Councilman Blacl> informed the Council that the Planning Commission did 'nave a Public Hearing on the rezoning request on October 10, 1972, and subn~.itted :Por file the Planning Commission minutes reconunending denial of said. re- a,uest . Public Iiearin~ Tladro-r Warkentien called the Public Hearing to order at 9:10 Fryr .,treet Curb P.Ii. concerning the pi°oposed Fi^y Street Curb Improvement. assessment: Er~;ineer Lemberg presented the assessment roll of_ the con- struction of bituminous curbing and sod replacement aloft; the east side of. F ~T Street from Larnenteur Avenue to a point a:pproxir!ately 175 feet north thereof, and along the t~rest side of Fr~r Street to a point approximately 150 feet thereof, in the Village of Falcon Heights. ! 8 ~~ Er~,ineer Lemberg explained the construction costs to the Council in respect to cost variations on the west side, versus cost on the east side. On the west side curbing t~-as installed with vexy little sod to be replaced. On the east side it ti•1as required to place curb fill and sod on the majority of the boulevard area adjacent to the Zobert Ha11 proper ty. Total construction cost f_o-r sod and. bituminous curb for the Zrest side of Fry Street, faith cost i~er foot at >2.~>, having a total cost of ~1,05~.63. Total construction cost, for sod and bituminous curb- for -the east side of Fx^Sr Street, t•rith cost per foot at =+~3.9~, having a tctal cost of 696.37. TTY Fi?.Y ST'~:~?,i;T CU~13 TiiPTtOV iLCAIT 1972 T,~HE~u~AS, pursuant to notice duly given as required by 1ata, the Village Council has riet, for the pu~ose of adopting; proposed assessments for Street Improvements of 1972, as more fully described in the iSotice of Assessment Heari t~ : and no one appeared in opposition to said proposed as.sssment: TJOZ; THr4~FGd, BE IT ~1;~;iOLVED by the Village Council of the Vi11.ge of_ Falcon Heights, TTinnesota, as follows: 1. Such proposed asscsszrient, a copy of which is attached hereto a.nd made a part hereof is hereby accented and shall constitute the special assessment against the lands named. therein, and. each tract of land therein is hereby found to be benefitted by the proposed improvement. 2. Such assessment shall be payable in equal annual installments extending over a r,eriod of 5 years, the first of said installments to be payable with general taxes for the year 1972, collectible with taxes during; the year 1973. To the first installment there shall be added interest at the rate of eight per cent (CC1.OGjo) per annum on the entire asses- sment fror~i the date of this resoluti on until December 3l, 19TH . To each subsequent installment when due, there shall be added interest fox~ one year at said rate on all unpaid instal- lments. The o~.-ner of ar~;T property so assessed may at any time prior to the certification of the assessment or the first in- sta17_ment thereof to the Counter Auditor, pay the whole of the assessment on such property with interest accrued to the date of payment to the Village Treasurer, except that no interest shall be charged if the entire assessment is paid. within 30 days from the date hereof; and such property oti~,ner may at any brie prior to T~TOVember is of any year pay to the County Treasurer the entire amount of the assessment remaining due with interest accrued to December 31 of the year in which said payment is made. 3. The Village Clerk shall forthwith transmit a certified copy of this assessment to the County Auditor ' to be extended on the tax list of the County. Albert Clerk-Administrator Barnes advised the Council that a sewer Sewer Problem problem was brought to his attention at 1710 TJ. Albert property T~Tr. Brunc}~e : of Tyr. Harry Bruncke, and requested the Council authorize ~ 86 the excavation of said sewer line to determine the cause of the blockage. Engineer Lemberg and Ken Quarn advised the Council that TTr. Brunke had previous problems and recommended excavation at some future time when the Village had other similar problems. Tree Trimming The Council authorized ClerTi-Administrator Barnes to negotiate teport of a contract with Tlorthland Tree Services for the 1972 Fall Dr. Hard: Tree Trimming Program. 1972 Fall Street-It was suggested by Engineer Lemberg that the Village engage Sweeping: the TTcPhillips Company to sweep the streets as soon as the leaves are off the trees. Health Service The letter fror.. ,the Ramsey- County League with the results of Survey ~.eports: the health services survey in Ramsey County was noted and filed. State Fair rTotion by T~iayor Z~~arkentien, seconded by Councilman Black, to Parking; Area accept the area of parkitzg space that the State Fair Board Usage: offered to the Village for use as a recreation area. This area of approximately 11~.i~3 acres adjacent to Hollywood Court and Snelling Avenue on the east, Fairgrounds on the south or Hoyt Avenue, the University property on the west, and Grain Terminal Association parking lot on the north In a letter of October 3, 1972, from John ~;. Libby, Secretary General T~Tanager of the Board, it was stated that the Board rill not allow any alterations of the surface of the parking lot.
