T~layor Warkentien, Councilmen Black and Ecklund, and PRESENT Councilwoman Stocker. Also present were Clerk Ad- ministrator Barnes, Engineer Lemberg and Attorney Kenefick. Councilman Stone, due to business. ABSETTT Councilman Ecklund moved, seconded by Council~?oman MI?`TtJTES Stocker, to approve the minutes of the meeting of June 11~, 1973, as corrected. Councilman Black moved, seconded by Councilman Ecklund, CIGARETTE LICET~TSE to approve a new cigarette license for Andrew Bartlett, -T~TE(~t- DBA Totem Foods, 1579 T,Torth Hamline Avenue, for the per- iod of <Tu1y 1, 1973 to June 30, 197l~. Councilwoman Stocker moved, seconded by Councilman Black, CIGARETTE LICET~TSE to approve a cigarette license renewal for the Theisen -RE~dEGTAL- Vending Company, who operate a machine at the Falcon Heights T~"unicipal Liquor Store, for the period of July 1, 1973 to June 30, 1971. Stocker, renewals as Councilwoman Stocker and 1•ir. J. TrJesley "delson, Falcon Heights' delegates to the Ramsey County Route Ridership Commission, were present and stated that they had atten- ded the first meeting of the commission.. Some of the basic goals of the committee will be to increase bus service throughout the county, increase the number of bus riders, decrease traffic congestion and reduce air pollution. Councilwoman Stocker stated that the commission is doing surveys in the county projecting mass transit demands between 1973 to 1990. Councilwoman Stocker moved, seconded by Mayor Warkentien, that Clerk-Administrator Barnes and Engineer Lemberg meet with the City of St. Paul to discuss street main- tenance and the cleaning operations on Hoyt Avenue, as per a letter received by the Clerk-Administrator on June 12, 1973, from Daniel J. Dunford, Director of Public Works for the City of St. Paul. I~Totion carried. Nlrs. Tdick Labalestra and John Labalestra of the Lido Cafe were present at the meeting to discuss the split liquor law. Attorney lzenefick stated that the issue of having split liquor in the Village would have to be presented to the public at a special election. He stated that due to the population, the Village would be able to 3_ssue three liquor permits to restaurants tJ~at seat 30 or more people. John Labalestra stated that the Lido Cafe would like to serve wine and strong beer with their meals and that he does not look favor- ably on serving hard liquor. The possibility of having a special election was dis- cussed. Another possibility looked into was waiting until the legislature reconvenes to see if the wine bill would become a law giving the Lido Cafe the automatic right to serve wine and strong beer. Tdo action was taken. Councilwoman Stocker moved, seconded by N:ayor Warkentien, that Clerk Administrator Barnes be authorized to smite a letter to Pair. T~Zolin ~ s instructor commending Mr. T~Iolin on the project. T~Zotion carried. T~Zr. Labalestra submit a ?petition to the Council re- gesting areferendum vote. C1erlc-Administrator Barnes reported that he had contacted P'iidwest P1arnir~g and Research and that they would be ready to make a presentation to the Council at the meeting of July 12, 1973. C1erI{-Administrator Barnes was asked to again contact Tiidwest Planning and see if they i~~ould attend the meeting of July 26, 1973. Engineer Lemberg recommended that the request from the University of T~'innesota to the Village to vacate Cleve- land Avenue, the part that jogs between the intersection of Cleveland and Scudder Street and Cleveland and Como Avenue, be tabled, since further developments indicate ~~~ 51 that this Hart of the street may be within the City of St. Paul. Councilwoman Stocker moved, seconded by Councilman Black, APPOIAITNIEI`IT TO THE HUMArI to appoint Mr. Eugene Steele, 1776 Arona Avenue, to the RIGHTS COMNiISSIOrd Falcon Heights Human Rights Commission, his term to ex- pire December 31, 1975.
