmas Tree Lot I~iayor. ~~arkentien moved, seconded by Councilman Black, to License teque:st: grant a license to Paui Baden, to sell. Christmas Trees at 1"~y5 TJorth Holton from December 1, 1y71 to December 31, 1971. I~lotion carried. Humantiights Councilman Ecklund rioved, seconded by Councilman Black, Conunission to ratify IY;ayor iriarkentien's appointment of Lawrence S. Appointment: 141acDonald, 1905 North Albert Street, as a member of the Falcon Heights Human bights Comt^ission, the term to expire clay, 1973. i~iotion carried. Hockey 'kink P~ayor Trearkentien moved, seconded by Councilman Black, that Light Transfer: the Vi1l.age appropriate X170 to move 6 lights from the • Falcon Ztioods playground, 3 to the Falcon Heights School playground and 3 to the Idaho-Snelling playground, by All-Service Electric, Inc. I~:otion carried. 3117 Letter to A letter from Joseph Destito, 1133 G~dest California Avenue Joseph Destito - was read and discussed regarding sidewalk and curb at his 1133 yti'est California residence. Mayor ~~arkentien moved, seconded by Councilman Avenue: Stone, that Clerk-Administrator Barnes and Engineer Lemberg be authorized to write a letter to explain that no change can be made to the sidewalk and cu:^b at his residence. I~iotion carried. Insurance Bids TYte insurance bids scheduled to be awarded at the meeting Ta'oied: were tabled for snore clarification on personal injury amounts from the Paul Breher Company, to be brought up at the meeting of December 2~, 1971. Limited Parking Signs - Councilman Ecklund introduced the following Resolution Lindig and Tatum at and moved its adoption: Larpenteur .:venue - s,esolution 71-15: LL~ITE:D PARKING SIGNS - LINDIG AND TATUM STI%EE'PS AT LAi~.P~JTEUti AVr,NU~ L~Ii~z~.E_AS, parking on Lindig and Tatum Streets have created hardships on adjacent property owners and it is the intent of the Council to minimize these hardships, NOG:, THERr~~FORE, BE IT ~~ESOLVED, by the Village Council of Falcon Heights, that limited parking signs be erected as follows: 1. Post the east side of the street on Tatum for ''No Parking'' from Larpenteur Avenue 375 feet north. 2. Post the west side of `Datum from Larpenteur 300 feet north, "Two Hour Parking" 8:00 A.M. to x.:00 P.hi. except Sundays and Holidays. 3. Post both sides of Lindig Street from Larpenteur north 300 feet 'Two Hour Parking" 8:00 A.M. to ~:GO P.I~i. except Sundays and Holidays. 4. .instruct the proper authorities to be strict on not a11ozY-irtg vehicles to be parked either wholly or par`~ly on the boulevard, since this causes considerable damage that is costly to repair and detracts from the aesthetics of the area. I~ The motion for the foregoir>v resolution was duly seconded by Councilman Taylor, and upon a vote being taken thereon, the followit~a voted in favor thereof : I~iayor '~varkentien, Councilmen Black, Ecklund, Stone and Taylor, and the fol- iowirtg voted against: None. ti^,h ereupon the Resolution was declared duly passed and adopted.
