HomeMy WebLinkAboutCCMin_72Mar23 MINUTES OF REGULAR COUNCIL MEETING FALCON HEIGHTS, MINNESOTA MARCH 23, 1972 A regular meeting of the Falcon Heights Council was called to order by Mayer Warkentien at 7:l~0 P.M. PRESENT: Mayor Warkentien, Councilmen Black, Ecklund, Stone and Taylor. Also present were Clerk Administrator Barnec~, Engineer Lemberg and Attorney Seed. ABSENT: None MINUTES: Councilman Stone moved, seconded by Councilman Ecklund, to approve the minutes of the regular meeting of March 9, 1972, as corrected. Motion carried. Fire Truck It was reported that Fire Truck Bids were opened by Clerk- Bids.- Tabled Administrator Barnes and Engineer Lemberg at 2:00 P.M. Unti3: Meeting of March 22, 1972• After Council revieK of the bids and April 13, 1972: tabulation, Councilman Ecklund moved that the bids be referred to the Fire Department truck ca~mnittee for recom- mendation. Councilman Black seconded and the motion carried. Tatum Street A letter written by Mr. and Mrs. Whitney, 1725 Tatum Street, ' Parking Complaint: in f eference to the "No Parking" signs installed on Tatum Street recently, was read. They requested moving the sign at least one more lot to allow the mailman to deposit their mail. Engineer Lemberg recommended exuding the two hour parking sign approximately 50 feet. Councilman Ecklund moved, seconded by Councilman Stone, to instruct the Clerk- Administrator to consult with residents on Tatum Street from 1700 north for their ideas and comments of hosting "Two Hour" parking signs to include 4 additional lots north on the west side of Tatum and 3 lots on the east side, if no objections, the Clerk should have the additional signs installed. Motion carried. Yard Parking The following residents appeared at the meeting in response Discussion: to a letter frcan the Village Clerk Administrator, to dis- cuss the pros and cons of residential yard parking during Fair time. Mr. Holes, 1771 Fry Street, ob3ects because it is against the law and looks messy. He thought Har Mar buses may in tame shuttle people to parking lots in Har Mar at Fair time. He doesn't think Falcon Heights is the kind of an area to allow this. It also makes a lot of noise and allows all Kinds of people into the area. Mr. and Mrs. Duxfee, 1.197 West California Avenue, ob~eeted because the property would depreciate. It is prohibited in other cities he said. He thinks the shopping centers 2 should allow cars to park in their lots at Fair time. He also said that a number of weddings have been held in the area and none of the cars attending the weddings had to park in the front yards. Mr. Croft, 1700 St. Mary's Street, can't see why be can't be allowed to earn a little extra money to help pay taxes. He said people are looking for more spots to park. Mr. Schirrmei ster, 1779 Tatum Street, stated that he does not have parking in his yard but he would agree to it. Mr. Schultz, 1725 Fry Street, said he couldn't care less about the parking of cars himself except that youngsters should be able to make a few extra dollars. He helped children take care of the parking which was a fob he didn't appreciate. He said at least 8 or 10 families used their yards for parking of cars on Fry Street during Fair time. He also said the turn around by Robert Hall deteriorated the area more than the 10 days of parking in yards at Fair time. Councilman Taylor moved, seconded by Councilman Stone, to authorize the Village Attorney to draw up an ordinance to amend ordinance No. 8 pertaining to the prohibiting of parking of cars in areas other than surfaced areas. Councilman Taylor amended his motion to prohibit the park- ing of cars in the front yard. Motion carried. Tree Repair Councilman Stone moved, seconded by Councilman Black, to Contract: authorize the Northland Tree Service to proceed with trim- ming and cabling of trees in Falcon Heights as listed on Dr. Hard's report. Motion carried. Sanitary Sewer Clerk-Administrator Barnes reported on the cost quotations Maintenance submitted by three sewer cleaning services. Councilman Contract: Stone moved that the matter of sanittary sewer maintenance be tabled until the meeting of April 13, 1972. Councilman Ecklund seconded and the motion carried. AYES: Councilmen Black, Ecklund, Stone, Taylor. NAY: Mayer Warkentien. Garden Park Mr. John Quast, Chairman, Mr. Wayne Sorenson, and Mr. James Playground McGuire, members of the recreation advisory committee were Report from present at the meeting to discuss recommendations for the Recreation Garden Park Site. The ccemnittee recommends that three Committee: tennis courts be placed on the western side of the parcel of hand with adequate landscape buffer on the south. Courts be laid out for north-south play so located to allow for lighting and fencing. It is also recommendedthat we place a blacktop court (additional 60 feet) with basketball hoops, a temporary picnic area with small playground equipment such as sandbox, etc., & parking for 6 to 10 cars. A recreation meeting is scheduled for April 11, 1972, to discuss the personnel and program for the sunaner. Councilman Black moved, seconded by Mayor Warkentien, to authorize the Vi1l.age II~gineer to prepare a plan for utilization of the University property in the Garden Avenue and Maple Knoll area for recreation purposes. Councilman Black seconded the motion. AYES: Mayor Warkentien, Councilmen Black, Stone, Taylor. NAY: Councilman Ecklund. Motion carried. Liquor "Set Upt' Councilman Stone moved that the matter of a "Set Up" License -Falcon license for the Falcon Lames be tabled until the meeting of Bowling Lanes: April 13, 1972. Councilman Stone withdrew the motion. Refuse Hauler Mayor Warkentien moved, seconded by Councilman Black, to License Granted: .approve the refuse hauler license for Charles Wegner, DBA/ Haul A Way System, 3l~1i Larch Street, St. Paul, for the period ending June 30, 1972. AYES: Mayor Warkentien, Councilmen Black, Ecklund, Stone, Taylor. Motion carried. Resident Letter Dr. and Mrs. Harold Kurtz, 1805 North Fairview Avenue, Requesting Speed submittezi a letter to the Council requesting the reduction Reduction on of the traffic speed on Fairview Avenue from Larpenteur to Fairview Avenue: Roselawn Avenue. Letter to Ramsey Councilman Ecklund moved, seconded by Mayor Warkentien, to County Highway direct the Clerk-Administrator to write a letter to the Department - Re: Ramsey Count~[~,~Highway Department informing them that Speed Reduction on Falcon Heights Council does not recommend lowering of the Fairview Avenue: street speed on Fairvie~r Avenue between Larpenteur Avenue and Roselawn Avenue. Motion carried. Police Report: Councilman Stone read the February 1972 Police Report. Fire Report: Councilman Taylor read Fire Report No. 11. Payroll: Councilman Black moved, seconded by Councilman Taylor, to approve the payroll for the period ending March 3~-, 1972, in the amount of $2,054.26. Motion carried. Disbursements: Councilman Black moved, seconded by Councilman Taylor, to approve the disbursements for the period ending March 23, 1972, in the amount of $6,l~.0.13. Motion carried. Sink3.ng Fund Councilman Black moved, seconded by Councilman Taylor, to Account: approve a bond payment, in the amount of $16,672.61, for interest and principal from the sinking fund account No.2.
