MINUTES OF REGULAR COUNCIL MEETING
FALCON HEIGHTS, MINNESOTA
AUGUST 21~, 19 72
A regular meeting of the Falcon Heights Council was called to order by Acting
Mayor Stone at 8:00 P.M.
PRESENT: Acting Mayor Stone, Councilmen Black, Ecklund, Councilwoman Stocker.
Also present were Clerk-Administrator Barnes, Engineer Lemberg and
Attorney Zdrazil.
ABSENT: Mayor hTarkentien
Minutes: Notion by Councilman Ecklund, seconded by Councilman Black,
to approve the minutes of the August 10, 1972 meeting, as
corrected. Motion carried.
Cigarette License
Renewals:
Filling Station
License Renewal:
Motion by Councilman Ecklund, seconded by Councilman Black,
to approve the following cigarette licenses for the period
July 1, 1972 and ending June 30, 1973:
Bart Blinstrup - State Fair Grounds
Pioneer Distributing Company for Flameburger Restaurant
X633 ~~est Larpenteur Avenue
Motion carried.
Motion by Councilwoman Stocker, seconded by Councilman Black,
to approve the General Corporate License to operate a gaso-
line filling station to Herbert H. Stran.dquist DBA/ Strand-
quist Service, Inc., 1565 North Hamline Avenue, for the
period July 1, 1972 and ending June 30, 1973. Motion
carried.
Letter to Spiegler A letter was received from Herbert Richards, 1700 North
Apartment Building Fry Street, requesting a left turn provided on Larpenteur
Owner Regarding Avenue to provide access to Fry Street apartment building
Left Turn Into parking lot from east bound drivers.
Parking Lot Request: Motion by Councilwoman Stocker, seconded by Councilman
Black, to direct the Clerk-Administrator to write a letter
to Sam Spiegler, Apartment owner, noting that objections
are being made by property owners on Fry Street as to
apartment tenants using their driveways for turnarounds
instead of using the turnaround provided at the north end
of the apartment buildings. Motion carried.
Letter to Herbert Motion by Councilwoman Stocker, seconded by Councilman
Richards, 1700 Ecklund, to direct the Clerk-Administrator to notify Mr.
North Fry Street Herbert Richards, 1700 North Fry Street, of the letter

$1.00 Penalty to deny forgiveness of the $1.00 penalty added to the sewer

Residents Present A number of residents were present at the meeting to submit

lights and trash cans for the marathon, with the cleanup
being done by the group. Motion carried.
Planning Commission The Falcon Heights Planning Commission, by letter, requested
i~.equest for Council the Council to up-date the sign restrictions in Ordinance
to Up-Date Sign No. 61}. Motion by Councilman Black, seconded by Council--..
Restrictions: woman Stocker, that the Clerk-Administrator and Village
Engineer be directed to contact other Villages as to their
sign Ordinance policy. Motion carried.
Request by Farmers A letter of request was received from Farmers Union Grain
Union Grain Terminal Association for app roval to install a guardrail
Terminal. Association from the Village Hall property line and extend 32 feet
for Approval to east along the sidewalk. Motion by Councilman B1~?c'e~,
Install Guardrail: seconded by Councilman Eck~.und, that the application for
a guardrail as submitted by Donald E. Ostrum, Safety
Director of the Farmers Union Grain Terminal Association,
be approved. Motion carried.
Maintenance Engineer Lemberg reviewed the previous (1966) plans for a.
Building Plans: maintenance building. Engineer Lemberg was directed to
have estimated costs for the meeting of September 11~,
1972•
Fire iteports: Fire Reports No. 31~, 35, 36 were received and accepted.

Budget T~Seeting A budget meeting is scheduled for Saturday, September 16,

Payroll: Motion by Councilman Ecklund, seconded by Councilwoman
Stocker, to approve the payroll for the period ending
August 31, 1972, in the amount of $2,101.01. Motion
carried.
General Motion by Councilman Blaclt, seconded by Councilman Ecklund,
Disbursements: to approve the general disbursements for the period ending
August 2~, 1972, in the amount of ~~7,698.89. T~Iotion
carried.
Fire Department T~otion by Councilman Ecklund, seconded by Councilman Black,
Ceiling Installation: to authari~e and direct the Village Engineer to procure
approximate costs of installing a ceiling in the bay area
of the Fire Department. T•~lotion carried.
