A regular meeting of the Falcon heights Village Council was called to order by
mayor Warkentien at 8:00 P.r1.
r~'ayor Warkentien, Councilmen Black, and Co~zncilwoman PRESENT
Stocker. Councilman Ecklund arrived at B:OLt P.h1.
Also present were Clerk-Administrator Barnes, Engineer
Lemberg and Electrical Inspector Robert Cla~zson.
Councilman Stone and Attorney Kenefick.
Co~zncilwoman Stocker moved, seconded by Councilman Black,
to approve the minutes of the meeting of April 26, 1Q73,
as corrected. r"otion carried.
Councilman Black moved, seconded by Mayor Warkentien, to
approve the appointment of the new Electrical Inspector,
Robert Clauson, 1586 E. Sextant Avenue, Roseville, N`in-
nesota, wh.o is replacing the retiring inspector, rnr.

Councilman Black introd~zced the following Resolution and
moved its adoption:

ACKNOWLEDGES RECEIPT OF THE LETTER AND RESOLUTION
OF THE RAMSEY COtT?4TY BOARD OF CONT~ISSIOTdERS RELATIVE
TO THE TOPICS PROGRAM
WHEREAS, The Village Council of the Village of Falcon
?eights approved the original plans with modifications,
labeled "Exhibit A", as per Resolution ?3-6, dated
March 1, 19?3.
WHEREAS, The plans approved by the Village provided that
no trees were to be removed in the vicinity of the inter-
change, and a temporary curb cut of approximately twenty
feet was to be installed in the median to allow access to
the alley between Laroenteur and California Avenues, and
there would be installation of left turn lanes and left
turn signals, and said plans wolzld be f~zlly funded by the
federal and state under the TOPICS Program.
W?3EREAS, The Ramsey County Board of Commissioners has
seen fit to alter the plans, without further consulta-
tion with the Village of Falcon Heights.
rtOW, THEREFORE, BE IT ITEREBY RESOLVED, By the Village
Council of the Village of Falcon Heights, that they have
no recourse in the matter and must accede to the re-
vised plans for the TOPICS Program, as submitted by
Deane R. Anklan, Ramsey County Engineer in his letter
of May 3, 1973, and approved by the Ramsey County
Board of Commissioners in Resolution #9-1708.

Councilman Ecklund seconded the foregoing Resolution, and
upon a vote being taken thereon, the following voted in
favor thereof: Mayor Warkentien, Co~zncilmen Black, Ecklund,
and Councilwoman Stocker, and the following voted against
the same: None. Whereupon the Resolution was declared duly
passed and adopted.
Councilman Ecklund moved, seconded by Councilman Black, to VOLTm1TEER FIREMAN
approve the application submitted by Bertel Gimmestad, APPLICATION
19l~5 AT. Prior Avenue, Roseville, Nlinnesota, for Volunteer
Fireman, subect to a physical and six months probation.
Motion carried.
Manor Warkentien moved, seconded by Councilwoman Stocker,
to approve the req~.zest to allow Fire Chief Al Helbig,
and Voliznt eer Firemen Robert Berg and Pat Coughlin, to
attend fire school May 5, 9, 10, x.11. Motion carried.
A letter from Representative Hansen regarding the bill
for the Fire Relief Association of Falcon Heights was
read, explaining that he had introd~zced the bill con-
cerning the By-Laws for the Falcon Heights Fire Depart-
ment, and sent the Senate File to Senator North.
Councilman Ecklund moved, seconded by Councilman Black,
that the Village employ Stennes and Associates to pre-
pare an actuarial survey for the Falcon Heights Volunteer
Fire Department, based on six months accrual of pension
after ~Tanuary 1, 1971. Motion carried.
A letter from Henry J. Dachtera, Assistant Chief of the
Falcon Heights Fire Department, informing the Council
of the elected operational officers for the year, was
noted.
Fire reports rnambers 15, 16, ~ 17, were noted.
Mrs. Harold <T. Kurtz, 1505 Fairview Avenue, was present
at the meeting to inquire about the status of the Fairview
Avenue speed limit. Clerk-Administrator Barnes explained
that it is in the traffic division of the Ramsey County
Engineers, and that he will inform her of any further
developments.

Mayor Warkentien moved, seconded by Councilman Black, that MINNESOTA LEAGUE OF
Clerk-Administrator Baines be authorized to attend the M?mTICIPALITIES
annual convention of the Minnesota League of Municipalities, CONVENTION
and any other interested Councilmember who is able to
attend, their fees to be reimbursed by the Village.
Councilwoman Stocker reported on the businessmen's meeting BtISINESSMENF5
of May 7, 1973• She stated that they have picked a board ASSOCIATION
of directors, they have set membership dues at $10.00, and
that the next meeting is scheduled for June 7, 1973, at the
Fairgrounds Administration office.

Clerk Administrator Barnes was authorized to submit the MIDWEST PLANNING ~?~
proposed changes for the contract with Midwest Planning RESEARCH
for planning services they will be conducting for the
Village of Falcon Heights.
Councilwoman Stocker moved, seconded by Councilman Ecklund, GENERAL PAYROLL
to approve the general payroll in the amount of $ 2,637.7l~,
for the first half of May, 1973. Motion carried.
Councilman Black moved, seconded by Councilman Ecklund, to GENERAL DISBiTRSEMENTS
approve the general disbursements in the amount of
$1,910.72, for the first half of May, 1973. Motion
carried.
Mayor Warkentien moved, seconded by Councilman Ecklund, CANCELLED CHECK
that check number 7366 be cancelled. Motion carried.
Councilwoman Stocker moved, seconded by Councilman Black, LIQiJOR PAYROLL
to approve the liquor payroll in the amount of $1,27I~.31,
for the first half of May, 1973. Motion carried.
Mayor Warkentien moved, seconded by Councilwoman Stocker, LIQUOR DISBirRSEMENTS
to approve the liquor disbursements in the amount of
$7,206.10, for the first half of May, 1973• Motion
carried.
Mayor Warkentien moved, seconded by Councilman Black, SINKING FUNDS
to approve the sinking funds in the amount of $2,?~19.72,
for the first half of May, 1973. Motion carried.
Mayor Warkentien moved, seconded by Councilwoman Stocker, AD<TOiTRNMENT
to adiourn the meeting at 10:35 P.M. Motion carried.
