MINUTES OF REGULAR COUNCIL MEETING
FALCON HEIGHTS, MINNESOTA
JANUARY 11, 1973
A regular meeting of the Falcon Heights Village Council was ca.11e d to order by
Acting Mayor Stone at 7:31 P.M.
PRESENT: Councilmen Black, Ecklund, Stone, and Councilwoman Stocker.
Mayor Warkentien arrived at 7:I~1i. P.M. Also present were
Clerk-Administrator Barnes, Engineer Lemberg and Attorney
Kenefick.
ABSENT: None.
Minutes: Gouncilman Ecklund moved, seconded by Councilman Black, to
approve the minutes of the meeting of December 28, 1972, as
corrected. Motion carried.
Appointments for
Year 1973
Acting Mayor: Mayor Warkentien moved, seconded by Councilman Black, that
Charles P. Stone be reappointed as Acting Mayor for the year
1973, in the event of Mayor Warkentien~s absence. Motion
carried.
Civil Defense Mayor Warkentien moved, seconded by Councilwoman Stocker, that
Director: Henry J. Dachtera be appointed Civil Defense Director at a
salary of $50.00 per month. Motion carried.
Gas Inspector: Mayor Warkentien moved, seconded by Councilman Black, that
Frank B. Eha be appointed as Village Gas Inspector for the year
1973• Piotion carried.
Electrical Mayor Warkentien moved, seconded by Councilman Black, that
Inspector: Gilman Moe be appointed as Village Electrical Inspector for
the year 1973. Motion carried.
Plumbing Mayor Warkentien moved, seconded by Councilman Black, that
Inspector: Richard Alquist be appointed Village Plumbing Inspector for
the year 1973. Motion carried.
Building Mayor Warkentien moved, seconded by Councilman Black, that
Inspector: Richard Magnuson be appointed Village Building Inspector for
the year 1973. Motion carried.
Horticulturist: Councilman Stone moved, seconded by Councilman Black, that Dr.
C. Gustav Hard, be appointed Village Horticulturist for the
year 1973. Motion carried.
Health Officer: Councilwoman Stocker moved, seconded by Councilman Ecklund,
that Dr.-Duane R. Ausman be appointed Village Health Officer
for the year 1973• Motion carried.
Legal Firm Mayor Warkentien moved, seconded by Councilman Black, that
Designated: the firm of Briggs and Morgan be designated the Legal Firm
for the Village of Falcon Heights for the year 1973• Motion
carried.
Engineering Firm Councilman Stone moved, seconded by Councilwoman Stocker,
Designated: that the firm of Bonestroo, Rosene, Anderlik and Associates,
be designated as the Village Consulting Engineering Firm for
the Vi1la.ge of Falcon Heights for the year 1973. Motion
carried.
Fiscal Consultant Mayor Warkentien moved, seconded by Councilwoman Stocker, that
Designated: the firm of Juran and Moody be designated the Village Fiscal
Consultant for the year 1973. Motion carried.
Animal Control Councilwoman Stocker moved, seconded by Councilman Black, that
Firm Designated: the B & E Patrol, Inc., be designated as Animal Control Service
for the Village of Falcon Heights on a call basis under the
supervision of Clerk-Administrator Barnes for the year 1973•
Motion carried.
Official Councilman Ecklund moved, seconded by Councilman Black, that
Newspaper: the Roseville edition of the Sun Newspapers be designated as
the official newspaper for the Village of Falcon Heights for
the year 1973. Motion carried.

The motion for the adoption of the foregoing Resolution was
duly seconded by Councilman Black, and upon a vote being taken
thereon, the following voted in favor thereof: Mayor
Warkentien, Councilmen Black, Ecklund, Stone and Councilwoman
Stocker, and the following voted against: None. Whereupon
the Resolution was decaared duly passed and adopted.
Resolution 73-2 Mayor Warkentien introduced the following resolution and moved
Roseville State its adoption:

The motion for the adoption of the foregoing Resolution was
duly seconded by Councilwoman Stocker, and upon a vote being
taken thereon, the following voted in favor thereof: Mayor

woman Stocker, and the following voted against: None.

Conditional Use No action was taken on the request of Midway Signs for 15.0
Request -Midway W. Larpenteur Avenue, as the sign being erected is within the
Signs: requirements of the zoning ordinance.
Variance Request - Councilman Black moved, seconded by Councilman Ston e, that the
Schiller's Market: Clerk-Administrator be directed to write a letter to the manager
of Schiller's Market explaining that the Council cannot authorize
the placing of a sandwich board sign on the public right of way,
namely on the boulevard in front of their store at 1597 N.
Hamline Avenue. Motion carried.
Report on Business Councilwoman Stocker reported on the various cantacts she has
in Falcon Heights: made and the responses she has received when talking to
businessmen in the area, and suggested that a meeting be set
up between the Council, businessmen and any other interested
citizens in the community. It was agreed that Wednesday,
January 31, 1973, at 8:00 P.M. at the Village Hall, would
be acceptable, and that the Clerk-Administrator shall send
notices to the businessmen of the Village.
Ordinance #123 - Councilman Stone moved, seconded by Councilman Black, to adopt
Sewer Connection Ordinance No. 123:

Hamm's Advertising Mayor Warkentien moved, seconded by Councilman ,Stone, that
Sign -Municipal Hamm's Brewing Company be notified that the Council is not in
Liquor Store: favor of any outdoor, brand name advertising for the liquor
store, such as on the picture submitted to Clerk-Admim.strator
Barnes. Motion carried.
Repainting the Councilman Black moved, seconded by Councilwoman Stocker, that
Sma11 Liquor the Clerk-Administrator be authorized to enter into an agreement
Store Sign: with Midway Signs to paint the small sign at the liquor store,
to match the red paint on the larger sign saying "Liquor."
Motion carried.
Correspondence - Mayor Trlarkentien moved, seconded by Councilwoman Stocker, to
William H. Brown - approve the appointment of Rosemary Swingle, 1898 Pascal Avenue,
Human Rights Falcon Heights, to the Falcon Heights Human Rights Commission
Commission: as per recommendation of William H. Brown, Chairman of the
Human Rights Commission, in his letter of January 10, 1973•
Motion carried.
Snowplowing: Councilman Ecklund moved that the Village request the County
have motor patrols do all the plowing within the Village of
Falcon Heights. Motion died for lack of second.
Meeting with A meeting between Mayor Warkentien, Clerk-Administrator Barnes,
Ramsey County and Street Maintenance Foreman Ken Quarn, and Ramsey County
Re: Snowplowing: Highway Department officials, in reference to the quality and
timing of Village snowplowing, was discussed in detail. A

copy of this report is on file in the Clerk-Admini.strator~s
office. It was suggested that Clerk-Administrator Barnes
request the County, if possible, to plow out the West Falcon
Woods area while plowing Roselawn Avenue.
Change Order rr2 - Councilman Black moved, seconded by Councilwoman Stocker, to
Liquor Store: approve sections 3 and 5 of Change Order #2, by !antler
Corporation. Section 3 allowed an addition of $310.00 for
electrical changes for floor outlets, special light fixtures
in wine area, weatherproof receptacle in landscaped area
north of entry, and changes to conveyor controls. Section
5 allowed an addition of $1l~0.00 for adding a 1 inch layer of
blacktop to 11 foot wide buffer strip at the east end of the
parking lot. Motion carried.
Insurance - Attorney Kenefick reported that he received a reply from th e
Youth Hockey: Paul J. Breher Company about insurance for coaches involved
in the Youth Hockey Program. They are not covered under the
liability policy, and Attorney Kenefick stated that he had
contacted Don Drach suggesting that he and the other coaches
procure their own insurance if not already covered under
home owners insurance
Laroenteur - Engineer Lemberg reported that the Minnesota Highway Department
Snelling Traffic plans to take bids on making improvements on the traffic signal
Signal Changes: system at the intersection of Larpenteur and Snelling, con-
sisting of the installation of new magnetic vehicle detectors
and new directional faces on several of the lights.
Liquor Store Engineer Lemberg presented sketches and proposed suggestions
Front for decorating and lighting the west and north sides of the
Improvements: liquor store building at Snelling and Crawford. The Council
requested that quotations be obtained by the next meeting to
include installing the six light fixtures and to do the
necessary carpentry work and painting to accomplish the effects`
shown on the sketch.
Hermes Shopping After discussion of the present method of snowplowing of the
Center - Parking parking lot at the Hermes shopping center whereby the snow
Lot Snowplowing: is pushed onto the median between the southbound lane of
Snelling Avenue and the west service road. The Council
requested that Engineer Lemberg contact the Minnesota Highway
Department maintenance personnel and ask then to get in
touch with Hermes in an attempt to have this practice stopped.
Fire Reports: Fire reports numbers 50 and 51 of 1972 were noted, as was
fire report number 1 of 1973.
Sheriff's Bulletin: Sheriff ~ s bulletin; for December 1972, was noted.
General Disburse- Councilwoman Stocker moved, seconded by Mayor Warkentien, to

Councilman Stone moved, seconded by Councilman Black, to
approve the general pa~Trol1 for the first half of January,
1973, in the amount of :2,506.81. Motion carried.
Councilman Black moved, seconded by Councilman Ecklund, to
approve the general disbursements for the first half of
January, 1973, in the amount of X2,330.37. Motion carried.
Mayor Warkentien moved, seconded by Councilwoman Stocker, to
approve the liquor disbursements for the first half of January,
1973, in the amount of $1,~~21.80.Motion carried.
Councilwoman Stocker moved, seconded by Councilman Black, to
approve the liquor disbursements for the first half of
January, 1973, in the amount of $3, 731.17. P'fotion carried.
