Mayor Warkentien, Councilmen Ecklund and Stone, PRESENT and Councilwoman Stocker. Also present were Clerk- Administrator Barnes, Engineer Lemberg and Attorney Kenefick. Councilman Black arrived at 9:12 P.M. ' ?Tone. ABSENT Councilman Stone moved, seconded by Councilwoman Stocker, MII~'UTES to approve the minutes of the meeting of September 13, 1973, as corrected. Motion carried. ORDINANCE 128 ORDINANCE 128 PERTAINING TO UI~TAUTHORIZED AN ORDINANCE PERTAINING TO ALLOWANCE OF AN IN- USE OF VEHICLES COMPETEPJT OR UNLICENSED DRIVER TO DRIVE A VEHICLE Councilman Stone moved, seconded by Councilwoman Stocker, to adopt the foregoing Ordinance. Upon a vote being taken thereon, the following voted in favor thereof: Mayor Z~Tarkentien, Councilmen Ecklund and Stone, and Councilwoman Stocker, and the following voted against the same: None. Whereupon, the Ordinance was adopted. LARPENTEUR submitted by Bertel Gimmestad, proprietor of the Lindig Midway Floral Shop at 1871 W. Larpenteur, for the sale of Christmas trees during the 1973 season, be app roved. Motion carried. Mayor Warkentien moved, seconded by Councilwoman Stocker, that six members of the Falcon Heights Fire Department be authorized to attend the Advanced Emergency Aid Seminar, to be held at St. Paul Ramsey Hospital from October 2, through October 30;.1973. Registration is $25.00 each, making a total of $150.00, to be paid by the Village of Falcon Heights. The firemen attending are: Norman Ecklund, Frank Wandmacher, Robert Luey, Robert Berg, Ray Brown, and ~1im Fuller. Motion carried. Whereupon, the Resolution was adopted. A letter inviting the Council to the meeting of the League of Minnesota Municipalities, to be held at the Holiday Inn, Roseville, was noted. Councilwoman Stocker reported that a meeting has been set up with Mr. Milton Cohen of the Hdrvey Investment Company for October 16, 1973, at 7:30 P.M. She stated that this meeting was set up in order to see if the Cohen property could be upgraded for the welfare of the tenants and the business community. Clerk-Administrator Barnes was directed to contact Juran and Moody, Fiscal Consultants, to get a payment schedule on bonds for the Falcon Heights Community Park, in the amounts of $80,000.00, $90,000.00 and $100,000.00, for ten years, fifteen years and eighteen years. LEAGUE OF MINNESOTA MUNICIPALITIES MEETING MEETING WITH P~I,TON COHEN QUOTES ON BONDS FOR PARK Mayer Warkentien moved, seconded by Councilwoman Stocker, RESOLilTION FOR REFERENDUM to authorize the Attorney to prepare the Resolution for a bond issue for development of the West Falcon Woods Playground area on the south east corner of Roselawn and Cleveland, to be put on the December ballot. Motion carried. Clerk-Administrator Barnes was directed to contact COMM[JNITY PARK PLANTINGS Rose Hi11 Nursery to see if they would be willing to donate trees and shrubs for the Community Park, and get estimates on plantings. He was also directed to contact the University of Minnesota Forestry School to see if they would be interested in working on the development of the park as a class nro,iect. The requests for variances by Ronald A. Nelson, 1761 VARIANCES - 1761 ASBURY Asbury for the construction of a garage, and by Mr. AP,rD 1860 N. PASCAL Andrew Geisen, 1860 N. Pascal for the construction of a fence, were ref erred to the Falcon Heights Planning Commission which will meet on October 9, 1973, at 7:30 P.M. Engineer Lemberg presented a report on uses of the State Aid Improvement Funds. He stated that the fund presently has $191,327.50 in it, but that each year the funds are not used a percentage is deducted from the fund. The streets that are presently on the State Aid roll are: Idaho, Arona, Crawford west of Arona, and Pascal. A suggestion was made that Idaho be taken off the roll and Garden Avenue be put on its place. The Council requested that Engineer Lemberg make a written recommendation as to what he feels should be done with the funds and what improvements should be made along with the cost estimates . STATE AID FUPdD USAGE Mayor Warkentien introduced the following Resolution and moved its adoption: RE SOLUTTOPI 73 -25 RESOLUTION REVOKING AND ESTABLISHING MUNICIPAL STATE AID HIGHWAYS Councilman Stone seconded the foregoing Resolution rem. moving Idaho Avenue from the State Aid Improvement Ro11, and designating Garden Avenue in its place, and upon a vote being taken thereon, the following voted in favor thr~reof: Mayor Warkentien, Councilmen Brack, Ecklund, and Stone, and Councilwoman Stocker, and the following voted against the same: None. Whereupon, the Res- olution was adopted. Councilman Stone moved, seconded by Mayor Warkentien, that the tree at 1717 Hamline Avenue be removed if it is found to be on Village property. Motion carried. Councilman Stone moved, seconded by Councilman Ecklund, that a special meeting be set for October 1, 1973, at 7:30 P.M. Motion carried. Councilman Stone moved, seconded by Councilman Ecklund, that the ordinance drafted pertaining to bottle clubs in restaurants, be tabled. Upon a vote being taken thereon, the following voted in favor thereof : Mayor Warkentien, Councilmen Black, Ecklund and Stone, and the following voted against the same: Councilwoman Stocker. Motion carried. Fire reports numbers 37, 3~, 39, !l0 and ~l, were noted. The Sheriff's report for August, 1973, was noted. REMOVAL OF IDAHO AVENUE FROM STATE AID IMPROVEMENT ROLL REMOVAL OF TREE AT 1717 HAMLINE AVENUE SPECIAL MEETING DATE SET ORDINANCE PERTAII~IING TO BOTTLE CLUBS FIRE REPORTS SHERIFFS REPORT Mayor: Warkentien moved, seconded by Councilwoman Stocker, HIRING OF BOOKKEEPER to approve the hiring of Steven D. Eberhardt, 676 Geranium Avenue, St. Paul, riinnesota, as bookkeeper for the salary of $500.00 per month, subject to six months probation. Motion carried. Councilman Stone moved, seconded by Councilman Black, GENERAL PAYROLL to approve the general payroll for the second half of September, 1973, in the amount of $2,930.61. Motion carried. Councilman Ecklund moved, seconded by Councilwoman Stocker, GENERAL DISBURSEMENTS to approve the general disbursements for the second half of September, 1973, in the amount of $8,191.70. Motion carried. Councilman Black moved, seconded by Mayor Warkentien, LIQUOR PAYROLL to approve the liquor payroll for the second half of September, 1973, in the amount of $1,31t0.1~9.
