PRESENT: Mayor Warkentien, Councilmen Black, Ecklund, Stone and Taylor. Also present ware Clerk-Administrator Barnes, Engineer Lemberg and Attorney Seed. ABSENT : None MINUTES: Councilman Stone moved, seconded by Councilman Tailor, to approve the minutes of the regular meeting of March 23, 1972, as corrected. Motion carried. "Two Hour Parking" Residents of the apartment building at 1707 Lindig Street Sign Moved - 1707 were present and submitted a petition with 17 signatures Lindig Street: requesting that the "Two Hour Parking" sign recently installed in front of the apartment building be removed to allow at least 3 or !~ more parking spaces. Councilman Ecklund moved, seconded by Councilman Back, that the "Two Hour Parking" restriction be removed and placed to remain north from Larpenteur Avenue to the end of the south property line of 1707 Lindig Street. Motion carried. Schiller's Market Councilman. Stone moved, seconded by Mayor Warkentien, Sign Request that the request for sign installation at Schiller's Tabled: Market, 1579 North Hamline Avenue, be tabled until the meeting of April 27, 1972. Motion carx3ed. Garden Park Site Engineer Lemberg submitted his preliminary plan on the Proposal Plans: proposed park site west of the Maple Knoll area which included the proposed facilities, tennis courts, horseshoe courts, and other playground equipment plans and landscaping, which Engineer Lemberg recommended be developed in stages. He also recommended that the Village take the necessary action to take bids on the general grading of the area subject to the University of Minnesota approval. Included was an estimated cost breakdown which is on file with the Clerk-Administrator. Committee Fire Chief, Al Helbig, presented the fire truck bids. He Recommendation - recommended accepting the bid from General Safety Corpora- Fire Truck Bids: tion for the chassis with one change -delete front suction and exchange for additional compartment ahead of pump panel. The price would be approximately the same as front suction. Although Boyer's bid is $367 higher than Midway he recommen- ded accepting Boyer's bid of $1l~,60~. because they guarantee a 1973 model and because they are locating a new facility in Minneapolis Industrial Park, and service when needed, will be more readily available. Councilman Stone moved., seconded by Councilman Blacks to reject all bids and re- advertise for new bids. Motion carried. Rubbish Hauler's Councilman Taylor moved, seconded by Mayyor Warkentien, to License Granted: approve the rubbish hauler's license for John J. Remacitel & Sons, DBA/ Remackel's Rubbish Hauling, 1087 Edgerton Street, St. Paul, for the period ending June 30, 1972. Motion carried. University of Councilman Black moved, seconded by Councilman Ecklund, to Minnesota Park authorize the Mayor and Clerk-Administrator to sign the Agreeanent Signature: agreement for Aease of a tract of land approximately 2~ acres, between the Village of Falcon Heights and the Regents of the University of Minnesota, for park purposes west of Fry Street and Garden Avenue. AYES: Mayor Warkentien, Councilmen Black, Ecklund, Stone, Taylor. NAYS: None. Motion carried. Variance of Councilman Black introduced the following Resolution and Subdivision: moved its adoption: Resolution 72-b:a RESOLUTION GRANTING A VARIANCE FROM PROCEDURES RDQUIRED IN SUBDIVISION ORDINANCE N0. 69 F-%./ ~-~ The motion for the adoption of the foregoing Resolution was duly seconded by Mayor Warketrtien, and upon a vote being taken thereon, the following voted in favor thereof Mayor WarketYtien, Councilmen Black, Ecklund, Stone, Taylor, and the following voted against: None. The specification shall include televising at four specific areas designated by the gillage to determine the performance of the contractor. AYES: Nouncilman Black, Ecklund, Stone, Taylor. Village in Rice Clerk-Administrator Barnes reported that a portion of Creek Watershed Falcon Heights is in the Rice Creek Watershed District. District: Liquor "Set Up" Councilman Stone read a two page report written by two License Denied - Ramsey County officers regarding an infraction at the Falcon Lanes: Falcon Lanes on the night of April 12, 1972, on file in the Clerk Administrator's Office. Councilman Taylor moved, seconded by Councilman Ecklund, to authorize the Clerk Administrator to prepare the modi- fied specifications for new fire truck bids with the aid of the Fire Department Committee. Motion carried. Councilman Taylor moved, seconded by Councilman Ecklund, to approve the payz~o11 for the period ending April 15, 1972, in the amount of $2,30l~.78. Motion carried. Mayor Warkentien moved: seconded by Councilman Black, to approve the disbursements for the period ending April 13, 1972, in the amount of $1,627.20. Motion carried.
