A regular meeting of the Falcon Heights council was called to order by Mayor
tarkentien at ~:05 P.M.
FP~~SENT: Mayor Warkentien, Councilmen Black, Ecklund, Stone, and Councilwomar_
Stocker. Also present were Clerk-Administrator Barnes, Engineer
Lemberg and Attorney Seed.
ABSENT: NONE
NLinutes: Motion by Councilman 'Mack, seconded by Councilman Ecklund.,
to approve the minutes of the August 21, 1972 meetinm, a.s
corrected. Motion carried.
Motion by Councilman Ecklund, seconded by Councilman Stone,
to approve the minutes of the special meeting of August 31,
1972, as corrected. Motion carried.

Eequest to Conduct the The request by letter from George 141. Hansen Company, to
1972 Audit: conduct the 1972 'tillage audit, was deferred to the meeting
of September. 2B, 197?_.

being taken thereon, the followin voted in favor thereof:

Front Yard Parking A number of residents were present at the meeting to dis-

St. Ovary's Avenue, all were present to request the Council
change the ordinance which was adopted Arpil 13, 1972. A.11
present related that parking space was badly needed by fair-
goers.
The Council will take this under further consideration.
Liquor Store The Council decided that the Liquor store building permit
wilding Permit Fee fee should. be p ~_d. by the contractor.

Variance Request Motion by Mayor Warkentien, seconded by Councilwomar_
Reconsidered - Stocker, that permission be given to Clem A. Tehmen, Falcon
ralcon Lanes: Lanes, 1550 ;lest Larpenteur Avenue, to erect a sign not to
extend more than 18 inches from the building and that the
sign be installed as requested. If after a years time, the
sign li,;hts are considered to be objectionable, A?r. L•ehmen
will be asked to change them. If there is no basis for
objection after one years time, the sign will be allowed
to remain.
Permission to Motion by Councilwoman Stocker, seconded by Councilman
Sell Golf Balls: Black, to authorize the Clerk-Administrator to issue a
permit to sell golf balls within the Village to Fred C.

period September 15, 1972 and ending September 15, 19?3•

Year Around Mayor ~larkentien reported that he had met with r~~r. NIilQ Gaul,
Recreation Program Extended Services of the School Board, on September l3, 1972,
Suggested.: to discuss coordinating a recreation Fro;_;ram with School
District 623, under the community school concept to include
Falcon reights and Lauderdale..
Summer Recreation T~~layor Warkentien read a letter from Falcon Woods play-
Pronram: ground area residents stating their pleasure with the
sununer recreation program, also the softball r~arat on.
Teen Group Dave Sorenson, member of the Teer Gzrouj;, t~ianked
Discussion: the Cosancil members and Clerk-Administrator Bermes for
tl-ieir 'zel~~ with the softball marathon, and he also related
that the money donated will be used for retreats, hay rides,
etc. Clerk- Administrator Barnes suggested that the money
donated for the marathon be deposited. by the Teen ~'3roup in
their gran bank account. Dave Sorenson suggested that t.1e
Village hire a director to head the Teen Group, and he
recommended Roger Arnold.

Motion bar Alayor ?,darkentien, seconded by Councilman lack,
that the Village engage Roger Arnold, 815-13th Avenue SE,

that Engineer Lemberg be directed to complete the plans

Fire Department ,:nbineer Lemberg I:>resented a cost estimate proT~osa;l for
Ceiling: the fire department equipment room ceiling treatment. The
two methods proposed were a spray on t5q~e or a 2Y2 foot
square acoustical material eacr: a. cost of approxi.mate1_,.T "1,000.
Public Hearing for Motion by Councilman Black, seconded by Mayor Warkentien,
Rezoning - Art Lindig that a public hearing on the rezoninn application submitted
by Art Lindig (Lot 3, Block 1, Lindig's 3rd Addition,
8.385 ft. X 289.t~5 ft) be held before the Planning
Commission at F:OO F.Tf., ~~ctober 10, 1972, and the public
hearing before the Falcon IIeights Council at 8:00 P.M.,
October 12, 1972, and that the Clerk-Administrator be
authorized to publish notice accordingly, and that the
required residents be notified by letter. Motion carried.
?Fire Repo rts: Fire Reports No. 37, 38, 39, and Zr0 were received and accepted.
Sheriff's P~eport: The August Sheriff's Report was received and accepted.
Recreation Advisory Motion by CouncilTaoman Stocker, seconded by Councilman
Committee Appointment; Black, to accept the appointment of Richard A. Shibrowski,
18I~6 Arona .Avenue, made by Mayor Warkentien, a s a new
member of the Recreation Advisory Commit+,ee. Plotion carried.
Volunteer Fireman Motion by Councilman Fckl~and, seconded b~~ '.'Mayor Warkentien
Application Approved: that the application for volunteer fireman submitted by
Helmut ~~Ienshau, 7621 Xerxes Avenue, Pichfield, Minnesota,
be approved, subject to a physical and the usual six months
probation period. Lotion carried. Mr. tiwenshau is employed
in the Village as mana;er of the Robert Hall store.

cash valuation.

2. The Village Clerk ti,~.th tree assistance of the
Village consulting engineer shall fortl~rith c~.lculate the
proper amount to be specially assessed for such imppove-
ment against every assessable lot, piece or parcel of land
without regard to cash valuation as provided by law, and

office for public inspection.

Council will meet to consider ttiie proposed assessments on
