P-?ayor Varkentien, Councilmen Black, Ecklund, and PRES`E"TT Councilwoman Stocker. Also present were Clerk- Administrator Barnes, Engineer Lemberg and Attorney Kenefick. Councilman Stone, due to illness. Councilwoman Stocker moved, seconded by Councilman Black, to approve the application for a corporate license sub- mitted by Roland B. Ford of Tlorthland Tree Service, Circle Pines, for tree trimming for the period of July 1, 1973 to :Tune 30, 19711. Motion carried. Several residents of the Village were present to discuss their objections to the routing of buses on Arona Avenue by the N?etropolitan Transit Commission. Council- man Black stated that he had talked with someone in the traffic division of the transit commission on June 13, 1973, and was told that this was only temporary, due to the construction in progress at the intersection of Larr~enteur Avenue and Hamline Avenue, and would likely be terminated within a week or so. Engineer Lemberg was directed to call the office of the Ramsey County Engineer and inquire as to when the con- struction would be finished on Larpentezzr and Hamline Avenues. Clerk-Administrator Barnes was authorized to write a letter to the I?etropolitan Transit Commission re- questing that the buses limit their speeds while traveling. on Arona Avenue to 20 miles per hour be- cause of the narrow streets without curbs and the many small children who live in the neighborhood. Councilman Ecklund abstained and Councilman Stone was absent. Whereupon the Ordinance was adopted. Fees for publication of said Ordinance are to be paid by the Northern States Power Company. ~-. 4 F METRO RATE AUTHORITY Roger Wadnal and Mike Gair, students of the University COT^.TMUNITY PARK PLANS of Minnesota, who were working on the Falcon Heights Community Park plan were present and presented their completed plans for the park to the Council. Appreciation was expressed by the Council. A joint agreement between the Village of Falcon Heights and the Village of Lauderdale for law enforcement and fire departmental services was discussed. Councilman Ecklund stated that the Village should look further into the matter. Mayor Warkentien stated that he would contact the Piayor of Lauderdale to see if this agreement could b e discussed at the next Lauderdale Village Council meeting, and asked that any interested councilmember attend the meeting. Councilman Ecklund moved, seconded by Councilwoman Stocker, to authorize Clerk-Administrator Barnes to offer Mr. Vincent Wright, 1207 W. Ryan, Roseville, who has submitted an application for maintenance man to the Village, $750.00 a month to start, with the condition that he receives $75.00 per month additional if he serves his probationary period of six months satisfactorily, and that raises thereafter would be on an annual basis at no fixed amount. Motion carried. Clerk Administrator Barnes and Bookkeeper Eric Swanson, LIQUOR STORE REPORT presented a liquor store analysis report of the operation and expenditures of the Falcon Heights Municipal Liquor Store for the period of December, 1972, through April 30, 1973, which is on file in the Clerk's office. Fire report number 22 was noted. FIRE REPORT 1 Councilman Black moved, seconded by Councilwoman Stocker, that the revised plan for remodeling the Lido Cafe sub- mitted by John Labalestra be approved, These plans are on file in the Clerk's office. The Village Engineer has reviewed the plans and expressed his approval of said plans. Whereas, the building inspector is hereby author- ized to issue a building permit. T~Totion carried. Engineer Lemberg reported that a meeting was held with Mr. Larry Blackstead, T~~r. Joel Tierney, Mr. Paul Kopeitz, Mr. Tim Erkkila, Mr. Clint Hewitt, and Mr. Steve Markowitz, of the University of T~Tinnesota, in regards to the Falcon Heights Community Park plan, proposed at Cleveland and Roselawn. He stated that a meeting is now being set up with the Regents of the University which will be held in July, requesting their approval. Attorney Kenefick stated that a letter is being written to the University of Minnesota Regents requesting that they extend the lease for the park area for the Village of Falcon Heights for a twenty year period. The cost to the Village of Falcon Heights for the construction of this road will be approx- imately $1,066.00. Councilman Ecklund moved, seconded by Mayor Warkentien, to GENERAL PAYROLL approve the general payroll for the first half of June, 1973, in the amount of $2~g73,88. Motion carried.
