MINUPES OF REGULAR COtTNCIL MEETING
FALCON HEIGHTS, MINNESOTA
MARCH 9, 1972
A regular meeting of the Falcon Heights Council was called to order bq Magor
Warkentien at 7:30 P.M.
PRESENT: Mayor Warkentien, Councilmen Ecklnnd and Stone. Also present were Clerk-
Ac~ainistrator Barnes, Engineer Lemberg and Attorney Seed.
ABSENT: Councilmen Black and Taylor.
MINITrES: Motion bq Councilman Ecklund, seconded bq Councilman Stone,
to approve the minutes of the regular meeting of February
2l~, 1972, with the following amendments:
Page 2, paragraph 1, should read "Dr. C. Gustav Hard".
Page 2, paragraph 2, should read "Councilman Taylor moved,
seconded by Mayor Warkentien, that the Clerk-Ada:ini.strator
be authorized to purchase four copies of 2972 Directorq
of Minnesota Municipal Officers at four dollara each."
Motion carried.
Page 2, paragraph 3, line lt, after play area add "and
extends beyond the front building line" and delete "set
back approxiunatelq five feet from the front propertq line".
Page 2, paragraph 5, delete "that permission be given to
purchase a" and insert "the purchase of".
Page 3, paragraph 2, line l~, add "maximum" before the word
cost and add "a" before the word "license".
Page 3, paragraph 7, line 2, delete the word "on" and add
the word "of" before Garden Avenue and add after the last
sentence "No action was taken". Motion carried.
Bus Stop and A letter submitted bq Metro Transit Operating Division was
Sign Installation reviewed bq Engineer Lenberg concerning the pxnposed bus
Request: route stops for Falcon Heights. Discussion of the routing
of Metro Transit Commission listed in the letter is as
follows West on Larpenteur s~th stops on Fry Street,
Fairview, Cleveland, then north on Cleveland to Roselawn,
east on Roselawn to Autumn, Tatum, Fairvie~t, Snelling.
Maqor Warkentien moved, seconded by Councilman Ecklund,
that the Clerk-Ac~ninistrator be directed to reply to the
letter of March 3, 1972, frown Charles W. Croft, Metro
Transit Coanaission, suggesting bus stop locations and sign
installation pointing out the proposed bus stops and further
stating that bus stop signs are available to the Village at
no cost to the Village if the Village will install said
stops.

The Village would also appreciate a route map be submitted
for review.
Rubbish Haulers Mayor Warkentien moved, seconded by Councilman Stone, to
License Granted: grant a rubbish haulers license to George J. Splichal, DBA/
Spl.ichal Rubbish Service, 1269 Schaffer, St. Paul, Minne=
sota, for the period ending June 34, 1972. Motion carried.
Cost Analysis Councilman Stone moved, seconded by Mayor Warkea~tien, to
Reconsideration - authorize the Village to pay the a¢nouut of $96.40 to Mrs.
Mrs. Ed. Molin Ed. Molin, 11433 West Larpenteur Avenue, Pillage share of
1!433 West the sewer excavation of November 16, 1971. Motion carried.
Larpenteur Avenue:
Garden Park The Garden Park existing site plan was submitted to the
Existing Site Council and it was requested that they be presented to the
Plans Viewed recreation committee for recommendation of types of facili-
ties desired.
Fire Repprts: Mayor Warkentien read Fire Reports No. 9 and 10.
Police Report: Councilman Stone read the annual Police Report for 1971.
Metro Council The matter of attendance by Council members at Metro
Meeting Dates Council meetings was tabled.

I~ployment Labor Clerk Administrator Barnes reported on the Public Emplay-
Relations Seminar went Labor Relations Seminar at South Radisson in Blooming-

Maintenance and A discussion was held in respect to repair of sanitary

which would require the homeowner to be responsible for the
total cost of repair and maintenance of the sanitary sewer
mainline in the street to his private property.
Ramsey Residents A Ramsay Residents for Reorganization Meeting will be held
for Reorganization at the St. Paul YWCA, 65 Nast Kellogg Boulevard, Wednesday,
Meeting: March 15, 1972, at 12:00 Noon. Councilman Ecklund reported
he would attend.
"Set Up" License - The Council discussed a "Set Up" license requested by
Falcon Lanes C1ea:r=Lehnen, Falcon Bowling Lanes, 1550 West Larpenteur
Tabled: Avenue. The discussion was tabled until the meeting of
March 23, 1972.

program: request the Village Engineer to make a study of the snow-
plowing program for Village streets. Motion carried.
"No Parking" of The Council discussed the complaints of residents regarding

General Councilman Stone moved, seconded by Councilman Eckltuid, to
Disbursements: approve the general disbursements for the period ending
March 9, 1972, in the amount of $3,265.71. Motion carried.
Payroll: Councilman Stone moved, seconded by Councilman Ecklund, to
approve the payroll for the period ending March 15, 1972,
in the amount of $2,51~l~.7b. Motion carried.
Typewriter Mayor Warkentien moved, seconded by Coaacil.man Stone, to
Purchases authorize the Clerk-Administrator to purchase a typewriter
for the office, not to exceed $300.00. Motion carried.
