A regular meeting of the Falcon Heights Council was called to order by NTayor
1~:'axkentien at 8:20 P.TyT.
Pi:L;;ENT: T~`~yor ti•~arlcentien, Coucilxnen Black, Ecklund, Stone, and Councilwoman
Stocker. Also present ~..*ere Clerk-Administrator Barnes, Engineer
Lemberg and Attorney Seed.

to approve the minutes of the '1~Ieeting of September 1~, 1972
as corrected. T~Totion carried.
TaTotion by Councilman .`.';tone, seconded by Councilman Ecklund,
to approve the minutes of the T~:eeting of September 12, 1972,
as corrected. lTotion carried.
Liquor Store i~Tr. John Bergstadt, Display Fixtures, presented the plans
Fixtures: and specifications for the liquor store fixtures. He in-
dicated that a lighted canopy was removed frog: the spec-
ifications because of the ceiling levels.
T~Totion by T•Tayor tsarkentien, seconded by Councilman stone to
authorize the Clerk-Administrator and Engineer to prepare
the advertisement for bids to be received by 2:00 P.I~T. on
October 19, 1972 for reviet•r and awarding of the contracts
that evening. T~Iotion carried.
Special T~~Teeting: Motion by Councilman Stone, seconded by Councilman Black,
to hold a Speci4l T-leeting October 19, 1972 at 8:00 P.T~T. for
the pui~ose of awarding bids for the liquor store fixtures.
T•Totion carried.
Sewer Problems: David Anderson, 1512 Z. Idaho Avenue, appeared in regard to
setirer problems he experienced previous to adoption of
Ordinance 121. It was decided by the Council and agreed
to by T-Tr. Anderson to handle the responsibility in accordance
Urith the Village letter dated December 1, 1970. If the
stoppages occur on the proper°ty or~mers section, he thrill pay
the cost; however, if the p1•oblem lies in the street, the
Village will bear all the cost; if the problem is at the
connection each party will bear 50' of the cost.

to authorize set~rer excavation for set~~er stoppages on the
property of David snderson, 1512 tiJ Idaho, and Edz~ard J.

Transfer of P~Iotion by T~Tayor ~Iarkentien, seconded by Councilwoman Stocker,
Funds to Sinking to authorize the Clerk-Administrator to transfer .22,365.08
Fund Accounts: from the General and Sanitary Setrer Funds to the various
Sinking Funds October 18, 7.972. T•Totion carried.

Falcon Heights TIr. Donald Drach of North .star HocT~ey Association sub-
Youth Hockey mitted a request .for >1050.00 to be a~~ropriated from
Association: Vi1l_ag,e funds for the North Star HocTcey Association 72-73
hocke~r season for indoor ice time.
Lotion by Councilman Black, seconded by I~iayor Vlarkentien,
to appropriate X500.00 to the Falcon Heights Youth Hockey
Association. Ayes : T~iayor ti°va.rkentien, Councilman Black.
Naves: Councilman Stone, Councilwoman Stocker. Councilman
Ecklund abstained. Motion failed.
Use of Employee T~iotion by Councilman .`tone, seconded by Councili~?oman Stocker,
Cars for Official authorizing employees who drive their cars for official
Business: Village business be reimbursed at the rate of ten cents
per rule. T~lotion carried.
1972 Audit: T~lotion by Councilman Stone, seconded by Councilwoman Stocker,
to employ George T~i. Hansen Company to audit the Village
books for 1972 at a cost not to exceed ~2000.G0. iiotion
carried.

The motion by Councilman Black s•7as duly seconded by Council-
man Stone, and upon. a vote being; taken thereon, the folloty~ing
voted in favor: T~,ayoY• Iiarkentien, Councilmen Black and
Stone, and Councih~7oman Stocker. The following voted against:
Councilman Ecklund. ti~hereupon the Ordinance t~ras declared
passed and adopted.
It was noted that this Ordinance supercedes Ordinance No.
122 as adopted at the Village Council T~Ieeting of September
1?,~, 19 72 .

Iiaintenance Eng;ineer~Lemberg presented the plans and specifications
Building: for the Village T~iaintenance Building including the renovation
of the existing furnace. It tras felt that the conversion
of the oil to a gas system at this tune would be more ad-
vantageous. The Engineer will reviet,° the heating system
in depth and report to the Council at the next meeting.
Fire Reports: Fire reports No. ~l and ~2 were revietired and accepted.
Payroll: A'Iotion by Councilman Stone, seconded by Councilwoman Stocker,
to approve the payroll for the period ending September 30,
1972, in the amount of .,1,70.72. I~fotion carried.
General iiotion by Councilman ,-tone, seconded by Councilman Ecklund,
Disbursements: to pay the general disbursen.ents for the period ending
September 30, 1972, in the amount of ~13,2f30.23. P~iotion
carried.

to approve payment of ~66,51~7.15 for Improvement Bonds.
